INTRODUCTION In accordance with our proposal P-5581, dated August 16, 2002, and your authorization to pro- ceed, Ninyo & Moore has performed a Hazardous Building Materials Survey (HBMS) and has coordinated the performance of a Lead-based Paint Survey of the Carlsbad Village Academy buildings located at 798 Chestnut Street in Carisbad, Califomia. This report has been prepared in accordance with generally accepted environmental science and engineering practices. The report is based upon conditions at the subject buildings at the time of the sampling activities, and provides documentation of our findings and recommendations. 2. PURPOSE AND SCOPE OF SERVICES The objective of the surveys was to identify and quantify building materials containing asbestos and/or lead-based paint (LBP), and to quantify potential mercury-containing thermostats/switches, polychlorinated biphenyl (PCB)-containing items (e.g., light ballasts, switches, and transformers), fluorescent light tubes, and Freon™-containing refrigeration systems. Ninyo & Moore performed the services listed below. • Visual assessment of accessible areas of the on-site buildings to evaluate the possible pres- ence of asbestos-containing materials (ACMs) and LBPs.- • Collection of 130 x-ray fluorescence (XRF) readings of potential LBP. • Collection of 38 building material samples and submittal of these samples to an independent laboratory for analysis of asbestos content. • Visual identification and quantification of potential mercury-containing thermostats/switches, PCB-containing items, fluorescent light tubes, and Freon™-containing refrigeration systems. • Preparation of this HBMS report, which presents our data and summarizes the assessed mate- rials. This report includes a sample location map, site description, laboratory testing information, conclusions and recommendations, tables summarizing the building materials as- sessed, and quantities of identified materials. SITE DESCWPTION The subject site consists of four, single-story classroom buildings located at 798 Chestnut Street, in Carlsbad, Califomia: Three of the buildings are of wood-frame constmction on raised wood floors. Interior finishes include acoustic wallboard or wood paneled walls, sheet flooring, floor tile or carpet on the floors, and acoustic ceiling panels on the ceilings. These buildings reportedly were built in the late 1960s or early 1970s. The fourth building at the site, the "Counseling Of- fice," appears to be a mobile building constmcted with wood-framed interior and exterior walls. 4. PHYSICAL LIMITATIONS At the time of the surveys, the site buildings were occupied by the students and faculty of the Carlsbad Village Academy, therefore, non-destmctive sampling techniques were used. As a re- sult, some areas behind walls and above ceilings were inaccessible at the time of the surveys. 5. SAMPLE COLLECTION On September 9 and 11, 2002, Ninyo & Moore personnel conducted a limited asbestos survey, and Allstate Services Environmental, Inc. (Allstate) conducted a limited LBP survey at the site. The surveys followed U.S. Environmental Protection Agency (USEPA) guidelines, within the limitations of the scope of this assessment. The HBMS survey was performed by a Califomia Certified Asbestos Consultant, and consisted of collecting building materials suspected to con- tain asbestos from the subject stmctures, and quantifying miscellaneous hazardous building materials. The LBP survey was conducted by a Califomia Certified Lead Paint Inspec- tor/Assessor. A copy of the limited LBP report is included as Appendix A. 5.1. Asbestos Survey A preliminary visual assessment and bulk-sampling survey of suspect ACMs was performed. Representative samples of these suspect ACMs were collected after identification of homogene- ous sampling areas (areas in which the materials are uniform in color, texture, constmction or application date, and general appearance). Each homogeneous area was observed for material type, location, condition, and fiiabiUty. Representative samples were collected from each area City of Carlsbad September 26, 2002 798 Chestnut Street, Carisbad Project No. 104567004 of proposed demolition, except areas that were inaccessible, or areas of assumed ACM, within the limitations of the survey. Samples were collected using USEPA-recommended sampling procedures. Building materials that were sampled and analyzed for the presence of asbestos are presented in Table 1, and the locations of bulk asbestos samples are shown on Figure 1. 5.2. Hazardous Building Material Survey A visual assessment and quantification of potential mercury-containing thermostats/switches, PCB-containing light ballasts, fluorescent tight tubes, and Freon™-containing refrigeration systems was performed. Positive identification of these materials, via analytical testing, was not performed. Hazardous building materials identified at the site are presented in Table 2. 5.3. Paint Survey To properly assess the painted surfaces both for waste characterization and for contractor worker safety, portable XRF spectmm analyzer technology was utilized. The survey was con- ducted in general accordance with accepted environmental science and engineering practices. A total of 130 XRF readings were analyzed. The XRF sample points are presented in the LBP in- spection report in Appendix A. 6. LABORATORY ANALYSES AND RESULTS The following sections describe the laboratory analyses, laboratory results and survey results re- garding materials and equipment surveyed, and samples collected during the survey. 6.1. Asbestos Thirty-eight samples of suspect ACMs were collected and transferred to Scientific Laborato- ries of Califomia, Inc. (Scilab) for analysis. Scilab is a laboratory accredited in the National Voluntary Laboratory Accreditation Program (NVLAP) for bulk asbestos fiber analysis. The samples were analyzed, using polarized light microscopy with dispersion staining (PLM/ds), for the presence and quantification of asbestos fibers, in general accordance with USEPA Method 600/M4-82-020. The lower limit of reliable detection for asbestos using the PLM City of Carlsbad September 26, 2002 798 Chestnut Street, Carisbad Project No. 104567004 method is approximately 1% by volume. Materials in which no asbestos was detected are de- fined in Table 1 as "ND" (None detected). Materials containing asbestos in amounts less than 1 % but greater than 0.1 % are defined as containing "trace" amounts. Building materials with an asbestos concentration greater than 0.1% are listed in Table 1, along with the asbes- tos content. In addition, all suspect materials sampled are summarized in Table 1. Copies of the laboratory analytical reports and chain-of-custody records are presented in Appendix B. 6.2. Miscellaneous Hazardous Building Materials Hazardous building materials visually identified at the site are presented in Table 2 of this report. 6.3. Paint Currently, the State of Califomia and the USEPA stipulate what concentrations of lead in non- volatile components of surface coatings or materials determine whether a material is considered a LBP. The Califomia Department of Health Services (DHS) stipulates that a painted surface containing an amount equal to or in excess of one milligram per square centi- meter (1.0 mg/cm^), or more than half of one percent (0.5%) by weight, constitutes a LBP. The U.S. Department of Housing and Urban Development (HUD) guideline for designating a painted surface as lead-containing is consistent with the DHS. Paint that is chipping or peeling, or that may be removed from surfaces, and has a lead content equal to or greater than 1,000 milligrams per kilogram (mg/kg), would require handling as a Califomia Title 22 hazardous waste. The XRF results are presented in the LBP inspection report in Appendix A. 7. FINDINGS AND OPINIONS The findings of this survey are based on our visual observations, limited analysis of suspect building materials, document review, and XRF assays collected from the subject site. 4567004r.doc City of Carisbad September 26, 2002 798 Chestnut Street, Carlsbad Project No. 104567004 7.1. Asbestos Based on the analytical results of bulk samples collected during this limited survey, ACM is located in the exterior wall spray texture, baseboard mastic^ restroom sheet flooring, and roofing mastic at the site. The presence of ACMs in a building does not necessarily mean that the health of the occupants is endangered. If these materials are in good condition and have not been disturbed or deteriorated, exposures are expected to be negUgible. However, when ACM deteriorates, is disturbed or is in damaged condition, such as during demolition operations, as- bestos fibers may be released creating a potential health hazard for building occupants, maintenance personnel, and contractors. 7.2. Miscellaneous Hazardous Building Materials The results of our visual assessment and quantification of potential mercury-containing thermostats/switches, PCB-containing items (e.g., light ballasts, switches, transformers), fluorescent light tubes, and Freon™-containing refrigeration systems are Hsted in Table 2. Hazardous or potentially hazardous building materials found at the site included light bal- lasts, thermostats, and fluorescent light tubes. 7.3. Paint Based on the analytical results of XRF assays collected during our survey, painted surfaces con- taining concenfrations of lead greater than 1.0 mg/cm^ or 5,000 mg/kg, were not identified at the site. 8. RECOMMENDATIONS Since ACMs and miscellaneous hazardous or potentially hazardous building materials have been identified at the subject site, the following recommendations and precautions are provided: • Prior to building demolition, the identified ACMs in the buildings should be incorporated into a site-specific abatement plan, and the identified ACM should not be disturbed. Any ACM in damaged condition should be promptly repaired or abated. Prior to demolition work that would disturb identified ACMs, a licensed asbestos abatement removal contractor should . _ .remove the ACMs. A Califomia Certified Asbestos Consultant should prepare a bid and per- form specification document; perform abatement project planning, site and air monitoring; and perform oversight and reporting activities. 4567004r.doc City of Carlsbad September 26, 2002 798 Chestnut Street, Carlsbad Project No. 104567004 • Prior to demolition, potential mercury-containing thermostats, PCB-containing items (e.g., light ballasts), and fluorescent light tubes, should be removed and properly recycled or dis- posed by a licensed contractor. Because non-destmctive sampling techniques were used, there is a possibility that additional suspect ACMs or LBPs may be found during building demolition. Ninyo & Moore recommends that should additional suspect materials, not sampled or assessed in this report, be uncovered during renovation or demolition: (a) samples of suspect materials should be collected for labora- tory analysis, and all activities that may impact the materials should cease until laboratory results are reviewed, or (b) the materials should be assumed to be hazardous and handled as such. 9. LIMITATIONS Ninyo & Moore's opinions and recommendations regarding environmental conditions, as pre- sented in this report, are based on limited sampling and chemical analysis. Further assessment of potential adverse environmental impacts may be accompHshed by a more comprehensive as- sessment. The samples collected and used for testing, and the observations made, are believed to be representative of the area(s) evaluated. However, if additional suspect ACMs, miscellaneous hazardous building materials, or LBPs are encountered during renovation or demolition activi- ties, these materials should be sampled by qualified personnel, and analyzed for content prior to flirther disturbance. In addition, please note that quantities of ACMs, miscellaneous hazardous building materials, and LBPs are approximate. These numbers should be confirmed prior to re- moval or repair activities. The environmental services described in this report have been conducted in general accordance with current regulatory guidelines and the standard-of-care exercised by environmental consult- ants performing similar work in the project area. No warranty, expressed or implied, is made regarding the professional opinions presented in this report. Variations in site conditions may exist and conditions not observed or described in this report may be encountered during subse- quent activities. Please also note that this study did not include an evaluation of geotechnical conditions or potential geologic hazards. DHS Form 8552 - Lead Hazard Evaluation Report ALLSTATE SERVICES Working for a clean environment 1.0 TESTING METHODOLOGY Lead-based paint testing was conducted using portable x-ray fluorescence (XRF) spectrum analyzer. Model MAP-4, Manufactured by ED AX of Kennewick, Washington. The MAP-4 is , calibrated to measure the K-shell and the L-shell x-ray emissions of lead. The K-shell normally used for paint analysis because it measures lead in all layers of paint films, including the lower layers where higher concentrations of lead are usually found. Lead-based paint testing was conducted in accordance with Title 17, California Code of Regulations, Division 1, Chapter 8, Accreditation, Certification, and Work Practice in Lead Related Construction, Section 36000 and the United States Department of Housing and Urban Developments Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing, Chapter 7 Lead-Based Paint Inspections, as published in June 1995 and revised in 1997. The purpose of this testing is to identify surfaces which contain lead-based paint as per Califomia regulations, the HUD Guidelines and section 403 of the Toxic Substances Control Act. The state of Califomia, HUD and the EPA currenfly define lead-based paint as a paint or other surface coating which contains lead equal to or greater than 1.0 milligrams of lead per square centimeter of surface area (mg/cm"). XRF readings were taken using the "Unlimited" mode of the MAP-4. "Unlimited" mode measurements have no predetermined testing length, and automatically adjust to account for various types of substrates and materials densities. The precision of the XRF readings is proportional to the square root of the number of x-rays counted by the scanner. The longer the test, the higher the level of precision as compared against the set threshold level of 1.0 mg/cml In the "Unlimited" mode, the MAP-4 tests until a K-shell result is indicated as either positive or negative, compared to the threshold level based on the current precision of the test. Correction for paint matrix and substrate effects is performed automatically. The correction function is based on measurements performed by the manufacturer with NIST paint film standards laid over a variety of substrates typically encountered in construction. Based on the XRF Performance Characteristic Sheet (PCS) jointly released by HUD and EPA (effective June 26, 1996), the inconclusive range of the MAP-4 in the "Unlimited" mode is 0.91 mg/cm^ to 1.19 mg/cm^. Results are classified as positive if they are greater than the upper limit of the inconclusive range. Resuhs are classified as negative if they are less than the lower limit of the inconclusive range. No substrate correction is required for testing using the "Unlimited" mode. ALLSTATE SERVICES Working for a clean environment XRF readings were made on testing combinations in all room equivalents in an effort to test typical materials, which are representative of the room equivalent. Testing combinations were tested non-destructively by holding the MAP-4 against the surface being tested. At each XRF sample location the MAP-4 shutter is opened, and one reading was made using the "Unlimited" testing mode. Results of each test were read from the digital display of the instrument console and recorded on the XRF Detailed Testing Data Sheet attached in Appendix B. To ensure that the XRF equipment was working properly, various quality control tests were performed before, during and after the on-site work. At the beginning of the workday, three start up validation measurements were made in the "Unlimited" mode, using the calibration check standard associated with the particular MAP-4 that was used. This painted standard contains a known quantity of lead and allows the XRF operator to determine whether the instrument is functioning within acceptable tolerance ranges for accuracy and precision, as determined by the manufacturer. In addition to the three starts up tests, calibration readings were taken on the red 1.02 mg/cm- Standard Reference Material (SRM) paint film, developed by the National Institute of Standards and Technology (NIST). Results of each reading, along with computed readings averages were recorded on the XRF Calibration Form, and compared against the calibration tolerance range defined the MAP-4 PCS. This calibration check was also performed after four hours and at the end of the day. The quality control tests taken during testing at the subject property were within the acceptable performance range prescribed by the PCS and by the XRF equipment manufacturer. Documentation of the quality control calibration check is included in Appendix B, following the detailed testing data. 2.0 BUILDING DESCRIPTION The property tested is a multiple building site. The exterior walls are wood, metal and stucco. The interior walls are fiberboard and drywall. 3.0 LEAD-BASED PAINT FINDINGS No Lead-based paint was found at or above the threshold level of 1.0 mg/cml 4.0 CALIFORNIA STATE REQUIREMENTS Allstate Services Environmental, Inc. is required under Califomia regulations (Title 17, CCR, Division 1, Chapter 8) to notify Califomia Department of Health Services that a lead hazard evaluation survey was conducted at the subject property. Landlord (lessors) and sellers are also required to distribute an educational pamphlet approved by the U. S.
