Subject: Limited Near Surface Soil Assessment for the Proposed 53-Acre Resort Development,
Lot 17, Planning Area 5, Carlsbad Ranch, Carlsbad, California
Gradient Engineers, Inc. is pleased to present this· summary of soil sampling completed at the subject
site (Site). The Site is located south of Cannon Road and northwest of Hidden Valley Road (Figure I).
One Acre Grid Areas
On February 12, 2003, prior to sampling, one acre parcels were mapped at the Site. On February 12 and
13, 2003, 43 surface (0-0.5 ft.) soil samples, Sl through S43, were collected from the center of each one
acre grid, where feasible, to assess for potential impacts associated with historical and present
agricultural land use. The one acre grid sample locations are shown on Figure 2.
Fourteen (14) composite surface soil samples were created from the 43 surface samples as follows:

Comp#14 (S33, S34 and S36).
The compositing of the samples was performed by Sierra Analytical (Sierra), a California certified
laboratory, under uniform, controlled conditions. The unused p9rtion of the samples was retained in
case analysis was warranted from the composite results. The composited samples were analyzed by
Sierra for organo-chlorine pesticides by EPA Method 808 lA and are detailed in Table 1. All composite
laboratory results detected low levels of 4,4' -DDE and toxaphene, with the exception of Composite 11,
which was non-detect for toxaphene. Laboratory results are detailed in Table 1.

The USEP A Region XI health risk based Preliminary Remediation Goal (PRG) recommended for
residential property use for 4,4' -DDE is 1. 7 mg/kg and for toxaphene is 0.44 mg/kg (USEPA, 2002).
For the composite samples, the concentrations of 4,4 '-DDE and toxaphene were significantly less than
the PR Gs. Because of these low concentrations, the vertical extent of these two compounds was not
assessed as part of this investigation. However, based on Gradient's experience with other agricultural
sites, 4,4' -DDE and toxaphene concentrations decrease with depth and are generally only present in the
near surface soils (i.e., 3 to 4 feet below grade).
Analytical results are shown on Plate 1. The laboratory results and chain of custodies are included in
Appendix A.
Above-ground Storage Tank (AST) Areas
Fuel ASTs
In addition to the grid samples, on February 13, 2003, six (6) surface (0-0.5 ft.) and six near surface (1 ft
or 2:ft.) soil samples (S51, S52, S53, S54, S55 and S56) were also collected in the area of three ASTs for
analysis of total petroleum hydrocarbons (TPH) extended range and volatile organic compounds
(VOes) by EPA 8260B. Soil sample locations are shown on Plate 1 and Figure 2, and laboratory results
are listed in Table 2.
Two areas of active fuel ASTs were identified. Area 1 included one diesel (Tank 1) and one gas AST
(Tank 2) located in the north-central area of the Site (Photos 1 and 2 in Appendix B). These ASTs are.
used to refuel the agricultural equipment. Staining was observed on the southern side of Tank 2. Three
(3) surface and three (3) near surface samples were taken around these tanks (S53, S54 and S56). TPH
was detected in the three surface samples around the diesel and gas ASTs with the concentrations
ranging from 29 mg/kg (S56/0-0.5 ft.) to 2,700 mg/kg (S53/0-0.5 ft.). In addition, TPH was detected in
one near surface sample, S53/2 ft., at 2,000 mg/kg. Based on the soil sampling results, the TPH
impacted soil appeared to be limited to the area south of the gasoline AST in the north-central area of
the Site (Photo 1). The estimated volume of petroleum contaminated soil is 35 cubic yards (15 ft. x 30
ft. X 2ft.)
Area 2 included one diesel AST (Tank 3), which is also used to refuel equipment (Photo 3). Two (2)
surface and two (2) near surface (1ft. bg) samples were taken around the tank (S51 and S52). TPH was
not detected in either of the surface or near surface samples for S5 l and S52.
On March 3, 2003, Gradient returned to the Site to collect additional soil samples at Area 1 (Tanks 1
and 2) to delineate the area of hydrocarbon impacted soil. Gradient observed that Tank 3 had been
relocated adjacent to and west of Tank 2 (Photo 5). Stepout soil samples were collected south and west
of the existing tanks (Plate 1 and Figure 2). Eight (8) soil samples were collected and analyzed for TPH
and voes. TPH was detected in one sample, S57/0-0.5 ft., at a concentration of 800 mg/kg. Samples
collected at S57 at 2 and 5 feet bg were non-detect for TPH. voes were not detected in any of the eight
samples. Based on the soil sampling results, TPH impacted soil appears to be limited to the immediate
area surrounding Tanks 1 and 2.
One area of unused, empty ASTs was observed in the northeastern area of the Site (Photo 4). One
surface and one near surface sample (S55) was collected for TPH analysis. TPH was not detected in the
surface or near surface sample.

Fertilizer AST
One surface sample (S50) was collected adjacent to the chemical mixing area on the southeastern border
of the Site. Two tanks were observed. A laborer at the Site stated that one tank contained fertilizer and
was mixed with water from the second tank before being applied to the Site. Sample S50 was analyzed
for organochlorine pesticides, ammonia and nitrates. The laboratory analysis detected 4,4-DDE' at
0.023 mg/kg and toxaphene at 0.077 mg/kg. Reported as nitrogen, ammonia was detected at 52 mg/kg
and nitrates were detected as 425 mg/kg in sample S50. To provide a background sample for the Site,
sample S 1 was also analyzed for ammonia and nitrates. The background concentration for ammonia
was 6.50 mg/kg and for nitrogen was 120 mg/kg.
The sample locations and analytical results are shown on Plate 1. The laboratory results and chain of
custody are included in Appendix A.
Based upon the findings of soil sampling, Gradient recommends:
• No additional assessment activities are warranted at this time.
• Contact the San Diego Regional Water Quality Control Board (RWQCB) (858-467-2952) to report
the presence of the TPH contaminated soil and the plan to properly remove it from the Site. Contact
the County of San Diego Department of Environmental Health Services (SD-DEH) (619-338-2239)
to discuss the possibility of entering its Voluntary Assistance Program (V AP) for oversight of the
cleanup of the petroleum contaminated soil at the Site.
• Following approval by the RWQCB and/or SD-DEH, properly remove the petroleum contaminated
soil by a licensed hauler and dispose/recycle it according to local and state regulations.
• In general, observations should be made during any future site development for areas of possible
contamination such as, but not limited to, the presence of underground facilities, buried debris,
waste drums, tanks, staining soil or odorous soils. Should such materials be encountered, further
investigation and analysis may be necessary at that time.
