October 24, 1996 Continental Ranch, Inc. 12636 High Bluff Drive, Suite 300 San Diego, CA 92130 Attention: David Lother, Vice President Development Subject: Water Distribution System Analysis for Rancho Carrillo 658-004 Introduction This letter-report provides a water distribution system analysis for the Rancho Carrillo Project located in the City of Carlsbad. This report determines the required water line sizes throughout the Rancho Carrillo Project and discusses offsite water system improvements required with development of this project. It is not the intent of this report to address water system design for other properties in the vicinity of the Rancho Carrillo Project. Rancho Carrillo is a 668-acre project located adjacent to and south of Palomar Airport Road and east of the proposed intersection of Palomar Airport Road and proposed Melrose Drive. The project will consist of 1,816 residential dwelling units, a 17.1 gross acre school site, and a 4.5 gross acre community facilities site. Approximately 37 percent of the property is to remain as natural open space. Elevations on the Rancho Carrillo Project range from a low of approximately 200 feet to a high of 525 feet. Two water pressure zones will provide service to the project to maintain system pressures below 150 psi. Rancho Carrillo is within the Carlsbad Municipal Water District service area. The current project schedule targets the first occupancies within the project to occur around the middle of 1998. Water system improvements will be completed concurrent with required street improvements for the project. Purpose of Study The primary purpose of this study is to establish a hydraulic basis by which to evaluate options relating to initial phasing of the project. Project phasing has been recognized to be important for certain villages within the project. A secondary purpose was to update the previous water study which had been prepared for the project. The previous study was prepared by the Carlsbad Municipal Water District (C.M.W.D. No. 86-502) and is dated April 26, 1993. The main reason for preparing an update is to incorporate into the water system analysis and water pipeline sizing the land uses for the project approved as part of the Rancho Carrillo Master Plan. The Rancho Carrillo Master Plan was approved by the City of Carlsbad in late summer 1993. Water System Design Criteria The basic design criteria utilized in sizing the water distribution system piping for Rancho Carrillo includes a minimum residual pressure of 40 psi under peak hour flow conditions and a residual of at least 20 psi under maximum day plus fire flow conditions. The peaking factors used in analyzing various demand scenarios are 2.0 for average day to maximum day demands, and 4.0 for average day to peak hour demands. David Lother October 24,1996 PageS A computer analysis (KYPIPE Program, University of Kentucky) was used to determine residual pressures throughout the distribution system model. This computer program utilizes the Hazen-Williams equation for determining pipe headless. A "C" value of 120 is used for all pipes. Fire Flows t The fire flow requirements for the Rancho Carrillo development are based on planned land uses from the approved project master plan. A fire flow of 1,750 gpm was used for single family detached residential dwelling units. For multi-family residential villages, fire flows of 2,500 gpm were modeled. For the school site, a fire flow of 3,500 gpm was used in order to size the water distribution system for the project. Projected Water Demand The expected water demand for the Rancho Carrillo Project was estimated using dwelling unit densities derived from the tentative tract map, and the June 29, 1990, Carlsbad Municipal Water District Master Plan. Based on 1,816 dwelling units and a total gross acreage of 668 acres, the density is approximately 2.7 dwelling units per acre. From Table 2 of the June 1990 Master Plan, the average demand for Low-Medium Density land use (0-4 DU/ac) is 1,369 gpd/ac. Based on a dwelling unit density of 2.7 DU/ac, the dwelling unit demand is 507 gpd/DU. This water analysis study uses a demand factor of 600 gpd/DU for single family residential. A water use factor of 1,500 gpd/acre is used for the school site, and a factor of 3,500 gpd/acre is used for the community purpose facilities site. Table 1 provides the calculations used to determine future demands for the Rancho Carrillo Project and shows the breakdown of water demand for the 700 Zone and the 550 Zone of the project. David Lother October 24, 1996 Page 4 The total average water demand for the Rancho Carrillo Project is approximately 1,131,000 gpd (785 gpm, 1.8 cfs). Maximum day demands are estimated to be 2,262,000 gpd (1,571 gpm, 3.5 cfs), and peak hour demands are estimated to be 4,524,000 gpd (3,142 gpm, 7.0 cfs). Portions of the project fall below elevation 360 which would cause static pressures in the water system to exceed 150 psi. Therefore, there is a need to establish a lower zone within the project to provide service to areas below elevation 360. 55DA service zone elevation of£2Q feet has been established for the lower zone by the Carlsbad Municipal Water District in previous studies for this project. This report will not seek to modify the previous master planning efforts (April 1993). The water system analysis completed in this report will incorporate the use of the 520 Zone for service to the lower portions of the project. Existing Water System Facilities The existing water system facilities adjacent to the Rancho Carrillo project include a 36-inch 700 Zone water pipeline in Palomar Airport Road and a 27-inch 700 Zone pipeline in Alga Road west of El Fuerte Street to the south of the project and a 21-inch pipeline south of Alga Road winding its way to the 6 million gallon La Costa High Reservoir. There are no existing water lines within the Ranch Carrillo project boundaries. Exhibit "A", attached at the back of this report, provides a schematic showing the existing water facility in the vicinity of the Rancho Carrillo Project. Since the project fronts along Palomar Airport Road, connection to the existing 36-inch water main can be done with initial construction of Melrose Drive through the project. The existing 700 Zone water system to the south of the project in Alga Road does not extend to the subdivision boundary. The 2,000-foot extension of El Fuerte north of Alga Road to the subdivision boundary does not currently have a Carlsbad Municipal Water District pipeline in it. The District has master planned a 30-inch water main to be included in El Fuerte from Alga Road north to Poinsettia Lane, and in the future extending it from Poinsettia Lane north to Palomar Airport Road. The David Lother October 24, 1996 Page? District's Capital Improvement Program projects funding for the 30-inch 700 Zone pipeline from Alga Road to Poinsettia Lane between the years 2001 and 2006. There are no existing 520 Zone water system facilities in the vicinity of the project. All 520 Zone facilities needed for the Rancho Carrillo Project will be built as part of the infrastructure requirements for this development project. »Exhibit "A" shows the boundary between the 700 Zone service area and the 520 Zone service area within the project. This boundary approximately identifies the 360-foot elevation which is nearly the lowest elevation which can be served by the 700 Zone system while maintaining a static pressure of less than 150 psi. This zone boundary shown on Exhibit "A" is approximate and may change slightly based on final grading and improvement plans submitted for individual maps for the villages within this project. These minor adjustments can be made once tentative maps for the villages are submitted and reviewed prior to the start of preparing final improvement plans. Water System Analysis Appendix "A" contains the computer analysis performed for the ultimate Rancho Carrillo water system. Exhibit "A", attached at the back of this report, provides a node and pipe diagram for the computer model and shows the recommended water line sizes for the ultimate buildout of the project. The ultimate water system analysis was performed by modeling a fixed grade node for the 700 Zone water system at the northeast corner of the project. A fixed grade node on the existing 36-inch pipeline in Palomar Airport Road was set at a grade of 689.55 feet. This value was taken from previous water system modeling work performed by the Carlsbad Municipal Water District (April 1993) for the Rancho Carrillo Project. A single fixed grade node in Palomar Airport Road was used to model the entire project because of the uncertainty as to when the offsite 30-inch water line connection in El Fuerte Street to Alga Road would be made. Therefore, we designed the system to adequately operate from a single source in Palomar David Lother October 24, 1996 PageS Airport Road. As will be discussed in the phasing portion of this report, we recommend that the offsite 30-inch connection in El Fuerte Street be completed as soon as the Carlsbad Municipal Water District Capital Improvement Program will allow. The proposed backbone water system includes a 16-inch 700 Zone pipeline in Melrose Drive from Palomar Airport Road to Poinsettia Lane. The remainder of Melrose Avenue includes a 12-inch 700 Zone pipeline. Poinsettia Lane includes a 12-inch 700 Zone pipeline and a 12- > inch 520 Zone pipeline. A pressure reducing station is proposed to be located at the intersection of Melrose Drive and Poinsettia Lane. A 12-inch 520 Zone pipeline is proposed in Melrose Drive from Poinsettia Lane south to Carrillo Way. The 700 Zone system includes a 10-inch and 12-inch pipeline loop through the northeast portion of the project looping back to Melrose Avenue. At the south end of the project, an 8-inch 700 Zone pipeline connects between Melrose Avenue through Villages O, Q, and R to El Fuerte Street. The previous water study prepared by the Carlsbad Municipal Water District had recommended that a 12-inch pipeline loop be constructed offsite south of the Rancho Carrillo Project in Melrose Drive and Alga Road. We are recommending that this 700 Zone loop be completed within the project through Villages O, Q, and R as part of the subdivision water piping. This onsite loop will provide the same level of service and minimize the cost of the water system as well as reduce the duplication of pipelines in the District's system. The proposed 520 Zone water system serves the central portion of the Rancho Carrillo project. Two pressure reducing stations are proposed within the project. One is located at the intersection of Melrose Drive and Poinsettia Lane near Village K and the second is proposed in El Fuerte Street just to the south of Village T. The 520 Zone system will provide service to Villages K, J, the school site, Village L and Village Q. The configuration of the pressure reducing stations is such that one station will obtain primary service from the 700 Zone system coming from Palomar Airport Road and the second station will obtain primary service from the 700 Zone system in El Fuerte Street. This provides for reliability and redundancy within the 520 Zone water system. David Lother October 24, 1996 Page 9 The computer results in Appendix "A" provide printouts for modeling several different scenarios. Included are average day flows, maximum day plus fire flows, and peak hour flows. The critical condition for this project is maximum day plus fire flows. For the ultimate buildout analysis of this project, we included a fire flow in each zone simultaneously. The fire flows were set at the school site, the multi-family residential sites, as well as several single family locations throughout various villages. A summary of the computer modeling results can be found in Table 2. As was pointed out earlier in this discussion, these results are based on an ultimate system computer model which is only connected to the existing 700 Zone system in Palomar Airport Road. The model includes the 2,000 feet of 30- inch offsite water line in El Fuerte Street south of the subdivision boundary but no fixed grade node is set at the intersection of Alga Road and El Fuerte Street to provide any input of flow to the computer model. Rancho Carrillo Project Phasing The current development plan for the Rancho Carrillo Project includes Villages A, B, C, D, H, I, J, O, and Q in the initial phase of the project. Before these villages begin construction, the backbone infrastructure system will be constructed including all the utilities in Melrose Drive and Poinsettia Lane. This must be done in order to relocate existing wet utilities which traverse the subdivision so that grading of the project can proceed. Villages A, B, C, D, H, and I are within the 700 Zone service area. Villages A, B, C, and D do not have internal layouts yet so it is not possible to fully address water service within these villages in this report. Villages H and I are small and are planned to be served from a single connection off Melrose Drive. Village J is in the 520 Zone system connected off Poinsettia Lane. This village is small and will ultimately be served from a single connection. Village O is proposed to be serviced by the 700 Zone system. It is also adjacent to Melrose Avenue and will be serviced by a 10-inch 700 Zone pipeline in Carrillo Way which is connected to Melrose Drive. Village O is a small single family development comprising approximately 51 homes. Because the elevations within Village O exceed the range of elevations that can be served by the 520 Zone, it is proposed that Village O be serviced by the 700 Zone system. Static pressures in this village will approach 150 psi. Village O can be serviced from a single feed off Carrillo Way, therefore, there are no phasing issues related to development of Village O. David Lother October 24, 1996 Page 11 Village O Phasing. Village Q is within both the 700 Zone system as well as the 520 Zone system. The northern portion of Village Q is in the 520 Zone system which, on the east end, connects to Melrose Drive by way of Carrillo Way. On the west end, Village Q connects to the second proposed pressure reducing station for the project which is in El Fuerte Street. In building out Village Q, it is anticipated that development will proceed from east to west through Village Q. >As Village Q development moves westward, there will come a point when a single feed off Melrose Drive in Carrillo Way will not be sufficient to deliver the fire flow requirement. Based on our computer modeling studies, we recommend that no more than 73 dwelling units be constructed in the 520 Zone system in Village Q prior to a second connection being made to the 520 Zone system in Village Q. This dwelling unit threshold for Village Q is independent of the level of development in other parts of the 520 Zone service area such as Village J. Figure 1 presents a schematic showing the extent of 520 Zone piping within Village Q which will serve the 73 homes. In Figure 1 this piping is labeled as Phase I 520 Zone Piping. Appendix B presents computer modeling results for the initial phase of development in Village O and Q. Table 3 provides a summary of the computer modeling results. Once the limit of 73 homes within the 520 Zone system in Village Q is reached, there are two alternatives to providing a secondary connection to the 520 Zone system in Village Q. These alternatives are equivalent in terms of their capability to provide adequate domestic and fire flow for the buildout of Village Q. At this point in the processing of the Village Q development plans it is hoped that the Carlsbad Municipal Water District will review both alternatives, find them to be acceptable, and allow the developer to maintain the flexibility to pursue either alternative when the need for a secondary connection arises. With this in mind, we will review the two alternatives. The first alternative to explore includes connecting the 520 Zone system within Village Q to the proposed 12-inch 520 Zone pipeline in Poinsettia Lane. In addition to this pipeline connection, a loop would be completed within the 520 Zone system in Village Q. This piping is depicted in Figure 1 as dashed piping described as Phase II 520 Zone piping. The 8-inch pipeline connecting to Poinsettia Lane would generally follow the proposed alignment of the gravity sewer for Village Q and cross a proposed pedestrian bridge which David Lother October 24,1996 Page 14 would cross the open space canyon between Village Q and Poinsettia Lane. Once the Phase II 520 Zone piping shown in Figure 1 is completed, it allows the buildout of the 520 Zone system within Village Q. Under this alternative, the second pressure reducing station located in El Fuerte Street would be constructed during a later phase of the project. Appendix C presents computer modeling results showing that this alternative will permit the buildout of Village Q. Table 4 provides a summary of the computer modeling results. Figure 2 provides a schematic of the second alternative for facilitating the buildout of Village Q. Again, in this figure the Phase I 520 Zone piping indicates that portion of Village Q which could be served off the single connection to Melrose Drive in Carrillo Way. Under this alternative, the second pressure reducing station would be constructed as part of the Phase II facilities for Village Q. In addition, the 8-inch pipeline t connecting the pressure reducing station to the Village Q streets would need to be constructed. Finally, in order to provide a source of water for the second pressure reducing station in El Fuerte Street, the 700 Zone water line in Carrillo Way would have to be constructed from Melrose Drive westerly to El Fuerte Street. This 8-inch and 10-inch pipeline was earlier discussed as the loop line in the 700 Zone system which replaced the previously proposed loop in Melrose Drive and Alga Road offsite. As shown in Figure 2, Phase II facilities include some 520 Zone piping, some 700 Zone piping and the pressure reducing station. The advantage to Alternative 2 is that all the facilities being constructed under Phase II for Village Q are part of the ultimate facilities needed for the entire Rancho Carrillo project, whereas, with Alternative 1 the ultimate water system does not require a 520 Zone connection between Poinsettia Lane and Village Q. However, Alternative 2 does require a lot more piping to be constructed under Phase II for Village Q. As mentioned before, once all the Phase II facilities depicted in Figure 2 are constructed then the balance of Village Q can be constructed. Appendix D includes a computer modeling printout for Alternative 2 showing that buildout of Village Q can be achieved under this proposed scenario. Village Q phasing begins with the ability to construct 73 homes within the 520 Zone service area off a single connection in Carrillo Way to Melrose Drive. When additional homes within the 520 Zone service area need to be constructed, a second connection needs to be built to Village Q to provide adequate domestic and fire flow to Village Q. This report outlines two workable alternatives for providing the secondary connection in the 520 Zone for Village Q. Either system can work and it is hoped that the Carlsbad Municipal Water District will allow the developer to maintain the flexibility to implement either alternative when the need for a secondary connection in the 520 Zone system of Village Q arises. David Lother October 24, 1996 Page 18 El Fuerte Street. The current Carlsbad Municipal Water District Water Master Plan proposes a 30-inch 700 Zone water main in El Fuerte Street from Alga Road north to Palomar Airport Road. The portion of 30-inch pipeline from Alga Road north to Poinsettia Lane is scheduled for funding by the Carlsbad Municipal Water District C.I.P. between the years 2001 and 2006. The Rancho Carrillo Project is constructing the portion of El Fuerte Street within their subdivision boundaries. Two issues need to be discussed relative to El Fuerte Street. First is the reimbursement by the District to the developer for construction costs of the master planned 30-inch pipeline in the new portion of El Fuerte Street; and secondly, the timing and responsibility for construction of the offsite 30-inch pipeline connection between the southern Rancho Carrillo subdivision boundary and Alga Road. Onsite El Fuerte Street. The El Fuerte Street improvements which the developer is constructing within the subdivision boundary will include the Carlsbad Municipal Water District master planned 30-inch 700 Zone water line. Since this is a master planned facility and is not needed to serve the Rancho Carrillo project, we recommend that the cost of construction of the 30-inch pipeline in El Fuerte Street be borne by the Carlsbad Municipal Water District. The developer needs to make arrangements with the Carlsbad Municipal Water District for fee credits or reimbursement for the cost of constructing this portion of the 30-inch pipeline. Offsite 30-Inch Water Line in El Fuerte Street. El Fuerte Street improvements between Alga Road and the Rancho Carrillo subdivision boundary have been constructed. However, there are no Carlsbad Municipal Water District water facilities within this constructed roadway. The Carlsbad Municipal Water District has confirmed to us that the District's Capital Improvement Program includes a line item for construction of the 30-inch water line in El Fuerte Street. However, the timetable for that construction has been, to this point, At the end of the capital improvement program forecasting time frame (Year 2001 - 2006). Construction of this offsite pipeline by the Carlsbad Municipal Water District will provide a secondary source of water to the Rancho Carrillo Project. In addition, it will David Lother October 24,1996 Page 19 provide a secondary source of water to future projects to the west of the Rancho Carrillo Project. As was presented earlier in this report, the water system design for the Rancho Carrillo Project is based on a single source feed from Palomar Airport Road. Therefore, there is no hydraulic requirement for the offsite El Fuerte Street connection to be made. The need for the connection is based solely on reliability and redundancy of water service to the Rancho Carrillo Project. It should also be noted that there are currently two proposed connections >to the 700 Zone water systems in Palomar Airport Road for the Rancho Carrillo Project. Therefore, we encourage the Carlsbad Municipal Water District to make every attempt to bring forward, within their capital improvement program, the funding for construction of the 30-inch 700 Zone water line in the existing section of El Fuerte Street from Alga Road to the Rancho Carrillo subdivision boundary. Conclusions and Recommendations The following is a summary of our conclusions and recommendations based on our study of the Rancho Carrillo water system: 1. The recommended water system configuration in sizes for the Rancho Carrillo Project are shown on Exhibit "A". 2. The Rancho Carrillo Project requires two water service zones. The project will be connected to existing 700 Zone facilities in Palomar Airport Road and ultimately to a 700 Zone pipeline in El Fuerte Street. A new water service zone will be created within the project At a hydraulic gradeline of 520 feet to serve the lower elevations within the subdivision. 3. The Rancho Carrillo Project is not required to construct any offsite water system facilities. Initially, water service will be obtained by connecting to the existing 36-inch 700 Zone pipeline in Palomar Airport Road. Ultimately, a second connection will be provided in El Fuerte Street by a 30-inch 700 Zone David Lother October 24, 1996 Page 20 pipeline which is a Carlsbad Municipal Water District Capital Improvement Program project. 4. The 520 Zone water system within the project will be served from two pressure reducing stations which will be constructed within the development project. One is located At the intersection of Poinsettia Lane and Melrose Drive and the second is located in El Fuerte Street. 5. Initial development phasing of the project will begin with Villages A, B, C, D, H, I, J, O, and Q. Village Q phasing includes 73 dwelling units within the 520 Zone system which can be served from a single connection to Melrose Drive in Carrillo Way. Beyond that number of units within Village Q, the report has outlined two alternative approaches toward providing a second source to the 520 Zone system in Village Q. We request that the District review both alternatives and allow the developer to maintain the flexibility of using either alternative depending upon the development circumstances At the time the need for the second connection arises. 6. This report recommends that the Carlsbad Municipal Water District pay the costs for the master planned 30-inch pipeline in the segment of El Fuerte Street which is being constructed by the Rancho Carrillo Project. 7. This report's water system analysis is based on the land uses and street configurations established as part of the Rancho Carrillo Master Plan. As individual villages are planned and mapped, we recommend that the water system for each village be evaluated to ensure that it conforms to the overall master plan as presented in this water study. Individual water studies for the various villages may be necessary to verify pipe sizing throughout any village, particularly when the proposed street alignments and configuration may vary from that established in the master plan. 8. Individual pressure regulators must be installed on all the dwelling units within the 700 Zone service area which are below pad elevation 516 feet to prevent water service pressures within the houses to exceed 80 psi.
