October 22, 2002 663-050 Lennar Communities 5780 Fleet Street Suite 320 Carlsbad, CA 92008 Attention: Kristine Zortman, Project Manager Subject: Potable and Reclaimed Water System Analysis for Bressi Ranch Introduction This letter-report provides a potable and reclaimed water system analysis for Bressi Ranch. This report determines the required water line sizes throughout the project and identifies connections to the existing water system that will occur in the vicinity ofthe project. The Bressi Ranch project is located at the southwest corner of Palomar Airport Road and El Camino Real. The project is bounded to the south by the La Costa Greens project, to the west by El Camino Real, and to the north by Palomar Airport Road. Future El Fuerte Street will be aligned through the eastern portion of the project. The Bressi Ranch project is within the 375, 550, and 700 Zones ofthe Carlsbad Municipal Water District (CMWD) for service. The project will obtain water service by connecting to existing facilities in Palomar Airport Road, El Camino Real, and Poinsettia Lane. Total project acreage is 585 acres. Figure 1 provides a proposed land use map for the project. Water Svstem Design Criteria The basic design criteria utilized in sizing the water distribution system piping includes a minimum residual pressure of 40 psi under peak hour flow conditions, and a residual ofat least 20 psi under maximum day plus fire flow conditions. The peaking factors used in analyzing various demand scenarios are 2.0 for average day to maximum day demands, and 4.0 for average day to peak hour demands. A computer analysis (KYPIPE Program, University of Kentucky) was used to determine residual pressures throughout the distribution system model. This computer program utilizes the Hazen-Williams equation for determining headloss with a "C" value of 120 used for all pipes. Fire Flows The fire flow requirement for industrial and commercial development is 4,000 gpm based on the October 1997 CMWD Water Master Plan Update. This fire flow was split evenly between two hydrants for the computer modeling in this report. Table 1 summarizes the proposed land uses, water duty factors, and projected water demand for the project. The projected average daily demand for the project is 914,184 gpd (635 gpm). This results in projected maximum day and peak hour water demands of 1,270 gpm and 2,540 gpm, respectively. Existing Water System Facilities The Bressi Ranch project is located within the 375, 550, and 700 Water Service Zones of the CMWD. The Santa Fe II Reservoir and La Costa Hi Reservoir are located east ofthe project and have a low water line of 700 feet. The 700 Zone supplies a 30" transmission line in Palomar Airport Road along the northern boundary ofthe Bressi Ranch project. This line supplies the 550 Zone through a pressure reducing station located near the intersection of Palomar Airport Road and El Camino Real. There is an existing 20-inch 550 Zone line in El Camino Real adjacent to the Bressi Ranch project. Kristine Zortman October 22, 2002 Page 5 There are currently no 375 Zone water facilities located adjacent to the Bressi Ranch project. This zone will be supplied by extending an existing 700 Zone transmission line westerly in Poinsettia Lane and constructing a 700/375 Zone pressure reducing station. Water System Analysis Appendix A contains the computer analyses performed for the Bressi Ranch project. Exhibit "A" presents the node and pipe diagram for the onsite computer model and shows the recommended water system sizes for the piping within the project. The modeling performed for the project includes numerous maximum day demand plus fire flow scenarios, as well as average day demand and peak hour demand scenarios. The water system was modeled assuming an available hydraulic grade line of 700 feet in the vicinity ofthe project. Proposed Water Svstem Figure 2 provides the proposed potable water system for the Bressi Ranch project. The pad elevations for the majority of the project are best served by the 550 Zone. There is a small area in the northeast corner ofthe project that is proposed to be served by the 700 Zone. Similarly, there is a small portion in the southeast corner ofthe project that is proposed to be served by the 375 Zone. Table 2 summarizes the range of pad elevations and static pressures for each ofthe proposed water service zones. The 700 Zone improvements on the project consist of constructing a 24-inch transmission line in El Fuerte Street between Palomar Airport Road and Poinsettia Lane. A 12-inch line is proposed to be looped between the 24-inch line in El Fuerte Street and the existing transmission line in Palomar Airport Road. A 12-inch 700 Zone line is also proposed in Poinsettia Lane. The 550 Zone improvements proposed to serve the project consist of making two connections to the existing 20-inch line in El Camino Real and constructing an onsite 12-inch loop. A 12-inch line is also recommended in El Fuerte Street and Poinsettia Lane to a point of connection with an existing 12- inch waterline. The remainder of 550 Zone piping is adequate as 8-inch. The 375 Zone portion ofthe project is proposed to be supplied by constructing a 700/375 Zone pressure reducing station near the intersection of Poinsettia Lane and El Fuerte Street. From this location, a 12-inch line is proposed in Poinsettia Lane to the property boundary where it will be extended by the La Costa Greens project. A 12-inch line is also recommended in El Fuerte Street and internally to the location of a future commercial pad. The remainder of 375 Zone piping to serve the project is adequate as 8-inch. Kristine Zortman October 22, 2002 Page 8 Reclaimed Water There is potential for the use of reclaimed water to irrigate the parkway landscaping and open space slopes within the project. Figure 3 provides the recommended reclaimed water facilities to serve the Bressi Ranch project. The Bressi Ranch project is within the 550 and 660 Zone portions of the District for reclaimed water service. This area of the District is proposed to be served by the future Santa Fe 1 Tank which as a low water level of 660 feet and a high water line of 690 feet. From this tank a transmission line will be constructed in Palomar Airport Road, The northern portion ofthe project can be served by correcting to this line and constructing 8-inch lines onsite. Service to the 550 Zone is proposed to be provided by constructing a 12-inch reclaimed water line from the existing 16-inch line in El Camino Real to the existing 8-inch line in Poinsettia Lane. From this 12-inch line, 8-inch lines can be extended to the other use areas. Conclusions and Recommendations The following is a summary of our conclusions and recommendations based on our study: 1. The recommended potable water system configuration and sizes for pipelines to serve the Bressi Ranch project are shown on Figure 2 and Exhibit A. Two connections along Palomar Airport Road, two connections along El Camino Real, and connections at El Fuerte Street and Poinsettia Lane are recommended. 3. Individual pressure regulating valves should be installed on all lots that are expected to have water service pressures of greater than 80 psi. 4. Reclaimed water can be provided to the project from the 550 and 660 Zones by connecting to reclaimed water lines in Palomar Airport Road El Camino Real, and Poinsettia Lane.
