The site is located northeasterly of the intersection of El Camino Real/Costa Del Mar in the community of La Costa within the City of Carlsbad. The traffic study was performed according to SANTEC guidelines and requirements discussed with City of Carlsbad staff Included in this traffic analysis are: • Existing conditions assessment • Estimated project generation/distribution and assignment • Intersection and street segment capacity analysis • Summary/conclusions Exhibit 1 shows the general vicinity of the project. Exhibit 2 shows a more detailed project area map. Exhibit 3 shows a conceptual site plan. PROJECT DESCRIPTION The proposed project consists of changes in uses/or intensities of uses at the existing La Costa Resort and Spa site that currently consists of 478 rooms. The existing resort amenities are currently within an overall square footage of 205,685. The Master Plan proposes increases in conference space and construction.of an additional 197 resort villas. In addition, land use/intensity changes include overall decreases in spa and food and beverage square footages, slight increases in retail uses and a newly constructed ballroom. The project will continue to access the current site via the existing fiill access traffic signals along El Camino Real/Arenal Road and El Camino Real/Costa Del Mar Road EXISTING CONDITIONS EXISTING STREET SYSTEM EI Camino Real is a north-south Prime Arterial, which is currently improved as an interim four- lane facility. Portions of the roadway have been improved to six lane standards; three lanes northbound and two lanes southbound are currently provided in the vicinity of the project. La Costa Avenue is classified as a Major Arterial west of El Camino Real and as a Secondary Arterial east of El Camino Real. It provides four lanes in the vicinity ofthe project and is the nearest freeway access for the La Costa Resort and Spa. Costa Del Mar is an unclassified roadway providing two travel lanes. The signalized intersection of El Camino Real/Costa Del Mar is the main entrance/exit to the La Costa Resort and Spa. CalU'ocuia 92i lO-Z.'iM Existing Conditions La Costa Resort and Spa Master Pian Traffic impact Study Arenal Road is an unclassified roadway providing two travel lanes. The signalized intersection of El Camino Real/Arenal Road is a secondary entrance/exit to the La Costa Resort and Spa. Exhibit 4 shows the existing conditions diagram. EXISTING TRAFFIC COUNTS Existing traffic counts were conducted at the two main access points ofthe site (El Camino Real/Arenal Road and El Camino Real Costa Del Mar), along with 24-hour roadway counts at the intemal project roadways of Arenal Road, Costa Del Mar and Estrella De Mar. These traffic counts were conducted from September 4,2002 through September 9, 2002. These counts were conducted during typical operational conditions. In addition, the intersection of El Camino Real/La Costa Avenue was obtained from the most recent available manual intersection counts from the City of Carlsbad 2002 Grov^h Management Traffic Monitoring Program. The following project area intersections analyzed in this study: • El Camino Real/Arenal Road • El Camino Real/Costa Del Mar • El Camino Real/La Costa Avenue Exhibit 5 shows the existing intersection volumes in the project area during the AM and PM peak hours. Appendix A contains copies ofthe traffic count sheets. METHODOLOGY Intersections were analyzed utilizing the Intersection Capacity Utilization (ICU) procedure. The ICU analysis method is popular throughout Southem Califomia for the evaluation of signalized intersections. ICU analysis consists of 1) calculating the degree of saturation (v/c ratio) for each lane group; 2) identifying critical movements; and 3) determining intersection LOS by summing the degree of saturation for each critical movement. In this study, an in-house computer software application program was used to apply the ICU methodologies with the following assumptions: • Unadjusted tuming movement counts collected in the field were used for the analysis to represent existing conditions. • An efficiency lost factor of 0.1 was added to the sum of the v/c ratios for the critical movements to account for the effect of change intervals. • City staff provided the following "capacities" (standard saturation flow rates) for use with each lane type. Street segment analysis was calculated by a maximum one-direction lane volume to capacity ratio and the corresponding LOS was determined. SIGNIFICANCE CRITERIA The significance criteria was obtained from the City of Carlsbad, which generally follows the guidelines that LOS C or better is considered acceptable during off-peak periods, and LOS D or better is considered acceptable during peak periods, while LOS E or F is considered unacceptable within the City of Carlsbad. If a project causes a LOS D to degrade to LOS E or F at intersections with 50 or more peak hour project trips, then the project impact is considered to be significant. If an existing intersection within the City of Carlsbad is at LOS E or F, then this condition is considered an existing deficiency. PROJECT TRAFFIC GENERATION/DISTRIBUTION AND ASSIGNMENT TRIP GENERATION Resort hotels are similar to hotels with convention facilities in that they provide sleeping accommodations, restaurants, cocktail lounges, retail shops, ballroom and meeting rooms. However, the primary difference is that resort hotels cater to the tourist and vacation business, often providing a variety of recreation facilities, rather than convention and meeting business. The La Costa Resort and Spa provides these recreation facilities (such as golf, termis and spa). The intention ofthese recreation facilities is to provide campus recreation services allowing guests to remain at the resort, unlike hotels which require guests to leave to patron such facilities. Trip generation research has been conducted which determined that resort hotels generate less traffic due to multiple recreation services provided. Generally, when determining trip generation for a resort hotel, an overall trip generation rate would be used based on the number of guestrooms and inclusive of such recreation facilities, meeting rooms and conference facilities, restaurants, retail and ballrooms. However, when an established resort makes modifications to it's facilities, a determination must be completed as to what effect, ifany, these changes will have on the overall trip generation for the resort. Rick Engineering Company 8 July 26,2004 Transportation Division files\14107\report\14107i.003.doc Based on the existing traffic counts conducted at the La Costa Resort and Spa site during September 2002, the site was calculated to generate about 2,575 ADT with 228 AM peak hour trips and 159 PM peak hour trips. This equates to about 5.39 ADT/unit as summarized in Table 1. The site had 478 rooms during the September 2002 traffic count. Appendix B shows the existing trip generation calculations. It should be noted that other uses (single family units north of Arenal Road and condominium units along Costa Del Mar) which utilized the same access points as the La Costa Resort and Spa were subtracted/or not included to calculate the traffic generation for the existing La Costa Resort and Spa. The following is a summary of the trip generation assumptions based on the change in uses/intensities of uses: Resort Villas An additional 197 resort villa units are proposed. Based on a trip generation rate of 6.24 trips per occupied unit, a net increase in trip generation of approximately 1,229 daily trips with 64 inbound and 31 outbound AM peak hour trips and 45 inbound and 63 outbound trips in the PM peak hour are calculated. The 6.24 per unit rate is based upon the All Suites Hotel' trip generation rate found in the Institute of Transportation Engineer's (ITE) Trip Generation Manual (6* Ed.) The description lists amenities ofthe All Suites Hotel' as providing sleeping accommodations, restaurants, lounges and meeting space. Suites have a sitting room and a separate bedroom and (often) kitchen facilities. All Suites Hotels' are located primarily is suburban areas. The similarities between the facilities provided, the type of suite, and the geographic location of the 'All Suites Hotel' match the La Costa Resort and Spa more closely than any others; speciflcally multi-family or other hotel rates. Ballroom/Conference Space The project proposes to add 42,514 sf ballroom within the site. However only 18,000 sf of the 42,514 sf make up the actual balh-oom/conference space, and therefore was utilized in calculating the trip generation for the ballroom. Since the remaining 24,514 sf consists of "back of house" uses such as hallways, food area preparation, ancillary uses, etc., traffic was assumed not to be generated by these uses. When no specific trip generation rate is available, typically a rate can be determined based on a similar type use adjusted slightly based on site specific operation/characteristics provided by the applicant. The following is information was used in detennining trip generation for ballroom/conference space. Since the majority of the square footage added is ballroom/meeting space, a comparable rate for a church was determined to be most representative. Therefore, the trip generation rate of 9 trips per 1,000 square feet was quadmpled (36 trips/1,000 square feet) to assume maximum attendance, which is how maximum attendance is determined for a church in the "SANDAG" TRAFFIC GENERATORS, brief guide, April 2002. Consideration was given to the amount of guest usage, which would reduce the amount of traffic by the facility since the guests would already be on site and would not have to drive to attend ballroom events. Based on conservative estimates, guest usage was determined to be 50%. The 50% guest use rate is based on historical data and the overall marketing approach for the conference space facilities. The ballroom is RickEngineering Company 9 July 26,2004 Transportation Division files\14107\report\14107i.003.doc I I calculated to generate about 324 ADT with 16 trips during the AM peak and 26 trips during the PM peak. Food and Beverage With a calculated decrease in Food and Beverage uses (15,058 sf proposed versus 16,102 sf existing), it was assumed that the trip generation related to these uses will remain the same. Therefore no additional trips were calculated due to these uses. Retail A slight increase was calculated for Retail uses (4,268 sf proposed versus 2,500 sf existing). Utilizing a trip generation rate of 40 trips/1,000 square feet, this increase accounted for about 71 ADT with 2 trips during the AM peak and 6 trips during the PM peak. No deduction was made for guest use. Spa The spa will substantially reduce in size. The current square footage is 71,594 square feet and that will be reduced to 26,475 square feet. Though the Spa will be reduced in size, it's anticipated that the pafronage will be similar. Therefore it is assumed that the trips generated by the Spa are already accoimted for in the traffic generation of the existing site. The Spa currently serves 5,000 freatments per month and a similar amount is expected after renovation. Appendix C contains the sources for the trip generation rates used in this analysis. Table 1 shows the overall project trip generation calculations. Based on the overall changes/modifications to the La Costa Resort and Spa, the project is calculated to add additional 1624 daily trips. The project is calculated to have an increase of 75 inbound and an increase of 38 outbound AM peak hour trips and an increase of 61 inbound and an increase of 79 outbound PM peak hour trips. TRIP DISTRIBUTION/ASSIGNMENT The project-generated traffic was distributed to the roadway system based on a Select Zone Assignment prepared by SANDAG (Zone #1023). The estimated primary trip regional traffic distribution is shown in Exhibit 6. It was also estimated that 2% of the project traffic would utilize Esfrella Del Mar north of Arenal Road (within residential area) to ingress/egress the project site. Once the trip distribution was established, the proj ect-generated traffic was assigned to the local street system. Exhibit 7 shows the project traffic volumes. EXISTING CONDITIONS WITH AND WITHOUT THE PROJECT Table 2 shows that all study area intersections operate at LOS C or better with and without the addition of project traffic. Tables 3 and 3a shows that all roadway segments operate at LOS A with and without the addition of project traffic. It should be noted that to simulate weekday peak La Costa Resort operating conditions, all inbound and outbound tuming movements at the intersections of El Camino Real/Arenal Road and El Camino Real/Costa Del Mar were increased Rick Engineering Company 10 July 26, 2004 Transportation Division files\14107\report\14107i.003.doc by 30%). These increases were also distributed out to the sfreet segments and the intersection of El Camino Real/La Costa Avenue based on the regional distribution percentages. Exhibit 8 shows the existing with project traffic volumes. No significant impact is calculated due to the addition of project traffic. Intersection calculation sheets are provided in Appendix D. FUTURE CONDITIONS To analyze long-term (future) forecasted traffic within the project area, fraffic volumes, analysis and future planned improvements were reviewed and taken from the most recent approved traffic studies in the area. These studies included the "Traffic Impact Analysis for the Villages of La Costa" conducted by Linscott, Law & Greenspan Engineers, July 19,2001 and "The Carlsbad Lucky Store Traffic Study" conducted by Fehr & Peers Associates, Inc., April 25, 1997. The forecasted peak hour tuming movements at the intersections of El Camino Real/Arenal Road and El Camino Real/La Costa Del Mar were calculated based on the following assumptions: • The balancing of peak hour traffic volumes from nearby intersection (El Camino Real/La Costa Avenue). • Relative growth from existing ground counts to ftiture forecasts in the Villages of La Costa Traffic Analysis. • The National Cooperative Highway Research Program (NCHRP) Report 255 procedures were used to determine future forecasted tuming movement volumes prior to balancing. 2010 CONDITIONS WITH AND WITHOUT THE PROJECT Table 4 shows that all study area intersections at LOS C or better with and without the addition of project traffic. Tables 5 and 5a show that all roadway segments operate at LOS A with and without the addition of project traffic. No significant impact is calculated due to the addition of project fraffic. Exhibits 9 and 10 show the 2010 traffic volumes and 2010 with project traffic volumes, respectively. 2020 CONDITIONS WITH AND WITHOUT THE PROJECT Table 6 shows that all study area intersections, except one, operate at LOS D or better with or without addition of project traffic. The exception is the intersection of El Camino Real/La Costa Avenue. This intersection operates at LOS E. Poor operations at this intersection are primarily due to heavy southbound right-tums and heavy westbound right-tum movements. The installation of an exclusive right-tum lanes both southbound and westbound are plarmed and proposed as part of the mitigation for the Villages of La Costa Project (southbound right-tum) and Lucky Store Project (westbound right-tum). These improvements will increase capacity and improve the operation to acceptable LOS D conditions with and without the project. Tables 7 and 7a show that all roadway segments operate at LOS C with or without the addition of project traffic. No significant impact is calculated due to the addition of project traffic. 'All Suites Hotel' Rate from ITE Trip Generation Manual (6"" Ed.) There are no specific SANDAG trip generation rates for conference space. However, since the majority ofthe square footage added is ballroom/meeting space, a comparable rate was used. Therefore, a comparable rate of 36 trips/1,000 s.f or 9 trips/1,000 s.f for a church quadmpled for the day of assembly was used. Also, since ballroom activities/assembly occur outside of normal weekday peak hour conditions, typical SANDAG peak hour percentages and splits were used. A 100% reduction of RTOR shadowing left-tums was applied for a striped right-tum lane (southbound and westbound). Exhibits 11 and 12 show the 2020 traffic volumes and 2020 with project traffic volumes, respectively. CONGESTION MANAGEMENT PROGRAM (CMP) Based on the project fraffic generation, the proposed project does not exceed the traffic volume threshold identified in the Congestion Management Plan for the San Diego Region (the project is calculated to generate 165 ADT and 12-peak hour trips). The Guidelines for CMP state that an analysis of the designated CMP roadways and Regionally Significant Arterials (RSA) within the project area is required for projects generating 2,400 or more ADT, or 200 or more peak hour trips. The Guidelines also states that the following criteria for facilities to be analyzed: • All RSA system segments where the proposed project will add 50 or more peak hour trips in either direction to adjacent street traffic. • Mainline freeway locations where the project will add 150 or more peak hour trips in either direction. The nearest CMP arterial and freeway within the project area is El Camino Real and 1-5. Based on the project generation and distribution percentages, the project will not add 50 or more peak hour trips to the nearest RSA or 150 or more peak hour trips to the nearest freeway facility in either direction, therefore, a CMP analysis is not required for the proposed project. SITE ACCESS/ON-SITE CIRCULATION SITE ACCESS/CIRCULATION An evaluation ofthe proposed site, including site access, circulation and parking, was performed. Exhibit 3 shows the proposed site plan. Generally, the proposed site plan provides adequate site access and circulation to meet both weekday and weekend demand. The three on-site roadways, Costa Del Mar, Arenal Road and Estrella De Mar Road will provide sufficient capacity for the on-site circulation. The signalized intersections of El Camino Real/Costa Del Mar and El Camino Real/Arenal Road, which provides access to the project site, have adequate existing and future capacity to handle the projected fraffic volumes. These two signalized access intersections will operate at LOS D or better with and without the project in existing and fiiture scenarios. In general, the proposed circulation will operate similar to those in existing conditions with the following exceptions: • A valet drop-off/pickup loop will be constmcted just north of the existing hotel. This will provide sufficient storage for valet operations due to the relatively long entrance drive provided off of Estrella De Mar and the loop configuration near the entrance to the hotel. Both these events are under City of Carlsbad permits and run as special events. During these special events, on-site traffic confrol shall be provided to eliminate queuing. SUMMARY/CONCLUSIONS The project will not cause any of the intersections to experience unacceptable conditions as defined by the City of Carlsbad. However, the intersection of El Camino Real/La Costa Avenue will operate below the City of Carlsbad's guidelines for acceptable operations during peak periods. The project will not result in an increase in the v/c ratio ofthe intersection over baseline conditions. Therefore, the project is not calculated to significantiy impact this intersection. Planned improvements are proposed as part of the mitigation for the Villages of La Costa Project and The Lucky Store Project which improve the level of service ofthe intersection of El Camino Real/La Costa Avenue to LOS D conditions, which are considered acceptable peak period operations. These planned improvements are shown in Exhibit 13. It is important to note that as of March 2004, these planned improvements at the El Camino Real/La Costa Avenue intersection have already been constmcted.
