HEC-2 COMPUTER OUTPUT — PROPOSED 2 00 SCALE TOPO MAP WITH HEC-2 X-SECTIONS MAP POCKET INTRODUCTION This report presents the results of a hydraulic analysis that was performed on San Marcos Creek at Rancho Santa Fe Road in San Diego County. This study includes the evaluation of existing flooding problems and recommends solutions that fall within the constraints provided. The existing channel upstream and downstream of the bridge consists of very dense vegetation with high trees and grasses. The primary objective of our analysis is to increase the capacity of the present bridge without adversely affecting upstream or downstream properties. Constants and guidelines used in the design of the bridge include the following: Rancho Santa Fe Road cannot be inundated by the lOO-year storm discharge; Upstream water surface elevations cannot be raised from the existing; And freeboard of one foot from the low chord of the bridge is to be maintained for the lOO-year storm water surface elevation. The proposed improvements address these concerns and will convey the lOO-year storm discharge with no adverse impacts. 1 ^VISTA —I TT • - BRIDGE AT RANCHO SANTA FE - ROAD AND SAN MARCOS CREEK VICINITY MAP HYDROLOGIC METHODOLOGY The hydrologic discharge used in this study was obtained from the "Flood Plain Information on San Marcos Creek", prepared for the County of San Diego by the U.S. Army Corps of Engineers. Table 1 below summarizes this information from the Corps study. Intermediate Regional Flood cfs Standard Project Flood cfs Upstream from Rancho Santa Fe Road 6.3 29.4 13,000 20,000 HYDRAULIC METHODOLOGY The hydraulic design for this project utilizes the U.S. Army Corps of Engineers' HEC-2 computer program. This program calculates water surface profiles in natural and man-made channels that have steady or gradually varied flow. This design was performed in two phases. The first phase utilized the normal bridge method of the HEC-2 computer program to model the existing bridge within the natural channel. Appendix A shows this condition in the HEC-2 output. The second phase utilized the encroachment option of HEC-2 to simulate a new bridge. The proposed up stream water surface elevations were compared with the existing water surface elevations to ensure no increase. Placing the low chord at 342.5 will provide one foot of freeboard for the 100 year storm. Appendix B shows this condition in the proposed HEC-2. RESULTS The existing bridge was shown to be totally submerged during a 100 year storm by a high downstream water surface elevation. Because of this high downstream water surface elevation, improvement of the bridge crossing could only be achieved through raising the bridge above the downstream constraints and maintaining the width. The proposed bridge assumes the piers to have the same spacing and alignment as the existing bridge. The minimum low chord elevation of the bridge is 342.5 feet, which allows for one foot of freeboard. The proposed bridge modification creates an effective method of passing the 100 year discharge without raising the water surface elevations upstreara or downstream. The water surface elevations upstream of the bridge are lowered slightly by the raising of the bridge. (See Table 2).
