Steele -vi- OLIVENHAIN/LAKE HODGES PUMPED-STORAGE WATER POWER PROJECT FERC PROJECT NO. 11460-000 CALIFORNIA PROGRESS REPORT NO. 1 (Reporting Period: 1 May 1994 through 30 October 1994) This first six-month progress report for the Olivenhain/Lake Hodges Pumped-Storage Water Power Project (the Project) is prepared to satisfy the requirements and conditions set forth in the preliminary permit issued to the San Diego County Water Authority (Permittee) on May 20, 1994. In particular, the report, to conform with Article 8 requirements of the permit, presents a summary of the Project activities including agency consultation, operating agreement negotiation, public participation, and continuing project environmental, engineering and economic studies conducted during this reporting period. A summary of activities planned for the next six-month term is also provided. The Permittee has designated a liaison officer for the Project during this reporting period. Steele, Project Manager San Diego County Water Authority 3211 Fifth Avenue San Diego, CA 92103-5718 (619) 682-4135, Fax (619) 291-8975 ** H:\WP51\DOC\PUMPSTRG.001 -1- P» M * 1.0 PROGRESS DURING THE REPORTING PERIOD PC|B 1.1 General E During the first six-month term of the preliminary permit, the Permittee performed a broad•range of activities including agency consultation, operating agreement negotiation, community P outreach effort, and preliminary feasibility studies that would meet the FERC licensing II requirements. <•* i These preliminary investigations and activities were accomplished in conjunction with the studies conducted for the Permittee's Emergency Storage Project (ESP). The ESP includes proposed f" construction of new and/or expansion of existing reservoirs to provide emergency water storage '** needs in San Diego County. The proposed Olivenhain/Lake Hodges interconnection is a portion IP* of one of the four ESP alternatives. A pumped-storage development between the two reservoirs IM would provide water transfer between the existing Lake Hodges and the proposed Olivenhain Reservoir during emergencies, as well as during weekly hydroelectric peaking operations. The Project is, therefore, compatible with the ESP's alternatives. Joint study for the ESP and the Project is the most practical and cost effective approach to investigate technical, economic and ** environmental viability of the Project. *» *»» 1.2 Agency Consultation w The Permittee consulted with federal and state agencies on various environmental and water quality impact issues of the Project. These agencies included *" • U.S. Fish & Wildlife Service (USFWS) "" • U.S. Army Corps of Engineers (USCOE) ** • California Department of Fish & Game (CDFG) m • California Water Resources Control Board (CWRCB) • U.S Environmental Protection Agency (USEPA) rl^^ li The State of California Division of Safety of Dams (DSOD) was consulted during the f* preliminary engineering evaluation of the Project. The California Energy Commission (CEC) ^was also notified of the Project. A CEC Form R-l 1 and the Preliminary Permit were submitted ** to the CEC. The San Pasqual Reservation was contacted to obtain their views and concerns on '_ *fcw cultural, environmental and social issues related to the Project. H:\WP51\DOC\PUMPSTRG.001 -2- to 1.3 Operating Agreement pn1^ The Permittee has begun negotiations with the City of San Diego (the City) on the joint use of Lake Hodges and with the Olivenhain Municipal Water District (OMWD) on proposed P Olivenhain Reservoir for use as the upper reservoir. The negotiations, conducted hi conjunctioniy• with the on-going ESP negotiations with the City and OMWD, will continue into the next six- p month period. 1.4 Public Participation ProgramcThe Permittee is evaluating the necessity and benefits of initiating a project specific Public f Participation Program (PPP) for the Project in 1995. A similar PPP was set up for the ^" Permittee's on-going ESP. The Emergency Storage Project PPP has worked effectively to p inform the public and allow the public to educate the Permittee on concerns and issues specific IM to the local area. A pumped-storage project PPP, if necessary and implemented, may include activities such as community group briefing, speakers bureau, community "open house" presentation, publication of newsletters, public comment and suggestion, and a hotline telephone service, All of these efforts are implemented for the ESP. *" 1.5 Environmental Studies h. The Permittee completed comprehensive biological resource surveys (including a spring survey), land use studies, and cultural resource surveys and analyses during this reporting term. These field investigations were performed hi conjunction with the ESP environmental studies. A summary of the study findings is included as Attachment A of this report. Based upon the ** environmental study results, mitigation and avoidance strategies will be identified. The OMWD m has a certified Environmental Impact Report (EIR) for construction of a 24,000 acre-foot PI reservoir at the Olivenhain site. m The Permittee also participates hi the Multiple Species Conservation Program (MSCP) and jQ Multiple Habitats Conservation Program (MHCP) activities in the San Diego region. f1 1.6 Engineering Studyto §The Permittee began the preliminary engineering investigations hi February 1994, and performed the preliminary evaluation for the Project, including core drilling, sampling and test pits, borrow material investigations, and dam and associated facilities configuration studies. These activities H:\WP51\DOC\PUMPSTRG.001 -3~ «•" are consistent with the level of detail required for feasibility studies needed to support an *• application for license to construct a major water power project. m m 2 . 0 ACTIVITIES PLANNED FOR THE NEXT SIX-MONTH PERIODm M 2.1 General PI i* During the second six-month reporting period of the preliminary permit, the Permittee will m continue preliminary engineering and environmental studies that are required to support filing jy a license application. Agency consultation, public participation, and operating agreement negotiations will continue in parallel with the Permittee's on-going ESP permitting activities.*» tw 2.2 Agency Consultation *• «* The Permittee will continue consulting with FERC, USFWS, USEPA, USCOE, CDFG, ^ CWRCB, DSOD, the City of San Diego, Santa Fe Irrigation District, San Dieguito Water ^ District, OMWD, and other federal, state and local agencies and private entities and interested groups on the environmental, engineering, economic and legal issues of the Project. «M ^^2.3 Operating Agreement <•»• ** During the next six-month period, the Permittee plans to continue the negotiation process with „. the City and OMWD to share the storage of existing Lake Hodges and the proposed Olivenhain to reservoir for the Project. Agreement guidelines shall be drafted for review in the next term, and final agreements are planned to be approved in mid 1995.*•* m 2.4 Public Outreach and Participation p» • The Permittee will continue putting effort into the public outreach and involvement activities as m part of the ESP. Public comments and suggestion received will be used to assist in finalizing W-H the ESP and the Project studies and design. Native Americans potentially affected by the Project will be kept informed of the progress whenever information becomes available. The Permittee will evaluate the options for an independent Public Participation Program for the Project after the on-going ESP studies are completed in 1995. The Environmental Impact Report and Environmental Impact Statement (EIR/EIS) for the ESP is near completion hi the next six months. The ESP's environmental study results at Lake Hodges and Olivenhain reservoir sites will be incorporated into the license application of the Project. 2.6 Engineering Study Preliminary engineering evaluations will continue hi the next six months. The investigations may include tunnel alignment, facility sizing, preliminary hydraulics analysis, inlet/outlet and powerhouse layout, construction quantity and cost estimates. 3.0 PROJECT FEASIBILITY ASSESSMENT Based on preliminary results of environmental, engineering and economic investigations accomplished to date, the Project appears feasible when combined with the alternatives being studied for the ESP. The Project may not be cost-effective if developed independently of the ESP function. 4.0 PROJECT SCHEDULE In 1995, the Permittee will continue environmental, engineering and economic and financial feasibility investigations for the Project in conjunction with the ESP. Final operating agreements are planned to be executed with the City of San Diego and OMWD in mid 1995. The draft license application is planned to be distributed for agency review hi late 1996 and early 1997. Attachment B of this report details the preliminary project schedule. H:\WP51\DOC\PUMPSTRG.001 -5- ATTACHMENT A SUMMARY OF ENVIRONMENTAL FINDINGS AT OLIVENHAIN AND LAKE HODGES RESERVOIR SITES Biological Resources i***** w • Habitats at the Olivenhain site include southern coast live oak riparian forest, coast live oak woodland, eucalyptus riparian forest, Diegan coastal sage scrub, *"* southern mixed chaparral, and baccharis scrub. *w • Sensitive plants include wart-stemmed ceanothus, Del Mar manzanita, sticky stone crop, sea dalia, California adolphi, Encinitas baccharis, Englemann oak, spiny "* rush, Ashy spike moss, and coast spice brush. f • Sensitive animals include California gnatcatcher, blue-gray gnatcatcher, Bewick's * wren, great blue heron, red-shouldered hawk, Cooper's hawk, turkey vulture, San Diego horned lizard, orange-throated whiptail, and the two-striped garter snake.* Land Use • The study area consists predominantly of vacant land with the exception of some limited residential development (Del Dios to the east, Mount Israel to the south, Elfin Forest to the northwest, and Harmony Grove to the north). Cultural Resources • Potential impacts to cultural resource sites were determined not to be significant in the Olivenhain Reservoir EIR/EA prepared for the OMWD in November 1991 .
