Plummer In reply refer to: Deputy City Engineer CGWU: 213270: Lberlad City of Carlsbad 5950 El Camino Real Carlsbad, CA 92008 Dear Mr. Plummer: SUBJECT: CHANGE IN SERVICE AREA FOR CARLSBAD WATER RECYCLING FACILITY (CWRF) UNDER MASTER RECLAMATION PERMIT WITH WASTE DISCHARGE REQUIREMENTS ORDER NO. 2001-352 Thank you for contacting the California Regional Water Quality Control Board (Regional Board) regarding an agreement between the Carlsbad Municipal Water District (CMWD) and the Vallecitos Water District (VWD), to provide recycled water to VWD's landscape irrigation customers located within Carlsbad city limits. This expansion of service is described in your electronic messages dated October 6, 2008 and October 14, 2008. The proposed .expansion is intended to serve water users in a new housing development located along the easternmost boundary of Carlsbad, adjacent to the City of San Marcos. CWRF currently operates under Order No. 2001-352. From your Master Reclamation Permit, finding number 10 states: 10. All recycled water discharges from the CWRF and from water purchased bv the CMWD sre to occur in the CMWD rscyded water sen/ice area. The recycled water service area of the CMWD encompasses portions of the El Salto Hydrologic Subarea (HSA 904.21), the Los Monos Hydrologic Subarea (904.31), the Encinas Hydrologic Area (HA 904.40), the Batiquitos Hydrologic Subarea (HSA 904.51), and the Richland Hydrologic Subarea (HSA 904.52). All of the aforementioned hydrologic regions are located within the Carlsbad Hydrologic Unit (HU 904.00). The Basin Plan established municipal and domestic supply, agricultural supply, and industrial process,supply as existing beneficial uses of groundwater in HU 904.00 and for the aforementioned hydrologic regions. Plummer -2- October21, 2008 Change in Service Area for CWRF Under WDR Order No. 2001 -352 Your proposed service area expansion is within existing Carlsbad city limits. There are therefore no new hydrologic regions that CWRF will serve at this time. In order to meet the provisions contained in Division 7 of the California Water Code and Regulations adopted thereunder, the Carlsbad Municipal Water District shall comply with all requirements for the discharge and purveyance of recycled water from the CWRF to HA 904.40, and HSA 904.21, 904.31, 904.51, and 904.52, as describe in Order No. 2001-352. These same requirements as described in the Master Reclamation Permit for Order No. 2001-352 will be in full force and effect for the new service area, without amendement. If CMWD decides in the future to expand its recycled water service area beyond these areas, notify the Regional Board immediately prior to implementing such a plan. The heading portion of this letter includes a Regional Board code number noted after "In reply refer to:" In order to assist us in the processing of your correspondence please include this code number in the heading or subject line portion of all correspondence and reports to the Regional Board pertaining to this matter.
