This Authonty to Construct is issued subject to the following conditions. 1 This Authonty to Construct letter shall be posted on or within 25 feet of the above described equipment or maintained readily available at all times on the operating premises. 2 The temporary authorization to operate that is incorporated into this Authonty to Construct letter will commence only upon receipt by the District of a Construction Completion Notice. Operation without authorization is a violation of District Rule 10(b) and can result in civil and cnminal penalties. 3. The Phase I system shall be constructed in accordance with the "Two-Point Stage 1 Vapor Recovery System" drawing and shall use components specified in ARB E.O G-70-97-A Each submerged fillpipe shall have the highest point of its discharge opening no more than six (6) inches from the tank bottom 4, There shall be no fugitive liquid leaks associated with the transfer of volatile organic fuels. G-70-17-AD The vapor recovery piping layout shall conform to the piping configuration specified in this Executive Order The gasoline storage tanks shall be manifolded underground as specified in the submitted drawing 7 The installed vapor plumbing and tank location(s) at this facility shall be consistent with the drawings submitted for this application and which represent and describe the vapor recovery system, except as modified by conditions herein. 8. The nozzles installed at this facility shall be Emco Wheaton Model A-4005 or equivalent ARB certified gasoline dispensing nozzles approved for this vapor recovery system 9 Each gasoline dispensing nozzle shall limit the dispensing flow rate to not more than 10 0 gallons/minute 10 Each dispenser hose configuration shall conform to Exhibit 10 of ARB E O G-70-52-AM Only coaxial product and vapor recovery dispenser hoses shall be installed and used 11. The underground vapor recovery piping layout from the dispensers to the gasoline tanks shall consist of a single 3~inch main pipe with 3-inch connections to each gasoline tank and with 2-mch branch lines connecting to the 1-inch risers under each dispenser All pipe sizes specified are minimum diameters and all pipes shall be made of rigid material which is listed for use with gasoline All vapor return and vent pipes shall be sloped towards their respective storage tanks 12. Vapor pipe risers under each dispenser shall be the hard-pipe type with minimum inside diameters of 1 inch 13 The drain system installed in the overfill protection box shall remain vapor tight at all times except dunng the draining of gasoline liquid into the tank. Alternately, a manual drain system may be used Cover-actuated drain valves shall not be installed 14 A 1/4-inch NPT threaded tap shall be installed in at least two (2) gasoline tank vent pipes, at a height of six (6) feet above grade ± six (6) inches and be easily accessible for testing This tap shall remain plugged and vapor tight except when test equipment is being connected or removed 15 To ensure adequate time for adhesion/bonding and curing of the epoxy sealant, any application of epoxy sealant on the fillpipe shall occur either in accordance with the epoxy manufacturer's requirements or the day prior to installation in the gasoline storage tank, whichever is longer 16 Each vent pipe shall be equipped with an ARB certified pressure/vacuum (P/V) relief valve The settings of the P/V relief valve(s) shall be as follows a Pressure Three (3 0) ± one-half (0 5) inches of water column b Vacuum Eight (8 0) ± two (2.0) inches of water column. Upon request of the District, the applicant shall provide access, facilities, utilities and any necessary safety equipment for vapor control system testing and inspection. 18 The following performance tests shall be successfully conducted after startup of the equipment authorized herein. For the purpose of compliance with this condition, all tests shall be conducted after backfilling, paving and installation of all required Phase I and Phase n components, a A pressure decay/leak test of the entire vapor control system including nozzle/check valve and the underground tank per ARB's Test Procedure TP-201 3 Under no circumstances shall gasoline be poured into spill containment boxes to check for leaks All liquid in the spill containment boxes and sumps shall be removed pnor to conducting this test ARB's Test Procedure TP-201 3 shall be conducted and completed between sundown and sunrise In lieu of TP-201.3, the operator/owner may choose to conduct and submit the results of District leak test method TP-96-1. This test can be conducted at any time during the day, except when ambient temperatures exceed 100 degrees Fahrenheit. No fuel shall be introduced into the underground tanks for at least three (3) hours proceeding TP-201 3 and eight (8) hours preceedmg TP-96-1 tests. b A Dynamic Pressure Performance Test shall be conducted in accordance with ARB Test Procedure TP-201 4. The pressure shall be measured from each dispenser nozzle to the underground storage tank with the vent pipe Pressure/Vacuum valve(s) installed and the poppeted Phase I coupler poppet open. c A liquid pickup device efficiency test of all hoses shall be conducted in accordance with ARB's Test Procedure TP-201.6. d. A maximum dispensing flow rate determination for at least one nozzle shall be performed for each gasoline grade The nozzle and grade shall be selected by the District and additional nozzles may be required to be tested if the dispensing rates are at or near the maximum allowed. The performance sequence of all the above tests shall be determined by the District pnor to the start of testing at this site and shall be strictly followed by the testing company. Performance of these tests simultaneously, proceeding with other tests after failure of a previous test or re-testing at this site shall only occur upon approval by the District If the tests listed above reveal system problems or inadequacies, corrective repairs shall be made. Repeat testing or additional diagnostic testing may be required by the District to assure that the system is functioning properly Many gasoline dispensing sites perform pretesting of the vapor recovery system This is done to identify and correct problems before official testing is witnessed by the District. Pretesting can eliminate the time and expense of having to perform a second test and pursue a variance until a second test has taken place The District recommends, but does not require, pretesting TEST SCHEDULING REQUIREMENT 19 Within 30 days of completion of construction, the applicant shall contact the Vapor Recovery section at (858) 694-3195, to schedule a date for District staff to witness the above specified tests 20. Monthly gasoline throughput records shall be maintained on site for three years and reported to the District at the time of testing and thereafter upon request. Carlsbad Oil Application No. 974827 May 15, 2000 -4- This Authority to Construct does not relieve the holder from obtaining permits or authorizations which may be required by other governmental agencies Contact the appropriate building inspection department (city or county) and fire district prior to installation of the vapor control equipment for permit and/or inspection requirements If underground tanks and vapor and liquid lines are to be installed or replaced, contact the County Health Department at (858) 338-2222 Within thirty (30) days after receipt of this Authority to Construct, the applicant may petition the Hearing Board, in accordance with Rule 25, for a hearing on any conditions imposed herein This Authority to Construct authorizes temporary operation of the above specified equipment This temporary Permit to Operate shall take effect upon written notification to the District that construction has been completed in accordance with this Authority to Construct This temporary Permit to Operate will remain in effect, unless withdrawn or modified by the District, until the equipment is inspected by the District and a revised temporary permit (Startup Authorization) is issued or a Permit to Operate is granted or denied CONSTRUCTION COMPLETION Upon completion of construction in accordance with this Authority to Construct and prior to commencing operation, the applicant must complete and mail, deliver personally or via facsimile the enclosed Construction Completion Notice to the District After submitting the notice, the applicant may commence operation of the equipment Operation must be in compliance with all of the conditions of this Authority to Construct and applicable District rules .
