LIBRARY City of Carlsbad 2075 Las Palmas Drive Cartsbad, CA 92009-4859 Subject: Reconmendation for Major Street Alignment within La Costa North (Carrillo Way) Dear Richard: On behalf of the Daon Corporation, our office has reviewed the "Major Street Alignments" prepared for the City of Carlsbad by Willdan Associates. We have reviewed only the proposed Poinsettia Lane (Carrillo Way) alternative and its relationship to the La Costa North Master Plan. We will refer to this major highway as Carrillo Way in this letter. Attached for reference is the current Master Plan Amendment exhibit for La Costa North which proposes 3,724 dwelling units on 744 acres. The Master Plan indicates Carrillo Way intersecting El Camino Real at a point 2,900 feet northerly of Alga Road at a location where the La Costa parcel is contiguous with El Camino Real. In this location, Carrillo Way provides good traffic distribution, a northerly boundary for the proposed golf course and a feasible route requiring no intervening ownership for the connection at El Camino Real. The alignment proposed by Willdan moves the Carrillo Way-El Camino Real intersection approximately 1,200 feet to the north. The Willdan route and that proposed by our office both provide for Carrillo Way as a major east- west through route with adequate intersection spacing along El Camino Real. The alignment we propose for Carrillo Way has the following advantages: 1. Conforms with the proposed land use plans. 2. Provides for a major east-west highway with reasonable vertical grades. 3. Provides Daon an access point to El Camino Real without requiring acquisi- tion of access rights from an adjacent property owner. The following four exhibits are attached for your review and concept approval: Exhibit A - Plan and Profile of Carrillo Way within La Costa North, 100' Scale This exhibit indicates the proposed alignment within La Costa North. CALIFORNIA 92663 <> (7141 833-0070 f Mr. Richard Allen Page 2 August 9, 1982 El Camino Real proceeding easterly, the highway is on an 8% grade for approximately 1,000 feet due to the steep terrain. A flatter grade would create an undesirable 30t foot fill slope adjacent to the golf course. This alignment also attempts to minimize the relocation costs for the existing sewer facilities. The southerly boundary of Carrillo Way and adjacent collection roads will form the boundary of the Golf Course parcel. A Tentative Parcel Map is being prepared for the Golf Course and the conceptual approval of this alignment will allow us to proceed with the Tentative Parcel Map. Exhibit B - La Costa North Conceptual Circulation Study - 200' Scale. This exhibit illustrates how the major collector roads provide for cir- culation within the La Costa North area. Detailed grading plans are not available at this time. Exhibit C - Offsite Carrillo Way Preliminary Alignment Study - 400' Scale Plan Exhibit D - Offsite Carrillo Way Preliminary Alignment Study - 400' Scale Profile These exhibits illustrate how Carrillo Way could be extended offsite from the La Costa North parcel and join the highways proposed by Willdan. The westerly extension of Carrillo Way from El Camino Real has a maximum gradient of 4% compared with the 7% proposed on the Willdan plan. Our proposed alignment would join El Camino Real in a tangent section rather than on a curve as the Willdan alignment would require. A variety of roadway alignments are possible offsite of the La Costa North parcel. We have attempted to show only one possibility for the offsite Carrillo Way. We would appreciate the City's review and conceptual approval of the alignment within La Costa North by September 7, 1982. We recognize that formal approval of this alignment will occur when the Conditional Use Permit for the Golf Course is approved by the City. Please call if you need any additional information.
