CABRILLO POWER I LLC, AGUA HEDIONDA LAGOON  OUTER LAGOON FLOOD SHOAL MAINTENANCE DREDGING  SEDIMENT CHARACTERIZATION REPORT  ACOE #2001‐00328‐RRS    1.0 SUMMARY    A sediment characterization and testing program was undertaken to support maintenance dredging  of the outer basin at Agua Hedionda Lagoon, Carlsbad, California.  Maintenance dredging and beach  replenishment are proposed to occur under ACOE IP #2001‐00328‐RRS as part of an on‐going  maintenance dredging program at the site.  The testing program sampled the Outer Lagoon flood  shoal, as well as the proposed receiver beaches identified as North, Middle, and South Carlsbad  State Beaches.    The flood shoal was found to consist of mostly medium to coarse grained sands derived from  coastal littoral sand entrainment during incoming tides.  The sand composition within the shoal  averaged 99.7% while the receiver beaches averaged 99.5% sand.  Total organic carbon (TOC)  values were relatively low or not detected in both lagoon and receiver beach locations.  Overall, the  shoal sand is extremely comparable to the receiver beach from which the material originated.   Testing of the shoal and receiver beaches indicate non‐detectable or very low chemical  concentrations, below any regulatory guidelines values suggesting that the shoal material is highly  suitable for beach replenishment at the receiver beach sites.    2.0 INTRODUCTION    The outer basin of Agua Hedionda Lagoon is an efficient sediment trap for entrained littoral sand  that is brought into the lagoon through the combined influence of tidal circulation and cooling  water flows (Figure 1).  Sediment accumulation in the flood shoal of the lagoon degrades the tidal  prism and tidal flushing within the lagoon and also reduces the operational efficiency of the power  plant located adjacent to the outer basin.  Since initial lagoon dredging in 1954, the accumulated  flood shoal sand has been dredged out every one to three years.  This maintains an open tidal  connection and minimizes tidal muting of the lagoon.      Maintenance shoal removal and beach replenishment are proposed to occur under ACOE IP  #2001‐00328‐RRS and are part of an on‐going maintenance dredging program at the site.  Dredging  is completed every two to three years as required by shoal development.  Under permit, up to  500,000 cubic yards (cy) of sediment may be dredged per maintenance interval.  The dredging is all  maintenance littoral sand removal with no cuts into native sediments.  The material is to be  removed by suction cutterhead dredge and placed on coastal beaches outside of the lagoon.  While  beach placement is not proposed to the north of the ocean inlet for the 2017‐2018 dredge cycle  (North Carlsbad State Beach) and would be limited to the Middle and South Carlsbad State Beaches,  sampling on North Beach occurred to provide overall context of sediment conditions within the In 2014, the California State Lands Commission requested a verification testing of the shoal sand  chemistry in conjunction with issuance of a new long‐term lease (Lease No. 932.1) allowing the  placement of Agua Hedionda Lagoon maintenance dredged materials onto the beach.  While the  nature of the source material and physical characteristics of the sand are not conducive to be  carriers of contaminants, testing was conducted for this verification purpose in July 2014.  The same  shoal area that has been recurrently dredged was tested using the same sampling stations  distributed through the shoal (L‐1 through L‐3).  In addition for beach compatibility, grain size and  TOC was determined for the receiver beach (B‐1 through B‐3).  Sediment grain size characteristics  and TOC continued to reveal the littoral sand nature of the shoal (Table 1). There were very few chemicals of concern detected within the collected sediments; and when  detected, concentrations were at low levels falling below established effects range median (ERM)  and effects range low (ERL) guideline values, where such levels have been determined (M&A 2014).   ERL and ERM values were developed as sediment quality guidelines to determine the potential for  chemical contaminants in the sediment to cause adverse environmental effects (Buchman 2008;  Long et al. 1995).  The ERL is the lowest tenth percentile concentration of the available sediment  toxicity data, and represents a concentration below which effects to sensitive species are not  expected to occur.  The ERM is the median effects concentration, above which adverse effects are  likely to occur.       This sediment characterization report details the collection and testing program conducted on the  proposed dredged material in accordance with the standard procedures outlined in conditions of  ACOE IP #2001‐00328‐RRS, Evaluation of Dredged Material Proposed for Discharge in Waters of the  U.S. (Inland Testing Manual [ITM]) (USEPA/USACE 1998), and regional guidance of the USACE  regulatory branch (USACE 1991).  These guidance documents apply to inland waters, near‐coastal Sediment testing was performed in accordance with the requirements of regulatory permits and  the Inland Testing Manual (USEPA/USACE 1998).  The methods employed followed those outlined in  the Cabrillo Power I LLC, Agua Hedionda Lagoon Outer Lagoon Flood Shoal Maintenance Dredging  Sediment Sampling And Analysis Plan, ACOE #2001‐00328‐RRS (Merkel & Associates 2017).    Sampling methods and locations for the outer lagoon and the receiver beaches followed that used  during prior testing events (Figure 1).  Samples were collected using a 4‐inch diameter vibracore on  December 19, 2017 with a target penetration to a depth of –24 ft MLLW or depth of refusal.   Lagoon sample locations (L‐1, L‐2, and L‐3) were distributed to represent approximately one third of  the dredge material volume to be removed.  Coordinates and target penetration are shown for each  sampling location in Table 2.      Receiver beaches were sampled at high (+5 to +7 feet MLLW) and low (‐2 to +1 feet MLLW)  intertidal elevations on December 19, 2017.  Samples consisted of surface sands collected by using  a 6‐inch deep hand core.  Beach samples were collected from Carlsbad State Beach at the north (B‐ 1), middle (B‐2), and south (B‐3) beaches where material is to be placed (Figure 1).  Sampling Cores in the lagoon were collected at all three locations with penetration to approximately 7 feet  before hitting refusal.  Core samples were carefully extruded onto clean trays, photographed, and  observed for unique strata, color, odors, etc.  These observations, along with information on  weather, currents, tides, winds, and other site conditions were recorded in field logs (Appendix A).   Photographs of the cores were taken to provide a visual documentation of sediment character  (Appendix B).     Agua Hedionda Lagoon Sediment Characterization Report January 2018 Sampling method and any problems encountered   Core penetration/core recovery  Description of the material type obtained in the samples (color, odor, etc.)  Description of any vertical stratification in each core  Description of sediment subsampling methods if any required    Sediment stratification has not been observed in any of the prior characterizations of the flood  shoal and no significant stratification was observed in the present effort.  As a result, a composite  sample was collected from the entire core length at each location (L‐1, L‐2, and L‐3).  Collected  sediments were kept separate in sample containers labeled with individual sample identification,  date and time of collection, and stored with ice packs at approximately 4°C until analyzed by the  laboratory.  Each sample was thoroughly homogenized in clean, non‐contaminating stainless steel  mixing bowls and sub‐sampled for archive purposes.      All three lagoon samples were individually analyzed for TOC and grain size distribution.  A  composite lagoon sample (composed of sediment from L‐1, L‐2, and L‐3) was analyzed for physical  and chemical analyses (Table 3).      Receiver beach sediments were collected and processed similarly to the dredge site sediments for  compatibility assessment.  High and low beach samples at each site were combined to characterize  each sample site.  All samples were processed as bulk samples with no sub‐sampling or stratified  sampling.  Because these sediment samples were limited to 6‐inch surface grabs, no core logs were  prepared for beach sampling.  Although the current dredge cycle does not include disposal at the  north receiver area, a sediment sample was collected from B‐1 for physical analyses only (grain size  and TOC).  The other beach samples (B‐2 and B‐3) were also individually analyzed for TOC and grain  size distribution.  A composite receiver site sample (composed of sediment from B‐2 and B‐3) was  analyzed for physical and chemical analyses.     Proper record keeping and chain‐of‐custody procedures were followed to allow samples to be  traced from collection to their final disposition.  Sample container identification information was  recorded on the chain‐of‐custody form.  The chain‐of‐custody forms identified the sampling  organization, point of contact, sample collection date and time, type of sample, and project.  The  form also served as a sample analysis request form.  Samples were sent to the laboratory along with  a chain‐of‐custody form specifying the sample identification and the analyses to be conducted.   Samples will be held for a minimum period of three months following collection.  Following this  period the samples will be disposed of unless the client requests transfer of the sample.      Agua Hedionda Lagoon Sediment Characterization Report January 2018 Eurofins Calscience, Inc., a National Environmental Laboratory (NELAP) accredited laboratory  (Eurofins), conducted all physical and analytical chemical analyses. Merkel & Associates, Inc. #14‐051‐06 7  4.0 RESULTS    4.1 SEDIMENT PHYSICAL ANALYSIS    Grain‐size and TOC analyses were performed on individual sediment samples, and results are  presented in Table 4.  The lagoon samples ranged from 99.6 to 99.9% sand, and averaged 99.7%  sand (Table 4).  The mean particle size was 0.58 mm (coarse sand).  TOC values ranged from 0.14%  at L‐3 to non‐detects at the other two sampling locations (Table 4).      Sediments from the proposed beach receiver sites (B‐2 and B‐3) ranged from 99.4 to 99.6% sand,  and averaged 99.5% sand (Table 4).  The mean particle size was 0.42 mm (medium sand), and TOC  values for the beach sites were all non‐detects (Table 4).  Original lab results are provided in Sediment chemistry results are provided in Table 5.  Composite samples were tested and findings  compared to available effects range low (ERL) and effects range median (ERM) levels.  ERL and ERM  values were developed as sediment quality guidelines to determine the potential for chemical  contaminants in the sediment to cause adverse environmental effects (Buchman 2008; Long et al.  1995).  The ERL is the lowest tenth percentile concentration of the available sediment toxicity data, Sediments in the maintenance dredging area have accumulated over a very short time period from  high‐energy littoral sand sources.  Sediment testing has regularly indicated that dredged materials  have very high sand fractions and very low TOC (Table 4).  Sediments of this character typically do  not retain contaminants; and thus, there was no reason to suspect contamination of the  maintenance dredging area.  Chemical analyses performed in 2017 support this conclusion.  There  were very few chemicals of concern detected within sediments collected from the samples, and all  were detected at very low values or not detected (Table 5).  All analytes were detected below their  respective ERL guideline values.      The grain size distribution data indicate that sediments of the proposed beach receiving sites are  compatible with those from the lagoon (Table 6).  It was expected that the test results for the  lagoon sediments and the beach sites would be similar due to the fact that the primary source of  sediment in the lagoon is the littoral sand that is trapped within the lagoon.
