The findings of this investigation are based upon an historical aerial photo review, a records review, a site inspection, and property owner and neighbor interviews. The property is located along Rancho Santa Fe Road, in the cities of Carlsbad and San Marcos, California. The site is situated on approximately 55.55 acres [Figures 1 and 2). Information gathered for this report indicates the following: No major environmental concerns appear to exist within the study area. Hazardous or potentially hazardous materials are not currently stored on site. Hazardous or potentially hazardous materials are not currently used on site. According to an interview with the current owner, there has been no prior agricultural or industrial use of the study area. The potential for contamination ofthe study area from offsite sources does not appear to exist presently. However, ten facilities located along La Costa Meadows Drive have been identified as being located within one-quarter mile from the study area and listed on the San Diego County Department of Health Services database. These facilities have been identified as being, or have been, in non-compliance with general hazardous waste handling regulations and/or as being small/large generators of hazardous waste. Two facilities located along La Costa Meadows Drive have been identified on the state Leaking Underground Storage Tank database. One of these facilities was identified as a non-tank permitted site, the other facility has no available specific information. Both of these sites have been closed (Appendix A). The purpose of this Phase I report is to assist the City of Carlsbad in preparing the environmental documentation meeting the National Environmental Protection Act (NEPA) and the California Environmental Quality Act (CEQA) requirements for the construction of a replacement bridge on Rancho Santa Fe Road over San Marcos Creek. 2.1 Assessment Procedure and Scope of Investigation Phase I Environmental Assessment reviews assist in identifying past and present land use, induding identification of possible on-site releases or disposal of manufacturing or other wastes if such information is contained within regulatory reports, files and/or is currently visible onsite. The assessment reviews Local, County, State, and U.S. Environmental Protection Agency lists of known or potentially hazardous waste sites, landfills, and sites currently under investigation for environmental violations that may be of concern to this site [Appendix A). The scope of this assessment consisted of: 1) a computerized public agency records search of sites within at least 1 mile ofthe subject property to identify sites that could potentially impact the subject property [Appendix A); 2) a review of historical aerial photographs; 3) a site inspection to assess current surficial conditions [Appendix B); 4) property owner and neighbor interviews; and 5) the preparation of this draft report documenting findings. Phase/ £nv/ronmenta/ Assessment -4- April 7, 1997 Phase I Environmental Assessment for 55-Acre Rancho Santa Fe Road Bridge Replacement 3.0 SITE DESCRIPTION The site, or study area, is comprised of a corridor of approximately 55.55 continuous acres located along an approximately 3,500 linear foot section of Rancho Santa Fe Road in Carlsbad and San Marcos, California [Figures 1 and 2). This area has been proposed by the City of Carlsbad to be the ^ "area of potential effect" for the Rancho Santa Fe Road bridge replacement project. mm In addition to the new bridge, the project includes construction of roadway improvements in the south ^ and north ends ofthe study area. The southerly roadway approach for the proposed bridge will extend approximately 1,800 feet which will include reconstructing the Questhaven and Rancho Santa Fe Road intersection, and reconstructing approximately 600 to 800 feet of Questhaven Road east of the Mi intersection (Dudek 1997). Additionally, the area of potential effect extends approximately 300 feet ^ east and west of Rancho Santa Fe Road in the southern portion of the study area. If the southerly approach to the bridge that is part of this project precedes the improvements of Rancho Santa Road ^ to the south, then a detour will be used to tie in with the existing alignment. The northerly roadway approach of the study site for the new bridge will be approximately 1,700 feet • long and includes the reconstruction of the La Costa Meadows Drive/Rancho Santa Fe Road mm intersection, and the reconstruction of approximately 500 feet of La Costa Meadows Drive east of the ^ intersection (Dudek 1997). Additionally, the area of potential effect extends approximately 600 feet west of Rancho Santa Fe Road in the northern portion ofthe study area. ^ 3.1 Environmental Setting The subject property is located approximately one mile southeast of Lake San Marcos. The larger mt portion of the study area, west of Rancho Santa Fe Road, is located within the City of Carlsbad, CA, whereas the area east of Rancho Santa Fe Road is located within the City of San Marcos. Current topography is characterized by undulating terrain which drains predominantly to San Marcos Creek [Figure /). Surface elevations at the site range from approximately 340 to 500 feet above mean sea ^ level (USGS, 1983). The site is surrounded by larger hills which range in elevation from 700 to 1,400 feet above mean sea level. m ^ Existing urban land uses in the immediate vicinity of the proposed improvements include the current ^ Rancho Santa Fe Road alignment work and an industrial park along the eastern side of Rancho Santa Fe Road. Additional urban land use includes two single family detached residential developments as — well as vacant land assodated with San Marcos Creek and the surrounding hills (Dudek & Associates, to 1997). The only industrial facility located within the western portion ofthe study area is the Valledtos Water Redamation Facility, which is located on La Costa Meadows Drive, approximately 1,100 feet west of Rancho Santa Fe Road . Phase / £nv/ronmenta/Assessment -5- April 7, 1997 Phase I Environmental Assessment for 55-Acre Rancho Santa Fe Road Bridge Replacement The study area south and southeast of the intersection of Questhaven Road and Rancho Santa Fe Road is undeveloped and is covered with native chaparral vegetation. Some of the chaparral located along the southwestern portion of the site showed evidence of burning from recent brush fires. 3.1.1 Geology (Soil Type and Conditions) The study area consists of six separate soil types underlain by Mesozoic granitic rocks. The predominant soil type at the site is the Huerhuero loam where the soils are mostly moderately sloping with 5 to 9 percent slopes. The erosion hazard and runoff are both moderate, the permeability is slow to moderate, and the available water holding capacity is 4 to 5 inches. The soil has a rooting depth of 20 to 40 inches and the soils are used for truck aops, tomatoes, flowers, range, and housing developments (USDA, 1973). Other minor soil types located within the study area are Cieneba coarse sandy loam, the San Miguel rocky silt loam, and two forms of the Visalia sandy loam. 3.1.2 Hydrogeology (Groundwater Depth and Flow) The site is located within the Batiquitos Hydrologic Subarea of the Carisbad Hydrologic Unit (HSA 4.51). Existing beneficial uses of water resources in this Subarea indude municipal, agricultural, and industrial, however, this area is exempted from the sources of the drinking water policy (Water Quality Control Plan, San Diego Basin, Region 9, September 1994). Information gathered from existing reports indicate that depth to initial groundwater in the alluvium in the vicinity of San Marcos Creek is 2 to 5 feet below land surface. These depths represent localized groundwater levels and may not be indicative of regional groundwater trends. The overall direction of groundwater flow in the vicinity of the site is estimated to be to the southwest. 3.2 Site History A site history was compiled using the review of aerial photographs dating back to 1953 (Section 3.3), property owner interviews (Section 6.0), and the 7 March 1997 site inspection (Section 5.0) 3.3 Review of Historical Aerial Photographs Historical aerial photographs were reviewed at the Aerial Photobank located at 6181 Cornerstone Court East, Suite 106, San Diego, California by Dudek & Assodates. These photographs provided background information needed to assess the possibility of historical and present environmental concerns. These photographs assisted in preparation for the visual site inspection. The following table describes observations of each historical photograph that were reviewed. Phase / £nv/ronmenta/ Assessment - 6 - April 7, 1997 Phase I Environmental Assessment for 55-Acre Rancho Santa Fe Road Bridge Replacement Historical aerial photos for the site were reviewed for the time period 1953-1997. A majority of the study area has remained undeveloped during this time period. Moderate to heavy development has occurred along the western and northwestern portions of the study area [Table 1). La Costa Meadows Drive does not exist. The area within the vicinity of the future La Costa Meadows Drive has been graded and allowed to grow back with grasses. Native vegetation covers the remainder of the study area. Running west of Rancho Santa Fe Road, is a drainage which will have at it's terminus the future site of the water reclamation facility. 1964 The study area remains essentially unchanged during this period of time (see description above). The only addition is the water reclamation facility which has been constructed on the west side of Rancho Santa Fe Road, directly opposite of La Costa Meadows Drive. IM 1975 La Costa Meadows Drive has been constructed east of Rancho Santa Fe Road, ending in a cul-de-sac. The vicinity around La Costa Meadows Drive has undergone extensive grading. Two buildings have been constructed, one on the north of La Costa Meadows Drive and one on the south of La Costa Meadows Drive. mm 1981 Additional buildings have been constructed north and south of La Costa Meadows Drive. Several graded lots exist north and south of La Costa Meadows Drive. turn 1990 The study area remained essentially unchanged during this period of time (see description above). 199510 present A commercial complex of light to moderate industrial use surrounds La Costa Meadows Drive. A pedestrian park exists along San Marcos Creek south of La Costa Meadows Drive. Except for the water reclamation facility, there are no structures or development on the west side of Rancho Santa Fe Road within the study area. Phase / EnWranmenta/Assessment - 7- April 7, 1997 Phase / Environmental Assessment for 55-Acre Rancho Santa Fe Road Bridge Replacement 4.0 PUBLIC AGENCY RECORDS SEARCH REVIEW The regulatory database lists sites within a one and one-quarter mile radius of the subject property that are known hazardous waste generators or polluters. Information such as the depth and gradient of groundwater, the direction and distance from the subject site, and the current status of the listed site are all considered when determining any potential environmental impact to the subject property. The search performed for this assessment was conducted in February 1997 by Vista Information Solutions (Vista) of San Diego, CA. The complete database search document is included in Appendix A. A total of thirteen sites were identified in the overall database search. Therefore, past or present environmental contamination atthe surrounding facilities does not appear likely to impact the subject property. Phase / Environmenta/ Assessment - '2 - '^P'"'' 7, /997 Phase / Environmental Assessment for 55-Acre Rancho Santa Fe Road Bridge Replacement 5.0 SITE INSPECTION On 7 March 1997, a field inspection was performed of the subject property and its vicinity to become familiar with current conditions. The March 1997 field inspections revealed the following: There were no signs of illegal dumping on site. Features which would suggest illegal dumping include stained soil or pavement, odors, or stressed vegetation. Stressed vegetation was observed on site, however it was attributed to recent brush fires. There were no drums or containers observed on site. • There were no electrical impoundments observed on site to suggest equipment containing PCBs. • A majority of the study area is in the public roads easements. Although the northwestern portion of the study area exists out of the road easement, this area is unoccupied and does not contain any structures. • There were no above or below ground storage tanks observed within the study area. • Potable water for the study area is public supplied. • The sewer disposal system for the study area is public supplied. • San Marcos Creek flows west across the south central portion of the study area Phase / Env/ranmenta/ Assessment -13- April 7, 1997 Phase I Environmental Assessment for 55-Acre Rancho Santa Fe Road Bridge Replacement 6.0 INTERVIEWS On 18 March 1997, Dudek & Associates interviewed Mr. Tim O'Grady, a representative for the current property owner, Real Estate Collateral Management Company, in order to reconstruct the history of ownership and use of the study area. Additionally, Dudek interviewed john Barone of former property owner, Fieldstone Company. Although Mr. O'Grady and Mr. Barone were interviewed separately, their recollections of historical property ownership and land use were in general agreement. According to Mr. O'Grady and Mr. Barone, the study area has been owned by several parties. In order from most recent, the study area has been owned by the following parties, actual dates were not available: • Real Estate Collateral Management Company • Fieldstone/La Costa Associates Limited Partnership • Daon Corporation • BCED Development • La Costa Land Company According to present and former property owners, a majority of the study area has not been subjected to any substantial historical land use. Former property owners recall land development events northeast and east of the study area along La Costa Meadows Drive which are in general agreement with historical aerial photos. Mr. O'Grady noted that the northwest portion of the study area may have been used for fill material at local grading operations, but was uncertain. Mr. Barone noted the onty land use within the study area were occasional illegal immigrant camps along San Marcos Creek, west of Rancho Santa Fe Road. Phase / Env/ronmenta/Assessment - H- April 7, 1997 Phase I Environmental Assessment for 55-Acre Rancho Santa Fe Road Bridge Replacement 7.0 CONCLUSIONS AND RECOMMENDATIONS 7.1 Conclusions Information gathered for this report indicates the following: • No major environmental concerns appear to exist within the study area. • Hazardous or potentially hazardous materials are not currently stored on site. • Hazardous or potentially hazardous materials are not currently used on site. • According to interviews with previous and current owners, there has been no substantial land use within the study area. This suggests the potential for contamination to the soils or groundwater within the study area as a result of past use appears low to nonexistent. • As the records search indicates there are no active cases involving leaking underground storage tanks or contamination of the groundwater upgradient of the study area within one-half of a mile, the potential for contamination of the study area from off-site sources does not appear to exist presently. However, the following were noted: a) The records search indicated ten facilities located along La Costa Meadows Drive have been identified as being located within one-quarter mile from the study area and listed on the San Diego County Department of Health Services database. These facilities have been identified as being in noncompliance with general hazardous waste handling regulations and/or as being small/large generators of hazardous waste [Appendix A). b) The records search indicate two facilities located along La Costa Meadows Drive have been identified on the state Leaking Underground Storage Tank database. One of these facilities was identified as a non-tank permitted site, the other facility has no available specific information. Both of these sites have been closed [Appendix A). The potential for contamination ofthe study area from off-site sources does not appear to exist presently. 7.2 Recommendations After reviewing the information gathered during preparation of this report, it appears further site investigation for hazardous wastes is not warranted. However, the following recommendations are made: If groundwater wells are installed for dewatering purposes, appropriate monitoring and sampling programs, in accordance with Title 22, should be followed. Also the wells should be protected from flood damage, in accordance with California Department of Water Resources Bulletins 74-81 and 74-90. Phase / fnv(TOnmenta/Assessment -15- April 7, 1997 Phase I Environmental Assessment for 55-Acre Rancho Santa Fe Road Bridge Replacement 7.3 Limitations A Phase I physical examination has a limited scope which does not include utilization of laboratory or analytical equipment. Consequently, results ofthe Phase I investigation should not be construed to conclusively demonstrate the absence of hazardous materials or wastes on-site. The conclusions and recommendations herein are based solely on the information Dudek obtained in compiling this report. Dudek makes no warranty as to the accuracy of statements made by others which may be contained in the report. Nor are any other warranties or guarantees, expressed or implied, included or intended by the report except that it has been prepared in accordance with the current generally accepted practices and standards consistent with the level of care and skill exercised under similar circumstances by other professional consultants or firms performing the same or similar services.
