All other portions of the site will have noise levels due to aircraft below 60 dB CNEL. Year 2020 noise levels were adjusted for a 50% increase in airport operations, yielding worst-case aircraft noise exposure to the site of 66 dB CNEL. • In addition to aircraft noise, Palomar Airport Road traffic noise is expected to increase future noise levels of southern-most rooms by approximately 0.4 dB, with a total noise exposure to worst-case rooms of 66. 4 dB CNEL from both sources. • Cannon Road traffic noise is expected to increase future noise levels of northern- most rooms by approximately 7.2 dB, with a total noise exposure to worst-case rooms of 66.7 dB CNEL. • No special buildi~g construction is required with the exception that single-glazed windows may need to be closed to achieve the desired interior noise levels. • If windows must be closed, mechanical ventilation or air-conditioning will be required to provide fresh air circulation per UBC standards. • Dual-glazed windows are not expected to be required. • A thorough acoustical analysis must be performed to determine specific mitigation requirements when constructions drawings are ready for submittal to ensure compliance with CAC Title 24 interior noise requirements. • No significant noise sources have been identified within the project, nor are there any nose sensitive receptors located nearby. • There are no known noise impacts from or to the adjacent properties. ACOUSTECH CONSULTANTS 11736 Treadwell Drive, Poway, California 92064 Telephone (619) 271-6675 Report No. 1102-CB5 1.0 Introduction 1.1 Purpose 1 December 2, 2002 Carlsbad Ranch Planning Area 5 is a proposed destination resort with approximately 350 hotel rooms, 350 timeshare units, 2 restaurants, recreational areas and meeting rooms. Planning is currently at the tentative map stage and hotels rooms and unit rooms have not yet been delineated. The purpose of this acoustical study is to provide an evaluation of the exterior noise environment due to aircraft and local roadways and the feasibility of potential mitigation to assure interior noise levels due to do not exceed 45 dB CNEL. 1.2 Requirements A small portion of the proposed project lies within the 60 dB CNEL contour of the McClellan-Palomar Airport. The Noise/Land Use Implementation Directives of the airport state that all transient lodging buildings within CNEL 60-70 contours must be subjected to an acoustical study to determine that interior noise levels will not exceed 45 dB CNEL. Evaluation of the noise environment and the basic building shell is conducted to validate the ability of the project to meet standards. This study will not satisfy California Noise Insulation Standards (CAC, Title 24) requirements that interior noise levels in all hotel rooms and multi-family residences do not exceed 45 dB CNEL, as they require analysis of as-yet unavailable construction documents. 2.0 Site Location & Plan The proposed complex will consist of approximately 350 hotel rooms, 350 timeshare units, 2 restaurants, recreational areas and meeting rooms. The southern property line borders ~egoland Park. Directly to the west is planned golf course. Cannon Road forms the relatively small northern border of the project site. The eastern border is directly adjacent to open space and Hidden Valley Road. Figure 2-1 shows vicinity map and Figure 2-2 illustrates the site plan. 3.0 Site Noise Conditions 3.1 Existing Site Noise Conditions Aircraft Noise We have been provided the 1995 Noise Contours for McClellan-Palomar Airport. See Figure 3-1. Using these contours and a scaling technique, we have established the location of the airport contours upon the project site plan (Figure 2-2). It can be seen from the figure that buildings to the south of the 60 dB CNEL noise contour will be subjected to aircraft noise levels ranging from 60 dB CNEL to 64 dB CNEL. North of the 60 dB CNEL contour line, buildings will be exposed to aircraft noise levels of< 60 dB CNEL. Per SANDAG's Average Weekday Traffic Volumes Report, 51,100 ADT was reported for Palomar Airport Road for the year 2000. Utilizing our traffic model (Ref. 1), the current traffic noise is estimated to be 77.4 dB CNEL at 50 feet from centerline. The unmitigated current traffic noise level at the nearest project building facade ( ~ 1600 feet from centerline) is estimated to be 54.8 dB CNEL. See Appendix A for details. Traffic Noise Due to Cannon Road Traffic noise due to Cannon Road may potentially impact the project in the northern portion of the site. Current year 2000 traffic volumes for Cannon Road is reported by SANDAG to be 3200. Our traffic model projects a traffic noise level of 65.7 dB CNEL at 50 feet from centerline. The unmitigated traffic noise level at the nearest project building facade ( ~ 130 feet from centerline) is estimated to be~ 59.5 dB CNEL. 3.2 Future Site Noise Conditions Aircraft Noise The future noise levels are unknown. A 50% increase in airport volume by year the 2020 would result in a 2 dB increase in worst-case noise levels to 66 dB CNEL. The typical small and commuter aircraft spectrum for 66 dB CNEL is shown below. Aircraft Noise Spectrum: 125 250 500 72 70 62 1000 58 Traffic Noise Due to Palomar Airport Road 2000 56 4000 54 dBA 66 Utilizing SANDAG's online Transportation Forecast Information Center (TFIC), we find that year 2020 traffic volumes for Palomar Airport Road are forecast to be 63,000 ADT in the area of the project. Our traffic model predicts year 2020 traffic noise from this roadway will be 78.3 dB CNEL at 50 feet from centerline, or a 0.9 dB increase from current levels. Traffic Noise Due to Cannon Road Again utilizing SAND AG' s TFIC, we find that year 2020 traffic volumes for Cannon Road are forecast to be 17,000 ADT in the area of the project. Our traffic model predicts year 2020 traffic noise from Cannon Road will be 72.9 dB CNEL at 50 feet from centerline, or a 7 .2 dB increase from current levels. ACOUSTECH CONSULTANTS 11736 Treadwell Drive, Poway, California 92064 Telephone (619) 271-6675 Report No. 1102-CBS 6 4. 0 Determination of Future Noise Levels at Exterior Walls Worst-Case Rooms -Southern End of Project December 2, 2002 Rooms in the southern portion of the project site will potentially be subjected to noise levels potentially as high as 66 dB CNEL due to aircraft noise. Future traffic noise from Palomar Airport Road is predicted to be 78.3 dB CNEL at 50 feet from centerline. The nearest residential buildings from Palomar Airport Road are approximately 1600 feet from the roadway centerline. The unmitigated noise level at this distance is predicted to be 55.7 dB CNEL at nearest, worst-case facades. Noise levels from both aircraft and vehicular traffic noise at the facades could potentially be as high as 66.4 dB CNEL. Worst-Case Rooms -Northern End of Proiect ' The noise environment at the northern portion of the project site will be dominated by traffic noise due to Cannon Road. At the worst-case residential building facades, approximately 130 feet from centerline, future noise levels are estimated to be 66. 7 dB CNEL. 5.0 Interior Noise Mitigation Requirements The City and State require that interior noise levels not exceed a CNEL of 45 dB in all transient lodging buildings and multi-family dwellings. At this stage in the planning, it is only necessary to ensure that mitigation is feasible to reduce interior noise to 45 dB CNEL or less. Worst-Case Rooms -Southern End of Project The estimated future facade noise levels in the southern portion of the site are 66 to 66.4 dB CNEL. Typical building construction will provide approximately 10-15 dB noise reduction with windows open and 25-30 dB with closed windows. In order to achieve interior noise levels of 45 dB or less, no special building construction is required with the exception that single-glazed windows may need to be closed to achieve the desired interior noise levels. In that case, mechanical ventilation or air- conditioning will be required to provide fresh air circulation per UBC standards. Worst-Case Rooms -Northern End of Project Future traffic noise levels from Cannon Road are predicted to be as high as 66. 7 dB CNEL at facades facing the roadway. Should noise sources be found, mitigation may be required to meet property line noise limits. Other than traffic and aircraft noise, there are no other known sources at adjoining properties. 7.0 Exterior Use Areas Exterior use areas located south of the 60 dB CNEL noise contour for the McClellan-Palomar Airport shall be subjected to noise levels as high as 66.4 dB CNEL. For the Carlsbad Ranch Specific Plan, exposure of up to 70 dB CNEL is considered normally acceptable for all non-retail exterior site uses. REFERENCES 1.
