COMPLETED: APR. 11, 2014 FOREWORD (PLEASE READ): This plan review is limited to the technical requirements contained in the California version of the International Residential Code, International Building Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws regulating energy conservation, noise attenuation and access for the disabled. This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Present California law mandates that construction comply with the 2013 edition of the California Code of Regulations (Title 24), which adopts the following model codes: 2012 IRC, 2012 IBC, 2012 UPC, 2012 UMC and 2011 NEC. The above regulations apply, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of the 2012 International Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. CARLSBAD 14-0721 APR. 11, 2014 . PLANS Please make all corrections, as requested in the correction list. Submit FOUR new complete sets of plans for commercial/industrial projects (THREE sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. A reminder that the revised structural sheets of plans need to be stamped & signed by the project engineer. (California Business and Professions Code). Provide a statement on the Title Sheet of the plans stating that this project shall comply with the 2013 California Residential Code, which adopts the 2012 IRC, 2012 UMC, 2012 UPC and the 2011 NEC. Section R106.1. . FIRE PROTECTION Please indicate on the plans whether the existing residence has a fire sprinkler system installed. If so, then provide a note stating that any additions/alterations will be provided with an automatic residential fire sprinkler system. Section R313.2. . GENERAL Note openable windows shall be located a min of 10' from all plumbing vents. Sec. R303.5. . STRUCTURAL Detail 12/SD2, as referenced on RB-3, at two locations, on Sheet S-4, is incorrect. . ELECTRICAL Show the size and location of the electrical service panel to indicate it is adequate for new electrical loads. 8. Include the following electrical notes on plans: Tamper resistant receptacles for all new locations as per NEC 210.52. Weather resistant type for receptacles installed in damp or wet locations (outside). C) GFCI protected outlets for locations described in NEC 210.8: Kitchen. d) Arc-fault protection for all new outlets. NEC 210.8(A): Family, living, BR's, dining, etc. CARLSBAD 14-0721 APR. 11, 2014 9. Per CEC Art. 210.11(C)3, note on plans that bathroom circuiting shall be either: A 20 ampere circuit dedicated to each bathroom, or At least one 20 ampere circuit supplying only bathroom receptacle outlets. 10. For a single-family dwelling unit, show that at least one receptacle outlet accessible at grade level will be installed outdoors at the front and back of the dwelling. CEC Article 210.52(E). Ii. A porch that is greater in area than 20 square feet and is accessible from the interior of the dwelling will require a minimum of one receptacle outlet. CEC 210.52(E). This receptacle must be GFCI protected. See entry porch. Note on the plans that receptacle outlet locations will comply with CEC Article 210.52. . PLUMBING Dimension on the plans the 30" clear width required for the water closet compartment. CRC 402.5. Specify on plans: New water closets shall use no more than 1.28 ga/flush, kitchen faucets may not exceed 1.8 GPM, lavatories :5i .5 GPM & showerheads :52.0 GPM. CPC Sec. 403 & 408. Revise note #15 on Sheet A8 (left side of the page). . ENERGY CONSERVATION Provide a Prescriptive or Performance energy design to show compliance with current 2008 energy efficiency standards. Information and Forms are available at: www.energy.ca.qov/tit1e24/20085tandards. The regulations require a completed and signed Form CF-1R (all pages) to be either imprinted, taped, or "sticky backed" on plans. If the project requires field verification (HERS), prior to initial plan check submittal, the CF-1R must be a "Registered" copy (filed with the HERS provider data registry and assigned a registration number). At the end of the CF-1 R forms (CF-1 R, CF-1 R ADD, or CF-1 R ALT) is an area that describes mandatory HERS inspections that are required by the energy design method. Please check the applying boxes on the CF-1 R. Show on the plans compliance with the residential energy lighting requirements (Mandatory requirement): All other rooms require any installed fixtures to be high efficacy or be controlled by a vacancy sensor or dimmer. (Closets under 70 square feet are exempt). Outdoor lighting fixtures that are attached to a building are required to be high efficacy or controlled by a combination photo-control/motion sensor. Note: Generally a high efficacy style of fixture is fluorescent, complete with electronic ballasts. Regular incandescent, quartz halogen and halogen MR lamps do not comply. CARLSBAD 14-0721 APR. 11, 2014 Include all applicable sections of the MF-1 R form with the plans. For alternations, the CF-1 R ALT forms must be submitted. (Alternations are replacement of existing building components: Mechanical equipment, windows, roofing, etc.). When replacing or modifying the mechanical system and using either the Prescriptive or Performance method for energy compliance, special HERS inspection may be required. If required, be sure to mark the correct boxes on the CF-1 R, or the CF-1 R ADD, or the CF-1 R ALT form. Note: HERS inspection is required for almost all Prescriptive modifications, the energy forms describe when special inspection is required: Examples: Replacement of mechanical equipment (air handler, condensing unit of an air conditioner or heat pump, cooling or heating coil, or the furnace heat exchanger) requires special HERS inspection. The replacement windows in an addition or alternation must meet the U-factor and Solar Heat Gain Coefficient (SHGC) of the component package. (Prescriptive requirement) .
