SEWER GIS SUBMITTAL
The Scope of Work for the City of Carlsbad Water and Sewer Master Plan Updates dated October 31,
2001 includes a task for Dudek and Associates, Inc. to develop a Geographical Information System (GIS)
for the City of Carlsbad sewer system. A hydraulic model of the sewer interceptor system was created
from the sewer system GIS and used in the hydraulic analysis performed as part of the 2003 Sewer Master
Plan Update. This separate submittal documents the GIS development process and includes an attributed
shape file of the completed sewer system GIS on the included compact disk.
1.1 PROJECT DEFINITION
A sewer system GIS for the City of Carlsbad was prepared based on information obtained from available
construction and as-built drawings. Per the project scope, information was input based on drawings dated
up to December 31, 2001 and including the 2001-2002 Vista/Carlsbad Sewer Replacement Project. An
additional services contract included a task to add pipelines in the Sand Shell Lift Station service area
based on 2002 drawings.
1.2 DATA COLLECTION
Construction drawings were located for gravity pipelines, siphons and forcemains using the City's data
management system (DMS) and searching through drawing files at the City offices. Signed as-built
drawings were used. If as-built drawings could not be located, the most recent signed construction
drawings were used. An extensive joint effort by Dudek and City of Carlsbad staff was required to locate
many of the drawings. Several drawings were ultimately located at the Carlsbad Municipal Water District
offices and Encina WPCF lift station sites (force main drawings). Construction drawings could not be
located for several areas of the system, primarily in the older "village" area of Carlsbad. At the direction
of City Staff, information for pipelines in these areas was input based on data provided in the City's
existing sewer atlas book. For pipelines and manholes with data collected from the Sewer Atlas Books,
only available data was entered. Therefore, attribute data will be missing for some fields.
1.3 GIS DAT A FIELDS
Physical data was collected and input for pipelines and manholes. Several meetings were held with City
Staff to determine the required fields and data format. The following table summarizes the GIS data
fields.

1.4 DATA QUALITY CHECKS
GIS fields were populated by either manually entering data into a GIS database (i.e. elevations, diameters,
drawing numbers, etc.), deriving data from database calculations (ie. pipeline slope, MH invert center
elevation) or performing intersections with other data files (i.e. street segment name, atlas book page, etc).
For data fields that were manually input, default values were used and set where appropriate to minimize
input errors. A series of quality checks were also performed to identify and correct input errors. The
QA/QC performed on the GIS fields include the following data input checks:
-Check for unique Pipe_ID, and Manhole ID.
-Check for empty Fields in Manhole Type, Manhole Diameter, DistrType, INT_ SYS, LineType, Pipe
Diameter, Length, Slope, Pipe Type, Sheet No, and MapKey fields.
-Check to make sure that all dates in the BuiltDate and SignDate fields are in the correct format.
-Check for consistency in the DistrType Field, as far as capitalization and naming conventions. Also
check for naming conventions in the Interceptor System fields and LineType fields.
-Check for consistency in Manhole Type field.
-Check for RIME of Manhole Less than IE CEN.
-Check for IE OUT of Manhole Greater than IE IN. --
-Check for extreme values in DEPTH of Manhole.
-Check for IE_DN of Pipeline Greaterthan IE_ UP.
-Check for negative numbers in Slope field.
-Auto calculation for Drop Manhole designation. If difference between IE_ UP and IE_ DN is greater
than specified amount, Manhole Type will be changed to Drop.
-Check for non-standard values in Pipe Length field.
-Check for non-standard values in Pipe Diameter, Invert and Ground Elevation Fields.
1.5 FINAL PRODUCT
The City of Carlsbad Sewer GIS is provided on the attached CD and illustrated on the included exhibit.
The exhibit indicates which pipelines in the sewer GIS have information collected from record drawings,
and which pipelines have information obtained from the City Sewer Atlas. The CD also includes the
exhibit image file, and a Microsoft Word file of this document. The sewer GIS consists of two ESRI
shapefiles. One shapefile contains pipeline facilities, and the other contains manholes. These files are
compatible with ESRI's ArcGIS 8.x suite of GIS software. They may also be imported for use in
AutoCad. The files are in the State Plane Coordinate System: NAD 83, California Zone 6, US Feet.
