In particular, the report, to conform with Article 8 requirements of the permit, presents an ^ updated summary of the Project activities including agency consultation, operating agreement negotiation, public participation, and continuing project environmental, engineering and economic studies conducted during the reporting period of November 1, 1995 through April 30, 1996. A summary of activities planned for the next six-month term is also included. m The Permittee designated a liaison officer for the Project. Steele, Project Manager San Diego County Water Authority 3211 Fifth Avenue San Diego, CA 92103-5718 " (619)682-4135, Fax (619) 291-8975 H:\WORD6\PUMPSTRG\P_REPORT.004 4/25/96 -1- 1.0 PROGRESS DURING THE REPORTING PERIOD 1.1 General During this fourth six-month term of the preliminary permit, the Permittee continued performing a range of activities including agency consultation, operating agreement negotiation, and preliminary feasibility studies that would meet the FERC licensing requirements. These preliminary investigations were part of the studies conducted for the Permittee's Emergency Storage Project (ESP). The ESP includes proposed construction of new and/or expansion of existing reservoirs to provide emergency water storage needs in San Diego County. The proposed Olivenhain/Lake Hodges interconnection is a portion of one of the four ESP alternatives. A pumped-storage development between the two reservoirs would provide water transfer between the existing Lake Hodges and the proposed Olivenhain Reservoir during emergencies, as well as during weekly or daily hydroelectric peaking operations. Therefore, a portion of the ESP feasibility study results can be used to evaluate the preliminary feasibility of the Project. The pumped-storage development, however, is a totally separate project from the ESP* Preparation of the Environmental Impact Report and Environmental Impact Statement (EIR/EIS) for the Project would proceed, if the ESP alternative that contains the Olivenhain/Lake Hodges interconnection is selected for emergency storage and the Project is decided, by the Permittee's Board of Directors, to be pursued after the EIR/EIS for the ESP is certified. 1.2 Agency Consultation The Permittee continued consultation with federal and state agencies on various environmental impact and permitting issues at the Olivenhain, Lake Hodges and other emergency storage sites. These agencies included • U.S. Fish & Wildlife Service (USF&WS) • U.S. Army Corps of Engineers (USCOE) • California Department of Fish & Game (CDF&G) • California Division of Safety of Dams (DSOD) A list of meetings is included in Attachment A of this report. H:\WORD6\PUMPSTRG\P_REPORT.004 4/25/96 -2- 1.3 Operating Agreement The Permittee initiated negotiations on details for the on-going ESP with the City of San Diego (the City) on the joint use of Lake Hodges and with the Olivenhain Municipal Water District (OMWD) on the proposed Olivenhain Reservoir. The principles of joint reservoir use were adopted by the responsible Boards of Directors or the City Council of the three parties. i 4 1.4 Public Participation Program •1 ,j The Permittee continued evaluating the necessity and benefits of initiating a project specific Public Participation Program (PPP) for the Project in 1996. A similar PPP was set up for the Permittee'smon-going ESP. The Emergency Storage Project PPP has worked effectively to inform the public and provide useful input to the Permittee on concerns and issues specific to the local area. A ** pumped-storage project PPP, if necessary and implemented, may include activities such as -i community group briefings, speakers bureau, community "open house" presentations, publication «• of newsletters, public comments and suggestions, and a hotline telephone service. All of these m efforts are implemented for the ESP. •*» — 1.5 Environmental Studies The environmental study results for the ESP Olivenhain/Lake Hodges interconnection were used in "" evaluating the preliminary environmental impacts of the Project. The Permittee would prepare an for the Project, independent of the EIR/EIS for the ESP. During the preparation of the for the Project, potential impacts of the Olivenhain/Lake Hodges interconnection as well as other components necessary to develop a pumped-storage project would be fully analyzed. The draft EIR/EIS for the ESP was released for public review with a comment period ending February 14, 1996. Responses to comments and a final EIR/EIS are being prepared. The OMWD has a certified Environmental Impact Report (EIR) for construction of a 24,000 acre-foot reservoir at the Olivenhain site. A biological opinion has been issued by USF&WS to OMWD for development of a reservoir, water treatment plant, recreation area, water pipeline and electrical transmission line. Additionally, an environmental assessment under the National Environment Protection Act (NEPA) for the Olivenhain site has been prepared and certified by the U.S. Bureau of Land Management (USBLM). The Permittee also participates in the Multiple Species Conservation Program (MSCP) and Multiple Habitats Conservation Program (MHCP) activities in the San Diego region. H:\WORD6\PUMPSTRO\P_REPORT.004 4/25/96 -3- 1.6 Engineering Study The Permittee continued the preliminary engineering evaluation and performed the refinement for the dam and associated facilities configurations for the ESP. The results from the ESP studies are used in the preliminary engineering analysis for the Project. These activities are consistent with the level of detail required in the preliminary permit for feasibility studies needed to support an application for license to construct a major water power project. The City of San Diego has also completed a Lake Hodges study that analyzed different operational scenarios for the Hodges Reservoir. This information will also be used in the feasibility evaluation for the Project. 2.0 ACTIVITIES PLANNED FOR THE NEXT SIX-MONTH PERIOD 2.1 General During the next six-month reporting period of the preliminary permit, the Permittee will continue preliminary engineering and environmental studies that are required to support filing a license application, utilizing the results from the feasibility studies for the ESP. Agency consultation for the Project and operating agreement negotiations for the on-going ESP will continue. The Permittee will prepare the final EIR/EIS for the ESP in the next term. The Permittee also plans to conduct an independent survey for regional power demand in conjunction with the other projects currently proposed by the Permittee. 2.2 Agency Consultation The Permittee will continue consulting with FERC, USF&WS, USEPA, USCOE, USBLM, CDF&G, CWRCB, DSOD, the City of San Diego, San Dieguito Water District, Santa Fe Irrigation District, OMWD, and other federal, state and local agencies and private entities and interested groups on the environmental, engineering, economic and legal issues of the Project at the level consistent with the requirements of the preliminary permit issued to the Permittee. 2.3 Operating Agreement During the next six-month period, the Permittee will continue developing detailed construction, operational and maintenance agreement with OMWD for joint use of the proposed Olivenhain reservoir and with the City for joint use of the existing Lake Hodges for the ESP. The detailed H:\WORD6\PUMPSTRG\P_REPORT.004 4/25/96 -4- agreements will be based on the Principles of Agreement adopted by the City, OMWD and Permittee in October 1995. 2.4 Public Outreach and Participation The Permittee will continue the public outreach and involvement activities as part of the ESP. Public comments and suggestions received will be used to assist in finalizing the ESP studies and design. Native Americans potentially affected by the Project will be kept informed of the progress whenever information becomes available. The Permittee will evaluate the options for an independent Public Participation Program for the Project after the on-going ESP studies are completed in mid 1996. 2.5 Environmental Studies The Permittee will continue studying and evaluating environmental aspects of the Project. The final EIR/EIS for the ESP is being prepared and is expected to be certified in the next term. The ESP's environmental study results at the Oh'venhain/Lake Hodges interconnection will be reevaluated and incorporated as appropriate into the EDR/EIS for the Project. 2.6 Engineering Study Refinement of engineering evaluations for the ESP will continue in the next six months. The investigations may include tunnel alignment, facility sizing, preliminary hydraulics analysis, inlet/outlet works, powerhouse layout, construction quantities and cost estimates. 3.0 PROJECT FEASIBILITY ASSESSMENT The Project may be feasible based on preliminary results of environmental, engineering and economic investigations accomplished for the ESP and other information available to date. 4 4.0 PROJECT SCHEDULE m j In the next term, the Permittee will continue environmental, engineering and economic and financial feasibility investigations for the Project.
