Introduction
Leighton and Associates, Inc. is pleased to submit this report which includes a
discussion of the results of the investigation of soil conditions at the subject
site. The objective of this investigation was to determine the likelihood of
petroleum hydrocarbon contamination of the soil beneath former onsite underground
diesel fuel tank, and stockpile of soil produced by excavation of the tank.
The scope of work for the subject investigation included collection of soil
samples from the tank excavation and soil stockpile, laboratory analyses of
13 soil samples, and preparation of this report. The following report includes
a map showing the location of the soil samples, the results of the field
investigation, a discussion of the laboratory results, and conclusions and
recommendations.

Site Description and Background
The site is a sewage pump station that is part of a sewage pipeline system that
boosts sewage up to a topographically higher level so that it can be routed to
a nearby treatment plant. The site is located near the south side of the Agua
Hedionda lagoon, east of the railroad tracks and 2,500 feet northeast of the San
Diego Gas and Electric (SDG&E) Encina Power Plant on Carlsbad Boulevard
(Figure 1). The site can be accessed via a dirt road which runs parallel with
the railroad tracks and immediately east of the tracks. The dirt road can be
accessed from Cannon Road 1/4 mile west of Interstate 5, and north of Cannon
Road.
In addition to being powered by electricity, the pump housed at the site has an
emergency generator which is fueled by an underground diesel fuel storage tank.
The emergency generator is used to operate the pump station facility during
interruptions in San Diego Gas and Electric (SDG&E) electrical power service.
According to City of Carlsbad representatives, the fuel tank was installed in
1977, and is 1,000 gallons in capacity and made of reinforced fiberglass.
The City of Carlsbad had indicated to Leighton and Associates that a release had
occurred from a pipe fitting in the fuel supply line from the tank to the
generator. The release was discovered subsequent to removal of the tank and
associated piping on July 25, 1990. Subsequently, the city contracted Leighton
and Associates to collect soil samples from the pipeline and tank excavation for
analysis to evaluate which areas of soil had been contaminated by the release.
Field Investigationa
On July 25, 1990, Leighton and Associates collected two soil samples from the
diesel fuel tank excavation (1-N-ll and l-S-10.5) at depths of 11 and 10.5 feet
below land surface (bis), and two soil samples from the pipeline excavation
(P-10-2' and P-21-2') at a depth of 2 feet bis at the locations shown in
Figure 2. The soil samples were collected using a hand trowel that was cleaned
in a solution of trisodium phosphate (TSP) and water, and rinsed with deionized
water prior to collection of each sample. After collection, each sample was
placed in a laboratory supplied glass jar with a Teflon-lined cap and placed in
an ice-cooled container awaiting delivery to a Department of Health Services
certified laboratory, Analytical Technologies, Inc. (ATI) for analysis. Each
sample was analyzed by the laboratory for fuel hydrocarbons by Modified EPA
Method 8015/CDOHS.

The results of these analyses (Appendix B) are summarized in Table 1 and indicatem that fuel hydrocarbons were not detected above the laboratory detection limit in
« soil samples 1-N-ll.O', l-S-10.5, and P-10'-2. However, fuel hydrocarbons were
detected in soil sample P-2T-2 at a concentration of 4,100 milligrams/kilogram
m (mg/kg).
** As a result of the above data, the City of Carlsbad excavated the soil in the
area of soil sample P-21-2' to a greater depth in an effort to remove hydrocarbonm containing soil at a concentration above 100 mg/kg (approximately 1 cubic yard).
<ni On August 9, 1990, Leighton and Associates collected an additional soil sample
(T-l-4) from the excavation in this area, and four soil samples (SP-1 through SP-
"«i 4) from the stockpile produced by tank excavation. The soil samples were
^ collected in accordance to the County of San Diego Hazardous Materials Management
Guidelines. The soil samples were collected as previously discussed, delivered
^ to ATI for analysis for fuel hydrocarbons and organic lead by EPA Method 6010.
Soil samples T-l-4' and SP-4 were also analyzed by EPA Method 8020 for benzene,
* toluene, ethyl benzene and total xylenes (BTEX).
* It is our understanding that the trench has been backfilled with clean soil and
m a building has been constructed over the former diesel fuel line trench.

_. Laboratory Results<fll
m The results of analytical analyses are summarized in Table 1 and presented in
Appendix B, Chain-of-Custody forms and QA/QC data is also included in Appendix B.
* The data indicates that fuel hydrocarbons and BTEX were not detected above the
laboratory reported detection limit in soil samples T-l-4'. Organic lead was not
** detected in any of the samples. However, fuel hydrocarbons were detected in 3 of
« the 4 soil samples from the stockpile, i.e., soil sample SP-1 at a concentration
of 300 mg/kg, soil sample SP-3 at 330 mg/kg, and soil sample SP-4 at 140 mg/kg.
«, BTEX was not detected above the laboratory reported detection limit in soil
sample SP-4.
^ Based on the results of the above data, the City of Carlsbad reported to Leighton
and Associates that they would be leaving the stockpiled soil on site so that
*» natural bioremediation would occur in hope of lowering the concentration of
hydrocarbons. Subsequently, the City of Carlsbad informed Leighton and
** Associates that the stockpile had been relocated 60 feet to the southwest (see
— Figure 2) and that they needed additional soil samples collected and analyzed to
evaluate the effectiveness of natural biodegradation of the hydrocarbons in the
M soil. Therefore, on January 18, 1991 four more stockpile samples were collected
(SP-5 through SP-8) from the relocated stockpile. The location of the sample
** collection points are shown on Figure 2. The stockpile samples were collected
in accordance with the HMMD sampling guidelines (Appendix A, Reference 1). Them samples were collected in the manner previously described, and then delivered to

ATI for analysis by Modified EPA Method 8015 for fuel hydrocarbons. The soil
samples with the highest fuel hydrocarbon concentration (SP-6) was also analyzed
by EPA Method 8020 for BTEX, EPA Method 6010 for organic lead, and EPA Method
1010 for flash point.
The results of analysis (Appendix B) are summarized in Table 1 and indicate that
fuel hydrocarbons were detected in soil samples SP-5, SP-6, SP-7 at
concentrations of 49, 120, and 62 mg/kg, but not above the laboratory reported
detection limit in soil sample SP-8. BTEX were not detected in soil sample SP-6,
and the flash point was greater than 180 degrees Fahrenheit.
It is our understanding that the former stockpile soils have been relocated to
an elevated portion of the site (greater than 5 feet above the water table). It
is the intention of the City of Carlsbad to utilize these soils as fill material
in their current location (i.e. the soils will not be moved).

CONCLUSIONS AND RECOMMENDATIONSm
M Based on the results of this field investigation, the following conclusions and
m recommendations are presented.
• Based upon the laboratory results of soil sample P-21-2', the trench
excavation was deepened to remove the contaminated soil. A second sample was
then collected (T-l-4') below the point where sample P-21-2' was collected.
<• This sample was analyzed for TPH, BTXE and organic lead. These compounds
were not detected above the laboratory reported detection limits. Therefore,
•* it appears that the contaminated soil (approximately 1 cubic yard) in the
rf area of sample P-21-2' has been removed.
^ • The results of analysis of soil stockpile samples indicated fuel hydrocarbon
, concentrations ranging from nondetection to 120 mg/kg.
• Following the determination that 4,100 mg/kg (as diesel) of fuel hydrocarbonsm were detected in soil sample P-21-2', the excavation in the area of this
4t sample was deepened to 4 feet. Soil sample T-l-4' was collected from the
base of the trench and below the point where soil sample P-21-2' was
m collected. Fuel hydrocarbons were not detected in this sample. Therefore,
— it is our opinion that the petroleum hydrocarbon affected soil (approximately
1 cubic yard) was removed from this area of the excavation.
i>• The four samples collected from the stockpile showed that the fuelm hydrocarbon contamination levels ranged from below the laboratory detection
limit and 120 mg/kg, and a mean concentration of 57.75 mg/kg. Based uponm this analysis, it appears that the fuel hydrocarbons levels in the stockpile
« have been reduced significantly.
m • Based on statistical analysis (SW 846) of the stockpile, the calculated
sample mean is 57.75 mg/kg and the upper limit of the confidence interval is
* 98.16 mg/kg (see Table 2). This is below the HMMD and RWQCB action level of
^ 100 mg/kg.
«• Based upon the results of this investigation, we recommend no further action at
this time.«••
m Based on conversations with HMMD's case worker Mr. Mo Lahsaie on April 9, 1991,
the stockpile soils can be disposed of at a Class III Landfill (with HMMD
m approval letter) or can be utilized on site as fill material as long as the soils
are not placed within 5 feet of the ground water table (i.e. their currentm location is acceptable).
