City of Carisbad Municipal Golf Course Project # 39721 March 2006 Monthly Status Report Executive Summary Work Summary for March All "Rough-Shaping" grading activities for the Golf Course have been completed. The Contractor's main work activities are now centered around completing punchlist items. Construction Management Staff issued the Contractor a preliminary punchlist to expedite completion of the contract. The Golf Course Architect made a site visit in March and approved the remaining four Golf ldoles( 15 through # 18) for the turn-over to Wadsworth Golf Construction Company for" fine shaping" and installation of the Irrigation System. Work on the Cribwall for the West Industrial Pad continues to be slow with completion expected to now extend to late April, early May. The Contractor continues to maintain the site's SWPPP and BMP measures for control of soil erosion. The site held up well during the March rain events. Planned w^ork for the month of April • Complete the Cribwall at the West Industrial Pad. • Continue with Punchlist work and close-out procedures. Contract Status -Change Orders No new Change Orders were prepared during March and there are no new potential Change Order Requests submitted by the Contractor. Change Order No.'s 1 through 6 are now fully executed. There will be one or two additional "balancing" Change Orders that will be prepared shortly to close-out all remaining is.sues. Cash Flow Projection As stated last month approval and execution of the six pending Change Orders pushed actual cash flow past projections. However, with this project almost complete there will be a small progress biUing and then a final billing in May/June for retention. Project Schedule Since work is substantially complete there will be no further Baseline Schedule up-dates or 3- Week look Ahead Schedules. The Project Team (CM, City and Contractor) continue to meet regularly to discuss progress and schedule completion of the remaining Punchlist work activities. There has been no further discussion regarding a time extension. Staff anticipates any time extension requests to be negotiated with future Change Order requests. DUDEK &AS,SOCIATES, INC. City of Carisbad Municipal Golf Course Project # 39721 March 2006 Monthly Status Report Potential Issues The delay in securing funding for the Cribwall at the overflow parking lot has made the work substantially more difficult. The quantity of earthwork now required to be moved to construct the wall has increased substantiaUy because the lot was previously graded by SEMA. Consequently, an additional 40,000 yards of earth has to be moved, stockpiled and returned as compacted backfiU. This has added an additional $300,000 to the cost of the waU, which staff is not prepared to recommend be spent at this time. Staff is evaluating other alternatives that will be discussed in next month's report. DUDEK & ASSOCIATES, INC. City of Carisbad Municipal Golf Course Project # 39721 March 2006 Monthly Status Report Executive Summary Work Summary for March Wadsworth Golf Construction Company (Wadsworth) continues to make impressive progress shaping the Golf Holes. At the end of March Wadsworth has completed fine-shaping of GoU idoles M through #14 and are currently working on the remaining Golf Holes # 15 through M8. Wadsworth is also making great strides installing the irrigation system with Holes M through ^9 nearing completion. Temporary construction water connections from the City's Potable Water System to the GoU Course irrigation system has been made allowing for flushing and testing of the irrigation system. Construction activities for the month include the following: • Approval of fine shaping and Golf features for Golf Holes #1 through #14. • Completion of the irrigation system for Golf Holes M through #9 - currently in the flushing, cleaning and testing phase. • Prepared concrete test sample for the Cart Paths. • Approved rock samples for the Parson's Rock Walls. • Continued layout of hard lines for Turf and Rough areas. • Approved Bunker Sand .submittal. • Approved Fairway and Green Grasses. Planned Work for April • Completion of fine shaping activities. • Continue installation of the irrigation system. • Continue with construction of Green's, Tee's and Bunker's. • Begin Lake construction. • Begin Waterfall construction. • Begin Rock waU installation. Contract Status- Change Orders There have been several Potential Change Orders (PCO's) that have been previously discussed verbally, and have now been submitted by the Contractor, and are currently under review. The good news is that several of the PCO's are credits and offset additional cost items. Several of the PCO's will be converted to contract Change Orders next month, and submitted for execution. Cash Flow Projection Actual cash flow has outpaced projections partially due to the fact that Wadsworth has made great progress fine shaping the GoU Course and installing the irrigation system. Based on Wadsworth's schedule we expect this trend to continue. DUDEK & ASSOCIATES, INC. City of Carisbad Municipal Golf Course Project # 39721 March 2006 Monthly Stams Report Project Schedule Staff has accepted Wadsworth's Baseline Schedule which shows substantial completion by the end of the year. City of Carlsbad Municipal Golf Course Project # 39721 March 2006 Monthly Status Report Executive Summary Work Summary for March Maintenance Building The Contractor made substantial progress in March. Interior and exterior structural elements have been instaUed including installation of aU of the roof trusses. The roof has been sheeted and will be "Dryed-in" next month. The Contractor also started framing the interior of the building, which will be foUowed by drywaU installation. Clubhouse Building Substantial progress has also been made to the Clubhouse Building as the Contractor completed instaUation of the pre-cast deck over the lower building floor. This is a huge milestone as it allows the Contractor access to begin work on the upper floor area. Immediately after completion of the deck the Contractor started setting the steel posts and columns for the upper floor roof and walls. Also, with the completion of the deck the Contractor was able to finish backfilling the lower floor excavation thereby allowing the completion of the upper floor building footings. Keep in mind that the Clubhouse is a split level design where the upper floor is partially on grade and the other portion extends over the first floor. Planned work for March Maintenance Building • Install the Roofing System to dry-in the building, e Begin installation of interior framing. e Begin installation of interior rough plumbing and electrical. • Continue with exterior underground piping. Clubhouse Building • Continue with upper slab building footings. • Begin exterior underground piping. • Begin upper floor structural steel posts and columns, e Continue with Half-Way House. e Continue work on Comfort Stations "A" and "B". Contract Status-Change Orders Change Order No. 1 has been prepared and routed for review. It contains nine items and an estimated total of $115,023 representing 1% of the overall contract value. There has been several other potential Change Order Requests (PCO's) that are currently under review by Staff (see report). DUDEK & ASSOCIATES, INC. City of Carlsbad Municipal Golf Course Project # 39721 March 2006 Monthly StaUis Report Cash Flow Projection when averaged over the first five months of the contract actual cash flow met projections. The CM Staff expects this trend to continue through-out the remainder of the project. Project schedule A meeting was recently conducted between the Contractor and CM Staff to review the Contractor's February progress schedule up-date. The meeting was to review progress, confirm dates and discuss delays. At this point there are two potential construction delays that are being evaluated. The exact time and responsibility for the delays wiU be reported next month. After factoring in rain/weather days and other project delays the schedule shows a completion date of the end of the year, which is approximately 45 days behind schedule. Potential Issues The potential issue mentioned last month regarding the wrong structural bid set has yet to be resolved regarding both time and schedule impacts. The Contractor has submitted an unofficial potential cost increase from their structural metal supplier for the amount of $55,000, which is still under review by the CM Team. DUDEK & ASSOCIATES, INC.
