HomeMy WebLinkAbout1050-55; Parking Lot Expansion; Parking Lot Expansion; 2015-02-05INITIAL STUDY OF THE PROPOSED CONSTRUCTION OF PARK AND RIDE FACILITIES (PARKING LOT EXPANSION) Prepared by: COSTA REAL MUNICIPAL WATER DISTRICT 5950 El Camino Real Carlsbad, CA 92008 April 16, 1980 SECTION I PURPOSE This Initial Study addresses the proposed construcJ;ion of a •• staging area where motorists may park their vehicles and join energy saving carpools> or board other ride-sharing vehicles. • Proposed construction would be by the California State Depart- ment of Transportation on Costa Real Municipal Water District property The Initial Study is a preliminary analysis of the project to determine whether it may have any "significant" effects on the envi- ronment. The term "significant" is defined in Appendix "6" of the State of California GUIDELINES FOR ENVIRONMENTAL IMPACT REPORTS as f011ows : SIGNIFICANT EFFECTS A project will normally have a significant effect on the en- vi ronment if it will: (a) Conflict with adopted environmental plans and goals of the community where it is located; (b) Have a substantial, demonstrable negative aesthetic effect; (c) Substantially affect a rare or endangered species of animal or plant or the habitat of the species; (d) Interfere substantially with the movement of any resident or migratory fish or wildlife species; (e) Breach published national, state, or local standards relating to solid waste or litter control; (f) Substantially degrade water quality; (g) Contaminate a public water supply; (h) Substantially degrade or deplete ground water resources; -1- (i) Interfere substantially with ground water recharge; (j) Disrupt or alter an archaeological site over 200 years old, an historic site or a paleontological site except as part of a scientific study of the site; (k) Induce substantial growth or concentration of population; (1) Cause an increase in traffic which is substantial in relation to the existing traffic load and capacity of the street system; (m) Displace a large number of people; (n) Encourage activities which result in the use of large amounts of fuel or energy; (o) Use fuel or energy in a wasteful manner; (p) Increase substantially the ambient noise levels for adjoining areas; (q) Cause substantial flooding, erosion or siltation; (r) Expose people or structures to major geologic hazards; (s) Extend a sewer trunk line with capacity to serve new development; (t) Substantially diminish habitat for fish, wildlife or plants; (u) Disrupt or divide the physical arrangement of an established commun i ty ; (v) Create a public health hazard or a potential public health hazard; (w) Conflict with established recreational, educational, religious or scientific uses of the area; or (x) Violate any ambient air quality standard, contribute substantially to an existing or projected air quality violation, or expose sensitive receptors to substantial pollutant concentrations. If no effects are found in the Initial Study that can be con- sidered significant according to the CEQA Guidelines, then the project can be granted a Negative Declaration and may proceed -2- without further environmental study. If, however, one or more significant effects are found, then a focused or full Environmental Impact Report (EIR) may be required to further evaluate the project and its consequences with respect to the envi ronment. This Initial Study is being conducted to present an objective analysis of the project that will provide the decision-makers with i nformati on needed to determine whether the envi ronmenta1 impacts of the proposed construction may be significant. -3- SECTION II PROJECT DESCRIPTION Existing parking facilities used by the Costa Real Municipal « Water District administration and maintenance faci1ity'1 oca ted at 5950 El Camino Real, Carlsbad, would be expanded by the. California State Department of Transportation by adding additional*paved sur- face, improving on-site vehicular and pedestrian circulation, and by providing necessary striping and direction signing. Participation in the proposed project would be as follows: 1. The Costa Real Municipal Water District would license without charge certain property to the California State Department of Transportation. 2. The California State Department of Transportation would construct and maintain the proposed facility at no cost to the Costa Real Municipal Water District. -4- PROJECT LOCATION PLAT PROPOSED PARK AND RIDE FACILITY -5- SECTION III ENVIRONMENTAL SETTING The property upon which the proposed construction would occur is located easterly of El Camino Real and northerly of Palomar Airport Road, As previously stated, the property is owned by the Costa Real Municipal Water District and is approxi- mately forty percent (40%) occupied by District administrative and maintenance facilities. The balance of the property slopes gently eastward and is lightly vegetated with native grasses and chaparral. There are no natural water courses, nor is there any evidence of endan- gered species of wildlife. Property 1n the proximity of the proposed construction is generally intended for industrial uses. To the east the County of San Diego has its Palomar Transfer Station for processing trash. The road to this facility crosses the southeast corner of the District property and generally parallels the east and south boundaries. Property to the southwest and on the westerly side of El Camino is occupied by Palomar Airport, while the land southeasterly, being east of El Camino Real and northerly of Palomar Airport Road, is a part of the landing approach for said airport. Property to the north is a part of the existing Beckman Instruments Company -- Microbics Division facility. -5- SECTION IV ENVIRONMENTAL IMPACTS IDENTIFICATION OF ENVIRONMENTAL EFFECTS In accordance with the State's GUIDELINES FOR ENVIRONMENTAL IMPACT REPORTS, the potential environmental impacts /esulting from the proposed construction are analyzed below in a checklist form. (d) Does the project have environ- mental effects which will cause substantial adverse effects on human beings, either directly or i ndi rectly? -13- SECTION V CONCLUSIONS The Initial Study has examined possible environmental impacts upon the immediate area of the proposed Park and Ride Facility and, for the following reasons, finds that there are none of significance. 1. Desired construction represents a minor expansion of existing parking facilities, while providing Improvements in existing vehicular and pedestrian circulation. 2. Proposed Park and Ride Facility will be compatible with existing and projected land uses. 3. Preposed Facility is not growth inducing, nor will it have a significant impact on projected off-site traffic circulation patterns. 4. Box 81406 San Diego, CA 92138 The Costa Real Municipal Water District and Cal-Trans entered into an agreement on February 6, 1980, creating a Park-and-Ride on a portion of the District's land at 5950 El Camino Real in Carlsbad. The agreement's termination date of February 5, 1985, was the last day on which the District was obligated to make this land available, Cal-Trans currently uses the parcel as a collection point for individuals participating in the County of San Diego's work program. The District is presently in the process of designing a new headquarters facility which will involve the reconfiguration of the existing parking lot. The parking requirements of the new facility, as well as the footprint of the facility itself, make it impossible to accommodate the Park-and-Ride activities. Construction of the new headquarters is scheduled to begin in November 1988, The District would like to meet with Cal-Trans, and the County if necessary, to determine a way to terminate the Park-and-Ride project in a manner that is satisfactory to all parties. FINDINGS QF THE DISTRICT: On the basis of the "Initial Study of the Proposed Construction of Park and Ride Facilities (Parking Lot Expansion)" and District staff evaluations, the Board of Directors of the Costa Real Municipal Water District have made a finding that the proposed construction of said facility will not have a significant effect on the environment. At the time the Water District negotiated the right of way with the County of San Diego for the access road we had an understanding that we would pro- ceed with these changes and the expansion of our parking lot. In the Fall of 1979, our District made contact with the State Depart- ment of Transportation regarding the integration of their program of "Park and Ride" parking lots with the needs of our facility for park- ing. We made this inquiry because we already had local people using our existing parking lot for daytime parking where there was a car pool arrangement. We were indeed fortunate to learn that CalTrans looked very favorably toward our project and in fact they are now pursuing the construction of the parking lot expansion. We have had a conference with Mr. Bud Plender, Assistant Director of Planning regarding the requirements of the City to perm it the ex- pansion of our parking lot. Initially the City Planning Department position was thought to be that the District would have to file for a variance, a use permit, or some other such discretionary approval . Based upon our explanation to Mr. Plender we understand this would not be necessary prov1ded the District property addressed the con- cerns of your office with respect to traffic engineering. I THIS AGREEMENT, dated February 6, 1980, between THE CALIFORNIA STATE DEPARTMENT OF TRANSPORTATION, hereinafter for convenience referred to as "CALTRANS", and COSTA REAL MUNICIPAL WATER DISTRICT, hereinafter for convenience referred to as "OWNER". 1. PURPOSE The purpose of the Agreement is to provide a portion of Owner's premises as a staging area for persons interested in par- ticipating in carpools, vanpools, or other ride-sharing vehicles. 2. PREMISES Owner hereby licenses CALTRANS to use that portion of Owner's premises marked "Park & Pool" on attached map, marked "Exhibit A", and made an express part of this Agreement. 3. TERM The term of this Agreement shall be from the beginning date hereo^f and terminate on February 5 , 1985. Either party may, however, terminate this Agreement by giving one year's written notice to the other party of its intent to terminate, 4. USE OF THE PROPERTY The specified park and pool staging area may be used as a parking lot by persons traveling in carpools or other ride- sharing vehicles. CALTRANS will, at its own expense, place signs and painted stripes, with the Owner's advance approval, to designate the specified staging area. Upon termination of this -1- Agreement, CALTRANS will remove the signs and obliterate the stripes. ' 5. ACCESS CALTRANS may use the Owner's property surrounding the premises for vehicle and pedestrian access and circulation for persons in carpools. 6. MAINTENANCE CALTRANS will provide reasonable maintenance for the designated staging area and improvements thereon. Owner agrees to notify CALTRANS promptly of defects in parking areas which could give rise to third party injury or damage, even though CALTRANS may make periodic inspections of the premises. 7. GOVERNMENTAL CHARGES CALTRANS will have no obligation to pay any taxes, assessments, or governmental charges against the premises. 8. INSURANCE CALTRANS will, at all times during the term of this Agreement, take out and keep in force at its own expense, (a) public liability insurance to protect CALTRANS and Owner, their officers, agents and employees against any liability to the public, incident to the use of, or resulting from, injury to, or death of, any person caused by or resulting from the installa- tion, maintenance or use of said "Park & Pool" area in the amount of not less than $300,000 to indemnify against the claim of one person, and in the amount of not less than $300,000 against the claims of more than one person resulting from any one occurrence; (b) property damage liability insurance to protect CALTRANS and -2- for damage to property, including property of Owner, caused by or resulting from the installation, maintenance, or use of said I "Park & Pool" area in the amount of not less than $300,000 for each occurrence, 9. STATE RESPONSIBILITY FOR PROPERTY DAMAGE TO ASSETS OF OWNER CALTRANS assumes responsibility to correct any losses or damages to property of Owner caused (or resulting) from installa- tion, maintenance, or use of Owner's property as a Park .& Pool area to a limit of $10,000 but not to exceed the amount to replace damaged property and materials with those of like kind and quality.
