The original study was entitled "Hydraulic Report for San Marcos Creek at Rancho Santa Fe Road" prepared by Rick Engineering Company, Job Number 10518A, dated April 27, 1988. The 1988 Rick Engineering report evaluated the existing flooding problems and recommended solutions given constraints. The 1988 Rick Engineering report utilized the U.S. Army Corps of Engineers' HEC-2 computer program to model the 100-year storm discharge for San Marcos Creek at the existing Rancho Santa Fe Road bridge (HEC-2 filename: SANM). The primary objective ofthis re-study, as requested by the City of Carlsbad, is to evaluate the water surface elevations for the 25- and 50-year storm events for San Marcos Creek at the existing Rancho Santa Fe Road bridge. The hydrologic discharges used in the 1988 Rick Engineering report and in this study were obtained fi'om a report entitled "Flood Plain Information on San Marcos Creek" prepared for the County of San Diego by theU.S. Army Corps of Engineers dated April 1971. The 1971 Corps report provided 10-, 50- and 100-year storm discharges. The 25-year storm discharge was determined by plotting the exceedence interval in years versus the discharge in cubic feet per second (cfs), as was presented in the 1971 Corps report, on Log-Probability paper and drawing best fit line. The 1971 Corps report states that the 50-year storm discharge is 8000 cfs and fi'om the Log-Log plot the 25-year storm discharge is 4500 cfs. This re-study revises the hydraulic analysis presented in the 1988 Rick Engineering report (HEC-2 filename: SANM) to include the 25- and 50-year storm discharges. The HEC-2 computer output is located in Appendix A. The results indicate the 25-year WSELs within San Marcos Creek are below the low chord ofthe existing Rancho Santa Fe Road bridge. The 50-year WSEL's within San Marcos Creek are approximately one foot over the top of the existing Rancho Santa Fe Road bridge. As presented in the 1988 Rick Engineering report, the Rancho Santa Fe Road bridge is completely submerged during a 100-year storm by a high downstream water surface elevation.
