Special Inspection is required. 2. Backfill material shall be compacted to 90% density and shall be inspected and approved by the project soils engineer. 3. Footing excavations shall be inspected and approved by the project soils engineer prior to placement of reinforcing steel or concrete. 4. Footing concrete shall be poured neatly against undisturbed existing ground. 5. When one continuous reinforcing bar cannot be used, a lap splice of 40-bar diameters is required.
