This chapter of the report will provide the reader witn a description of the project (action) under consideration, the stxidy goals and objectives, a brief description of the study area and analysis Tnethodologies employed, and the recommendations result^ing from the study effort. ^ Project- Description The project considered in this • study is the proposed vacation of cypress Avenue between Ocean Street and just west of Carlsbad Boulevard. The location of the proposed vacation is presented in Exhibit A. The proposed vacation of Cypress Avenue is a part of the overall master plan for the Army and Navy Academy. This master plan recognizes the pedestrian oriented nature of the Academy campus and seeks to enhance the pedestrian environment and safety by eliminating that section of Cypress Avenue which bisects the campus. The intersection of Cypress Avenue and Ocean Street will be closed Off completely as a part of this proposal, while the intersection Of cypress Avenue and Carlsbad Boulevard would need to remain open to the public. This access is necessary because the service driveway to the Ebb Tide Inn is located off of Cypress Avenue, approximately 200 feet west of Carlsbad Boulevard. The entire length of Garfield Avenue would remain open, with a cul- de-sac being constructed at the approximate location of the current intersection of Cypress Avenue and Garfield Avenue. ii2 Studv Goals and Obiectivpg The goal of this study is to provide a complete evaluation of the traffic impacts of the proposed closure. The objectives necessary to achieve this goal were discussed with City of Carlsbad staff. The primary objective is to fully assess the traffic volumes and roadway operations for the streets which will be affected by the proposed vacation. City Of Carlsbad staff also indicated a secondary concerr, related to the occurrence of illegal left turns at the intersection of Mountein Vxew Drive and Carlsbad Boulevard. The secondary objective of this study effozrt was, therefore, to confirm the illegal left turn movements during the traffic count program conducted in conjunction with this study, and to provide some means of assessing the eftect Of the proposed Cypress Avenue vacation on the problem. The final Objective of this study is to provide a solution to the illegal left turn movements should it be determined that the Cypress Avenue closure does in fact exacerbate this situation. 1' 3 Analysis Methodologies Analyses of traffic volumes are useful in understanding the general nature of traffic flows in an area, but do not indicate the ability (capacity) of the roadway network to carry the projected traffic volumes. Taken alone, the evaluation of traffic volumes also does not address the quality of service afforded by the roadway system or its various components. The concept of Level of Service (LOS) has, therefore, been developed to provide a framework for quantifying the quality of traffic flow for a given set of conditions. The current technical guide to the evaluation of traffic operations ^® .1985 Highway Capacitv Manual (1985 HCM) (Transportation Research Board Special Report 209) . The 1985 HCM defines lev6l of service as a qualitative measure which describes operational conditions within a traffic stream, generally in terms of such factors as speed and travel time, freedom to maneuver, traffic interruptions, comfort and convenience, and safety. The criteria used to evaluate LOS (Level of Service) conditions vary based on the type of roadway and whether the traffic flow is considered interrupted or uninterrupted. The generalized definitions of level of service for uninterrupted flow (flow unrestrained by the existence of traffic control devices) are: • LOS A represents free flow. Individual users are virtually unaffected by the presence of others in the traffic stream. • LOS B is in the range of stable flow, but the presence of other users in the traffic stream begins to t>e noticeable. Freedom to select desired speeds is relatively unaffected, but there is a slight decline in the freedom to maneuver. • LOS C is in the range of stable flow, but marJcs the beginning of the range of flow in which the operation of individual users becomes significantly affected by intersections with others in the traffic stream. • LOS D represents high-density but stable flow. Speed and freedom to maneuver are severely restricted, and the driver experiences a generally poor level of comfort and convenience. • LOS E represents operating conditions at or near the capacity level. All speeds are reduced to a low, but relatively uniform value. Small increases in flow will cause breakdowns in traffic movement. • LOS F is used to define forced or breakdown flow. This condition exists wherever the amount of traffic approaching a point exceeds the amount which can traverse th.e point. Qxaeues form behind such locations. The definitions of level of service for interrupted traffic flow (flow restrained by the existence of traffic signals and other traffic control devices) differ slightly depending on the specific element of the roadway being considered, e.g., signalized intersections versus unsignalized intersections. Chapter 9 of the 1985 HCM is used to evaluate signalized intersections, while Chapter 10 is used to analyze unsignalized locations. Although none of the study area intersections being analyzed are currently signalized, the intersection of Carlsbad Boulevard at Beech Avenue will be signalized in conjunction with the development of the Carlsbad commuter rail station located nearby. 1985 HCM signalized intersection analysis requires the user to provide extensive input information. Explicit data is typically required regarding peak hour traffic volumes and the signal phasing. Most additional inputs (for instance, heavy vehicle percentages and pedestrian movements) have been assumed to equal the default values as stated in the 1985 HCM. Another key assumption is the saturation flow rate, which has been assumed to equal 1800 vehicles per lane per hour of green time for through traffic movements, and 1700 vehicles per lane per hour of green time for turning movements. The final product of signalized intersection analysis is an estimate of the average seconds of delay per vehicle experienced at the intersection under peak hour conditions. The LOS criteria for signalized intersections are related to the average delay per vehicle as follows: • LOS A - describes operations with average delay per vehicle of five seconds or less. LOS B - average stopped delay between 5.1 and 15.0 seconds per vehicle. • LOS C — average stopped delay between 15.1 and 25.0 seconds per vehicle. • LOS D — average stopped delay between 25.1 and 40.0 seconds per vehicle. • LOS E - average stopped delay between 40.1 and 60.0 seconds per vehicle. • LOS F - average stopped delay greater than 60.0 seconds per vehicle. The 1985 HCM unsignalized intersection analysis (Chapter 10) is much simpler than the signalized intersection analysis. The key input data are simply the intersection peak hour turning movement volumes and the intersection geometries. The basic concept is t:hat the major street through traffic flows are unimpeded, and the minor street movements (and major street turns), or controlled movements, must utilize gaps in the major street through flows and other conflicting movements to proceed through the intersection. Unsignalized intersection analysis is based on calculating the number of gaps available in the major street traffic flows and comparing the number of gaps calculated to the minor street traffic volume wishing to utilize the available gaps. The total number of gaps in the major street traffic minus the minor street traffic volumes wishing to use the gaps is called the reserve capacity. The Level of Service (LOS) at unsignalized intersections is related to the reserve capacity as follows: • LOS A is characterized by a reserve capacity of greater than or equal to 400 vehicles per hour. Little or no delay is encountered by the controlled movements at the intersection. • LOS B is defined as a reserve capacity of 300 to 399 vehicles per hour. Short traffic delays are experienced on the controlled movements at the intersection. s m ic • LOS C occurs when the reserve capacity for a movement i_ the range of 200 to 299 vehicles per hour. Average traff delays are experienced under these conditions. • LOS D is characterized by a reserve capacity in the range of 100 to 199 vehicles per hour. Long traffic delays can be expected under these conditions. • LOS E occurs when the reserve capacity is between 0 and 99 vehicles per hour. Very long traffic delays can be expected under LOS E conditions. • LOS F conditions exist when there is no reserve capacity remaining for the traffic movement being analyzed. Extreme delays will be encountered, with queuing which may cause severe congestion affecting other traffic movements in the intersection. in general, the City of Carlsbad considers a location to be experiencing deficient operations at LOS E or worse during the AM and PM peak hours of traffic during the day. Findinq5s and Pecommendations The following findings and recommendations are the result of this study effort. 1. The proposed Cypress Avenue closure will have no measurable negative impact on study area traffic operations under existing 1993 conditions. Adequate capacity is available at the adjacent intersections providing access - to the neighborhood to serve the slightly higher traffic volumes with no decrease in level of service for any traffic movement. 10 2. The proposed Cypress Avenue closure will have a positive effect on future buildout traffic conditions, because it will alleviate the anticipated deficiency in left turn capacity from Cypress Avenue eastbound to Carlsbad Boulevard northbound. Most of the diverted traffic will instead make use of the traffic signal which is planned at the intersection of Beech Avenue and Carlsbad Boulevard, which will have adequate capacity to serve the slight increase in side street traffic with no observed change in the level of service at this location. 3. Vehicles currently perform illegal left turns from Mountain View Drive eastbound onto Carlsbad Boulevard northbound. This movement is not desirable as a result of limited sight distance at this intersection. The traffic at the intersection of Mountain View Drive and Carlsbad Boulevard should be monitored 6 months after the closure is completeci to determine if the closure has caused an intensification of the illegal turns at this location. 4 . If monitoring shows an increase in illegal left turns at the intersection of Mountain View Drive and Carlsbad Boulevard, the median treatment should be modified by the project proponent to further discourage the illegal turns taking place at this location. Exhibit J in the Findings and Conclusions chapter of this report presents a conceptual treatment designed to accomplish this objective. 5. Cypress Avenue should remain open approximately 75 feet past the service driveway serving the Ebb Tide Inn. This will allow trash trucks (35 foot design vehicle) and other service vehicles to perform all necessary turning maneuvers on Cypress Avenue . 11 The existing conditions analysis has been conducted to provide an assessment of the current operating characteristics of the roadway system and to provide a baseline for evaluation of the short-term impacts of the proposed Cypress Avenue vacation. The existing conditions section provides information on existing roadway geometries, daily and peak hour traffic volumes, and current peak hour roadway operations in the study area. 2.1 Existing Roadway Geometries The existing roadway geometries include the number of through travel lanes on the various roadways within the study area, as well as the type(s) of intersection control present. E^diibit C graphically presents the roadway geometries and intersection controls which currently exist in the study area. Carlsbad Boulevard is the main arterial roadway which traverses the study area. Carlsbad Boulevard is a four lane divided roadway, with a raised median. Class II Bicycle lanes are striped and signed on both the northbound and southbound sides of Carlsbad Boulevard. There are no traffic control devices (e.g., STOP signs or traffic signals) which interrupt flow on Carlsbad Boulevard. cypress Avenue is a two lane undivided roadway which connects Ocean Street and Carlsbad Boulevard. There are STOP signs which control the movement of traffic from Cypress Avenue to Carlsbad Boulevard and Ocean Street. Cypress Avenue is approximately 3 0 feet wide, with no curb or gutter constructed along its length. Inc, Kain^ and Ocean Street. Beech Avenue is approximately 40 feet wide between Ocean Street and Carlsbad Boulevard. Traffic movements from Beech Avenue are controlled by STOP signs on both approaches to Carlsbad Boulevard. Traffic movement along Beech Avenue at Garfield Street and Ocean Street is currently uncontrolled by any type of traffic control device. Ocean Street is a two lane undivided local street and is approximately 24 feet wide in the vicinity of Beech Avenue. There is no curb and gutter constructed along Ocean Street, which is controlled by STOP signs at the intersection of Ocean Street and Beech Avenue. Parking activity was observed along the unpaved shoulder areas between residential driveways. Mountain View Drive is .also a two lane undivided roadway. The width of Mountain View Drive in the vicinity of Carlsbad Boulevard is approximately 30 feet. Mountain View Drive is controlled by a STOP sign at its intersection with Carlsbad Boulevard. in addition, left turns from Mountain View Drive onto northbound Carlsbad Boulevard are prohibited. This prohibition is indicated by a regulatory sign, and the center median at this location is designed to physically discourage illegal left turns from Mountain view Drive onto northbound Carlsbad Boulevard. The median is designed to allow left turns from northbound Carlsbad Boulevard onto Mountain View Drive westbound. City of Carlsbad staff indicated that illegal left turns do in fact take place at this location. 2.2 Existing Traffic Volumes with Cypress Avenue Open Existing traffic volume data was collected for both daily conditions and peak hour conditions at a niunber of locations throughout the study area. A total of eight (8) 24 hour roadway 14 segment traffic volume surveys and peak hour intersection turning movement counts were conducted as part of this study effort. The locations where this data was collected were previously presented in Exhibit B. The actual traffic count data is included as Appendix "A" to this report. Exhibit D summarizes the results of the traffic volume data collection effort in graphical format. Carlsbad Boulevard carries approximately 11,000 vehicles per day both north and south of Cypress Avenue. Cypress Avenue carries 400-600 vehicles per day, while the other local streets in the study area carry up to approximately 1,200 vehicles per day. The peak hour data indicates that the peak direction of travel on Carlsbad Boulevard is southbound during the AM peak: hour of traffic and northbound during the PM peak hour of traffic. The turning volumes to and from the study area roadways are relatively small, reflecting the conditions observed for the low daily traffic volumes counted on these roadways. The peak hour data collection effort also confirmed the occurrence of illegal left turns from westbound Mountain View Drive to northbound Carlsbad Boulevard. A total of 4 illegal turns were observed, although only one of these turns occurred during- the actual AM or PM peak hour of traffic shown in Eschibit D. Three illegal turns were observed during the two hour AM peak period counted, while only a single illegal turn was observed during the corresponding two hour PM peak period. —Existing Traffic Volumes with Cvnress Avenue Closed The proposed roadway configuration if Cypress Avenue is closed is depicted in Exhibit E. T reconstructed as a cul-de-sac in accordance with City of Carlsbad standards. The cul-de-sac would generally be located at the current intersection of Cypress Avenue and Garfield Street. The intersection of. Cypress Avenue at Ocean Street would be eliminated entirely as a part of the proposed closure. The access provided to the Ebb Tide Inn by the intersection of Cypress Avenue and Carlsbad Boulevard will remain. The Ebb Tide Inn's service driveway is located along Cypress Avenue. In order to provide trash trucks (35' design vehicle) and other service vehicles with the opportunity to turn around at the service driveway. Cypress Avenue should continue to the northwest of the service driveway approximately 75 feet or more. The traffic volume data collected under existing conditions was used to determine the source of traffic on the section of Cypress Avenue which will be closed. About two-thirds of the traffic demand is contributed by the residential areas north of Cypress Avenue, and one-third is contributed by the residences immediately south of Cypress Avenue along Ocean Street. The traffic volume information and the allowed travel paths into and out of the neighborhood were both used to reassign traffic to the nearest neighborhood access streets. Beech Avenue and Mountain View Drive. The left turn prohibition from eastbound Mountain View Drive to northbound Carlsbad Boulevard was considered in the reassignment of traffic, however, monitoring will be required to verify that the proposed closure will not cause an intensification of the problem. The diverted traffic volumes only are presented in Exhibit F to illustrate how traffic patterns will be affected by the proposed closure of Cypress Avenue. A change in daily traffic of no more than two hundred vehicles per day are expected on any roadway other than Cypress Avenue. The overall 1993 traffic volumes resulting from the proposed closure are depicted in Exhibit G. The overall effect of the proposed closure on study area traffic patterns is expected to be minimal. 2 • 4 Existing 1993 Intersection Operations Analysis Intersection operations analysis has been conducted for the five intersections chosen for detailed evaluation. The intersections are all currently unsignalized, with minor street traffic controlled by STOP signs. The existing traffic volumes with Cypress Avenue open and with Cypress Avenue closed l:iave been used to analyze existing intersection operations. The results of this analysis are summarized in Table 1, while Appendix "B" contains the detailed analysis worksheets. All of the operations analysis performed as part of this study was conducted using the Highway Capacity Software (HCS) analysis package distributed by the Federal Highway Administration. The results of the peak hour intersection operations analysis indicate that the closure will have no effect on the level of service at any intersection affected by the closure, and all traffic movements currently (and will continue to) experience acceptable levels of service. FUTURE BUILDOUT TRAFFIC CONDITIONS City of Carlsbad staff also requested the analysis of future buildout traffic conditions and the effects of the proposed closure under these conditions. The traffic volumes with Cypress Avenue open have been projected as the first step of this process, followed by presentation of the estimated traffic volumes which are expected if Cypress Avenue is closed. Finally, peak hour traffic operations for both sets of projected buildout traffic volumes tiave been analyzed to determine the net effect of the Cypress Avenue closure on study area traffic conditions. .3 -1 Projected Buildout Traffic Volumes with Cypress Avenue Open The primary change in study area traffic conditions is the expected increase in through traffic on Carlsbad Boulevard. City staff provided buildout traffic data from the citywide traffic model for the intersection of Carlsbad Boulevard and Grand Avenue, whicla is the nearest location to the study area which is Included in the model. The through traffic volume on Carlsbad Boxalevard was t-lien carried through the study area, assuming conservation of traffic volumes from each intersection to the next adjacent intersect±on. No significant change in side street traffic is expected, as the study area is essentially fully developed in the vicinity of Cypress Avenue. The projected future buildout traffic volumes (witli Cypress Avenue open) resulting from this process are presented in Exhibit H. The daily traffic volume on Carlsbad Boulevard is expected to nearly triple, while peak hour traffic volumes on Carlsbaid Boulevard are expected to increase 3 00%. The peak direction of travel in the AM peak hour is expected to remain the southbound direct±on. The future buildout traffic volumes expected if Cypress Avenue is closed are presented in Exhibit I. Again, the changes in traffic patterns in the study area are relatively minor, reflecting the low traffic volumes carried by Cypress Avenue. 3.3 Projected Buildout Intersection Operations Analvsis Intersection operations analysis has been conducted for the five intersections chosen for detailed evaluation. The intersection of Beech Avenue and Carlsbad Boulevard is expected to be signalized in the near future in conjunction with nearby commuter rail station improvements. This location has, therefore, been analyzed under future buildout traffic conditions as a signalized intersection. The remaining locations are expected to remain unsignalized, with minor street traffic controlled by STOP signs. The future buildout traffic volumes with Cypress Avenue open and with Cypress Avenue closed have been used to analyze future buildout intersection operations. The results of this analysis are summarized in Table 2, while Appendix "C" contains the detailed analysis worksheets. The intersection of cypress Avenue at Carlsbad Boulevard is expected to experience deficient peak hour operations if Cypress Avenue remains open. This is primarily a result of the large through volumes on Carlsbad Boulevard. The large through volumes on Carlsbad Boulevard will provide insufficient gaps for the side street traiffic trying to enter/exit Cypress Avenue from/to Carlsbad Boulevard. The intersection of Beech Avenue and Carlsbad Boulevard is expecrted to be most affected by the proposed closure. This location, if signalized, will experience low average delays for most vehicles using the intersection, and it will experience the same level of service (LOS B) regardless of whether Cypress Avenue is open or closed. 28 4. FINDINGS AND CONCLUSIONS The following findings and conclusions are the result of this st:.udy effort. 1. The proposed Cypress Avenue closure will have no measuraible negative impact on study area traffic operations under existing 1993 conditions. Adetjuate capacity is available at the adjacent intersections providing access to the neighborhood to serve the slightly higher traffic volumes with no decrease in level of service for any traffic movement. 2. The proposed Cypress Avenue closure will have a positive effect on future buildout traffic conditions, because it will alleviate the anticipated deficiency in left turn capacity from Cypress Avenue eastbound to Carlsbad Boulevard northbound. Most of the diverted traffic will instead make use of the traffic signal which is planned at the intersection of Beech Avenue and Carlsbad Boulevard, which will h.ave adequate capacity to serve the slight increase in side street traffic with no observed change in the level of service at this location. 3. Vehicles currently perform illegal left turns from Mountain View Drive eastbound onto Carlsbad Boulevard northbound. The traffic at the intersection of Mountain View Drive and Carlsbad Boulevard / should be monitored 6 months after "the closure is completed to determine if the closure has causeci an intensification of the illegal turns at this location. 4. If monitoring shows an increase in illegal left turns at -the intersection of Mountain View Drive and Carlsbad Boulevard, the median treatment should be modified by the proj ect 29 5. proponent to further discourage the illegal turns taking place at this location. Exhibit J presents , a conceptual treatment designed to accomplish this objective. cypress Avenue should remain open approximately 75 feet past the service driveway sers^ing the Ebb Tide Inn.
