BACKGROUND AND PURPOSE At the request of the City of Encinitas, WEST Consultants, Inc. has conducted a hydrologic evaluation for the proposed Leucadia Drainage Project serving the City of Encinitas, Califomia. Runoff from the proposed project will discharge into two connected basins, which are located within South Carlsbad State Beach. The smaller basin (Basin 1) discharges to the larger basin (Basin 2). The design goal during the 10-year storm event is that the maximum water surface elevation in Basin 2 does not exceed elevation 7.0 feet, NGVD. This goal is specified in order to protect endangered species habitat above elevation 7.0 feet. The purpose ofthis study is to evaluate the maximum flooding elevation in Basin 2 under the 10-year storm. In addition, the maximum flooding elevation in Basin 2 is evaluated for the 50-year and 100-year storms. This hydrologic evaluation was conducted by A. Jake Gusman, P.E., with the assistance of Ramesh S. Chintala and Iwan M. Thomas. Technical review and oversight was provided by Brian J. Doeing, P.E. 1.2. DRAINAGE IMPROVEMENTS The proposed Leucadia Drainage Project improvements (City of Encinitas, 1999) include the following improvements: Earthen Drainaee Channel - An earthen drainage channel / swale will be constructed on the east side of the San Diego Northem Railway from approximately 600 feet south of Orpheus Avenue to 500 feet north of Orpheus Avenue, where it will join an existing drainage swale. Runoff will flow north along the swale, entering the main storm drain just south of Union Street. Main Storm Drain Line Installation - A 24-inch storm drain line is proposed for installation adjacent to the San Diego Northem Railway from Union Street to Basin 1. The storm drain line will be constmcted of reinforced concrete pipe (RCP) from Union Street to approximately 750 north of Grandview Street (Station 92+00); and of Hobas or Polycrete pipe from Station 92+00 to Basin 1 (Station 112+18). Lateral Storm Drain Line Installation - A number of lateral storm drain lines are proposed, including Line "A" (entering main storm drain Station 19+94; originating from Cereus Street), Line "B" (Station 20+76 at Basil Street), Line "C" (Station 25+25 at Cadmus Street), Line "D" (Station 34+26 at Europa Street), Lines "E" and "F" (Station 39+74 at Leucadia Boulevard), and Line "G" (Station 44+14 at Jasper Street). Three additional lateral connections are shown on the project plans; however they are unnamed. For the purposes ofthis study, they are referred to as Connection 1 (Station 37+35; south of Leucadia Boulevard), Connection 2 (Station 60+15; north of Phoebe Street), and Connection 3 (Station 84+95 at Grandview Street). In addition, a lateral (Connection 4) not shown on the project plans will be added at Station 97+50 (conversation with Kipp Hefher, City of Encinitas, December 6, 2000). Basin 1 Extjansion - The capacity of Basin 1 will be increased to 3.7 acre-feet at elevation 14 feet. A small portion of the parking lot at South Carlsbad State Beach will be removed to accommodate regrading and expansion of the basin. A 48-inch CMP riser pipe (inlet elevation = 10 feet, NGVD) will be constmcted in Basin 1, which will connect to the existing culvert between Basin 1 and Basin 2. The capacity of Basin 2 (12.0 acre- feet at elevation 11 feet) will not be increased. Elevation-area-volume relationships for the basins are provided in Table 1. 2. HYDROLOGY 2.1. DRAINAGE SUBAREA DELINEATION Drainage subareas were delineated based on: (1) a field visit by WEST Consultants, Inc. with Kipp Heftier ofthe City of Encinitas; (2) the City of Encinitas Master Drainage Plan 400-Scale Topography map with 5-foot contour interval (City of Encinitas, 1989); and (3) the Leucadia Drainage Project improvement plans (City of Encinitas, 1999). A total of 14 subareas were delineated, as shown on the drainage area map (see Figures 1A and IB). The total drainage area is approximately 283 acres (0.44 sq. mi.). 2.2. HYDROGRAPH DEVELOPMENT Hydrographs were developed for each subarea using a 24-hour rainfall distribution in conjunction with the Soil Conservation Service (SCS) method. Ahemate approaches for developing the mnoff hydrographs, such as the Modified Rational Method and other peak flow-based methods, were investigated. However, none of these methods was selected because they generally underestimate the mnoff volume and are not recommended for determining basin storage volumes (Walesh, 1999). In contrast, using the 24-hour storm distribution with the SCS method provides more conservative volumetric results. The storm distribution and SCS Method are described in greater detail below. 2.2.1. Tvpe B Storm Distribution According to the San Diego County Hydrology Manual, the Type B storm distribution is to be used as the 24-hour duration design storm in westem (i.e., non-desert) San Diego County. The cumulative Type B distribution is given in Table 2. In addition, listed in Table 2 are the 10-year, 50-year, and 100-year storm distributions which are based on the Type B distribution' and the 24-hour rainfall amounts for Encinitas, Califomia. The 24-hour rainfall values are taken from the isopluvial maps given in the County Hydrology Manual. 2.2.2. SCS Method for Computing Runoff Runoff from each subarea was estimated using the SCS method, as described in the San Diego County Hydrology Manual. The composite SCS curve number (CN) for each subarea was estimated based on: (1) soil survey maps (SCS and Forest Service, 1973), (2) the City of Encinitas zoning map (dated August 18, 2000), and (3) the curve number descriptions given in the Hydrology Manual. The composite curve number for each subarea takes the percent impervious area into account. Lag times for the SCS method were originally calculated using the empirical relationships given in the Hydrology Manual. However, given the small size of many of the subareas (7 to 10 acres), the empirical relationship was giving unrealistically small lag times. For this reason, the typical lag relationship for ungaged watersheds was used (SCS, 1986): T,ag = 0.6Tc where Tiag = lag time (min), and Tc = time of concenfration (min) Time of concentration is calculated as the sum of fravel times for sheet flow, shallow concentrated flow, and channel flow (SCS, 1986). For the coast region of San Diego County (including the City of Encinitas), the Hydrology Manual specifies that an antecedent moisture condition (AMC) of 1.5 be used for storm frequencies of 5 to 35 years, and an AMC of 2.0 for storm frequencies of 35 to 150 years. Table 3 lists subarea data for development of SCS runoff hydrographs, including area, soil group, curve number, time of concentration, and lag time. A basin model with each of the drainage subareas was created using the HEC-HMS (Hydrologic Modeling System) computer program (Hydrologic Engineering Center, 2000). With the cumulative 24-hour storm distributions as precipitation input, HEC- HMS was used to calculate a mnoff hydrograph for each subarea using the SCS method. These individual hydrographs were used as input to the drainage system hydraulic model, which is described in the next section. if* ii FIGURE lA. HYDRAULIC MODELING The Storm Water Management Model (SWMM), Version 4.4gu, was used to simulate the drainage system improvements of the Leucadia Drainage Project, and to evaluate the project's effect on the maximum water surface elevation in Basin 2. The SWMM computer program and its application to this study are described below. 3.L SWMM OVERVIEW SWMM, which was developed for the U.S. Environmental Protection Agency, is a widely used computer program for modeling both the quantity and quality of storm water runoff An extensive collection of literature has been produced on the application ofthe SWMM program, which has been continuously improved since its first release nearly two decades ago. In addition, SWMM is approved by the Federal Emergency Management Agency (FEMA) for use in flood insurance studies. PC-SWMM (developed by Computational Hydraulics, Inc.) provides a Windows interface to the DOS-based SWMM program, and was used for this study. SWMM is comprised of a number of hydrologic/hydrauUc simulation modules, as well as data management modules. For this study, only one module - EXTRAN - was required. EXTRAN is a hydraulic flow routing model for open channel and/or closed conduit systems. The module performs dynamic routing of stormwater flows through the storm drain system, and will simulate free-surface flow, pressure flow or surcharge, backwater and flow reversals, weir and orifice flow, pumping facilities, and storage facilities such as detention basins (James and James, 2000). 3,2. EXTRAN (SWMM^ APPLICATION The SWMM module EXTRAN was used to model the drainage channel/swale, main storm drain line, and basins. The drainage channel/swale is modeled as a natural channel, the main storm drain line as a closed conduit system, and the basins as storage junctions. Lateral storm drain lines are not explicitly modeled in EXTRAN, but are included in the time of concentration calculations (channel travel time) for each subarea (see Section 2.2.2). In the model, runoff hydrographs are input directly to the main storm drain pipe at the locations of laterals, using the K3 lines in EXTRAN. It should also be noted that storm drain inlets are not modeled explicitly. The basins are modeled as storage junctions for which depth-surface area relationships are input, and depth-storage capacity curves are calculated by EXTRAN. A riser pipe in Basin 1 is connected to a culvert, which carries flow from Basin 1 to Basin 2. The riser pipe inlet is modeled using a slot weir, the riser pipe as a junction, and the culvert as a standard conduit. A weir coefficient of 2.67 was used for the riser pipe inlet. A sensitivity analysis ofthe weir coefficient (i.e., using a value of 3.0) showed no change to the maximum water surface elevation in Basin 2. There is no outlet from Basin 2; however, basin overtopping may occur and is approximated using a weir spillway at elevation 11.0 feet. Percolation from each basin is modeled using a pump in EXTRAN, whose discharge is based on the water surface elevation and corresponding surface area, in conjunction with the field-measured percolation rates. Field-measured stabilized percolation rates are 18 min/in for Basin 1 and 25 min/in for Basin 2 as shown in Appendix A (Geopacifica, 2000). The EXTRAN input file for the 10-year storm is provided as Appendix B. RESULTS AND CONCLUSIONS 4.L BASIN INFLOW AND OUTFLOW Figure 2 presents the inflow to Basin 1 from the Leucadia drainage area, as well as the outflow from Basin 1 to Basin 2 via the riser pipe, for the 10-year, 24-hour storm. The peak inflow to Basin 1 is 18.9 cfs. Basin 1 peak inflow values for the 50-year and lOO- year storms are 26.7 cfs and 28.4 cfs, respectively. 4.2, RASIN WATER SURFACE ELEVATIONS -1 0-YRAR STORM Figure 3 presents the water surface elevations in Basin 1 and Basin 2 versus time for the lO-year, 24-hour storm. Percolation from the basins is taken into account in these results. The water surface in Basin 2 exceeds elevation 7.0 feet for approximately 14 hours ofthe 32-hour simulation period. During the time in which elevation 7.0 feet is exceeded, the mean water surface elevation is 7.4 feet, with a maximum elevation of 7.6 feet. These results are based on the percolation rates provided by the geotechnical consultant (Geopacifica, 2000), and on the full capacity of the basins being available for storage. The sensitivity of the computed Basin 2 elevation was analyzed with respect to the percolation rates used. For the case in which percolation from both basins is ignored, the water surface in Basin 2 reaches a maximum elevation of 10.3 feet for the 10-year storm. If percolation rates are assumed to be 50% of the field-measured values, then Basin 2 reaches a maximum elevation of 8.8 feet for the 10-year storm. 4.3. RASIN WATER SURFACE ELEVATIONS - 50-YEAR AND 100-YEAR STORMS During the 50-year and 100-year storm events, EXTRAN simulations show significant surface flooding at four model junctions: (1) the beginning of the storm drain pipe (Station 11+16); (2) the junction where Line "D" enters (Station 34+26); (3) the junction where Lines "E" and "F" enter (Station 39+74); and (4) the junction where Connection 2 enters (Station 60+15). Surface flooding occurs when the hydraulic grade line at a junction reaches the maximum surcharge elevation. For bolted-down manholes, this is the estimated maximum pressure the manhole can withstand. Due to the set-up of the model, overflow at these junctions is lost from the system. For the 50-year storm, 15% of the inflow volume is lost to flooding, while 24% of the inflow volume is lost during the 100-year storm. In order to fully account for this flow, a more detailed analysis including 10 the evaluation of inlet capacities, as well as explicitly modeling lateral storm drain lines, would be required. For the 50-year storm with percolation from the basins included, the water surface in Basin 2 reaches a maximum elevation of 11.1 feet, based on an overtopping elevation of 11.0 feet (see Figure 4). The water surface in Basin 2 for the 100-year storm also reaches a maximum elevation of 11.1 feet, although it reaches the overtopping elevation more rapidly than during the 50-year storm (see Figure 5). For both the 50-year and 100-year storms. Basin 2 experiences overtopping, whether or not percolation is included in the simulation. Two holes were hand augered to a depth of 4 feet and samples were obtained for laboratory testing. The augered holes were then filled with water and allowed to saturate the soil. Water was then added to the hole and the amount of drop in the hole was measured to determine a stabilized rate of drop in minutes per inch.
