Subject: Pre-Construction Nesting Bird Survey Results for the 12 Carlsbad Project
Dear Mr. Howe:
This letter presents the results of HELIX Environmental Planning, lnc.'s (HELIX's) pre-construction nesting
bird survey conducted for the 12 Carlsbad Project (project), located north of the intersection of Valley
Street and McCauley Lane in Carlsbad, California.
HELIX biologist Stacy Nigro conducted the pre-construction nesting survey on July 10, 2018 to determine
if active bird nests were present within the project site or adjacent to the project site within 300 feet.
The survey consisted of searching for active nests and/or bird breeding activities within the survey area.
The survey was conducted on foot by walking within and along the perimeter of the project site, as well
as along public roadways outside of the project site. Binoculars were used to assist with the survey.
SURVEY RESULTS
No active bird nests or breeding behavior was observed within the project site or surrounding area. One
inactive nest was observed within an oleander shrub (Nerium oleander) along the project site's
southwestern edge; this nest may have been used earlier in the season but is not currently active. No
birds were observed near this inactive nest.
RECOMMENDATIONS
It is recommended that clearing of vegetation on the project site commence within the next seven days
(on or before July 17). If vegetation clearing is delayed and will not begin within the next seven days,
HELIX recommends that an additional nesting bird survey be conducted for the project. If vegetation
clearing would not commence until outside of the general bird and raptor breeding seasons, which
extend from January 15 through August 31, an additional nesting bird survey would not be needed.
