Blair Pruett 5927 Balfour Ct., Suite 208 Carlsbad, CA 92008 ~ ROCKS BIOLOGICAL CONSULTING 1 1 0 2015 Subject: Biological Constraints Assessment for 2200 Afton Way, Carlsbad, California Mr. Pruett: This letter describes the results of the biological reconnaissance survey of 2200 Afton Way in Carlsbad, CA (site). On May 6, 2014, I conducted a brief walking survey of the property to identify potential significant biological constraints to development of the site. The approximately 3.9-acre site contains a single family home and was previously used for agricultural purposes. The majority of the site has been disturbed or developed and supports weedy, non-native and ornamental vegetation. General plant communities onsite include Non-native Grassland, Eucalyptus Woodland, and a small, remnant patch of Diegan Coastal Sage Scrub. The two primary biological constraints that I observed are as follows: • Diegan Coastal Sage Scrub is considered a sensitive habitat and impacts on this native plant community may require mitigation that could include payment of a habitat mitigation fee in compliance with the City of Carlsbad's Habitat Management Plan • To avoid impacts on nesting birds, vegetation should not be removed during the avian breeding season that generally runs from February 1 -August 31. If removal of vegetation cannot be done outside the breeding season, a pre-construction nesting bird survey should be conducted to determine if nesting birds are present onsite. Potential jurisdictional wetlands or other sensitive resources were not observed during the reconnaissance survey, but please note the survey was conducted to assess general biological constraints and did not include focused surveys for sensitive biological resources.
