If. the improvement plans do not list the irrigation meter and the service/meter will be installed via another instrument such as the building plans or grading plans (wl a right of way permit of course), then the applicant must provide irrigation calculations for estimated worst-case irrigation demand (largest zone with the farthest reach). Typically the planning department landscape consultant has already reviewed this if . landscape plans have been prepared, but the applicant must provide the calculations to yOu for your use.. Once you have received a good example of irrigation calculations, keep a set for your reference. In general the calculations will include: - . . Recycled water meters are sized the same as the irrigation meter above. If a project fronts a street with recycled water, then they should be connecting to this V ' line to irrigate slopes within the development. For subdivisions, this should have been identified and implemented on the improvement plans. Installing recycled water meters is a benefit for the applicant since they are exempt from paying the San ' .•.,• . Diego County Water Capacity fees. However, if, they front a street on which the - recycled water is there, but is not live (they are charged with potable water until recycled water is available), then the applicant must pay the San Diego Water Capacity Charge. If recycled water is eventually supplied to the service connection and meter within one year of the original application for Water meter Permit, the -. Add any other activity descriptions in the blank activity description boxes provided for that purpose and place a check in the box immediately to the left of the added activity description. For each activity descrribed, pick one or more best management practices (BMPs) from the list located along the top of the form. Then place an X in the box at the place where the activity row intersects with the BMP column. Do this for each activity that was checked off and for each of the selected BMPs selected from the list. For Example - If the project includes site access across dirt, then check the box to the left of "Site Access Across Dirt". Then review the list for something that applies such as "Stabilized Construction Ingress/Egress" under Tracking Control. Follow along the "Site Access Across Dirt" row until you get to the "Stabilized Construction Ingress/Egress' column and place an X in the box where the two meet. As another example say the project included a stockpile that you intend to cover with a plastic sheet. Since plastic sheeting is not on the list of BMPs, then write in "Cover with Plastic" in the blank column under the heading Erosion Control BMPs. Then place an X in the box where the "Stockpiling" row intersects the new "Cover with Plastic" column. ' - --U-- - ::. To learn more about what each BMP description means, you may wish to review the BMP Reference Handout prepared to assist applicants in the selection of appropriate Best Management Practice measures. The reference also explains the California Stormwater Quality Association (CASQA) designation and how to apply the various selected BMPs to a project. . I. I. ;INTRODUCTION In response to your request and authorization, we have provided geotechmcal evaluation and testing - servicèsfor the proposed project. The purposes of our services were to evaluate existing soils and - I provide recommendations for construction of a second story to the existing home, and a detached • .- 4 single story garage We performed field and laboratory tests of representative material samples to evaluate suitability of -. the existing underlying soils at the site. Our findings and conclusions are presented herein. . . 2 SITE DESCRIPTION The subject site is located at 1199 Tamarack Avenue, within the City of Carlsbad in San Diego County. The site is bound by residential property to the South East and West, and Tamarack Avenue to the North.1The I site has anxisting single story residential structure. Access to the site is made through the existing driveway on Tamarack Avenue SUMMARY, OF FIELDEVALUATION Our eriginee'ri coriducted.thè field investigation on April 5, 2010. Soils encountered were Quater-- nary, paralic marine terrace deposits of the late to mid Pleistocene era, San Pedro Formation (Q) t surface grade, consisting of medium cemented light brown sandy silt with fines Soil samples were taken for laboratory testing within the proposed new construction area Soils were probed aiid found to be firm and of high density. A sample was taken for in-situ density evalua- tion and expansion index testing Soils were visually and texturally classified according to the field, identification procedures set forth inASTM D 2487. . • • FIELD AND LABORATORY TESTING Laboratory tests veréperformed on a representative sample of the existing material to evaluate • expansion potential, and optimum moisture-density relationship The maximum thy density and optimum moisture content tests were performed in general accordance with ASTM D1557, and the results are presented in Table I Expansion potential test was performed in general accor- dance with UBC Standard 18-2, and the results are presented in Table 2. Groundwater was no encountered during the course of our investigation Groundwater is antici- pated at a depth greater than 15 feet We do not anticipate groundwater to affect the proposed m developent •, ,- .• . GEOLOGIC HAZARDS A review of available geologic hazards pertaining to the site indicates the existence of the Elsi- nore fault zone approximately 50 miles to the northeast, the Newport-Coronado fault and the Rose Canyon fault zone approximately 15 miles to the South of the site. These faults, or any other major active faults in the region have the potential to produce moderate to strong ground shaking It is likely that the site will experience the effects of at least one moderate to large mag- nitude earthquake during thelife of the proposed structure. . We used the computer program Seismic Hazards Curves and Uniform Hazard Response Spectra, * - provided by the USGS to compute the seismic design criteria in accordance with the 2007 Cali- fornia. BuildingCode (2007 CBC; Based on the 2006 International Building Code [IBC]), Chaptr 16 Stuctural Design, Section 1613 Earthquake Loads. Table 3 below summarizes site-specific design crite?ia obtained from the 2007 California Building Code. CONCLUSIONS AND RECOMMENDATIONS Based on our observations and the results of our field and laboratory tests, it is our opinion that the site is suitable for construction of the proposed addition to the residential structure, provided the recommendations included herein are implemented in design and construction. .The proposed structure- falls under Seismic Use Group 1. The Site Class D is assigned based on the existing soil profile: The Seismic Design Category D analysis procedures as identified in CBC Table 1616 6 3 shall be used in design A value of 150 psf for lateral bearing capacity may - . - • 2 Tclrnkal [Flald srvlces, Inc. Pinnow Residence April 20, 2010 1199 Tamarack Avenue, Carlsbad, Project No 4140 4 4 be used The equivalent fluid pressure of 55 pcf should be used for retaining wall design, with a friction coefficient of 0 25 against lateral sliding Based on the consistency of oil deposits, and the absence of shallow groundwater, it is our opin- ion that the potential f6f liquefaction is very low. Grading And Earthwork There is no grading anticipated for the project All footings for the project will be founded in competent formational soils Any site grading shall be performed in accordance with standard grading procedures outlined in the appendix A, and minimum requirements of the City of Carls- bad 7 , -- 4- •. t 4. Foundation *and Slab Continuous footings andlo4r spread footings are suitable for use for the proposed second story structure, provided they are founded within the following minimums: Spread footings and grade beams shall exiend a nunimum of 24 inches below adjacent grade Continuous footings shall be a minimum of 18 inches m depth, and l 5 inches in width, and shall be reinforced with a minimum of 2 #4 bars,3 inches clear from the bottom of footing, and 2 #4 bars within 3 inches of the top of footiiigs. It is recommended that concrete be a minimum of 2500 psi for footings and slabs. Concrete floor slabs shall be a minimum of 4 inches true thickness with reinforcement consist- ing of #3 bars placed at 18 mches on center each way. Slab reinforcement shall be placed within the middle third of the slab by supporting the steel on chairs or "doby" blocks Slab reinforce- ment should extend a minimum of 6 inches into perimeter footings Garage slabs may be constructed inäèpendent of the garage perimeter footings The effect of concrete shrinkage will result with cracks developmg through the slab This effect is common to all concrete, and may be reduced by placing the fresh concrete at a maximum slump of 4 inches. The minimum steel rec- ommended is not intended to prevent or reduce shrinkage cracks Prior to slab placement, the sub-grade should be prepared with 2 inches of clean granular sand, followed by a minimum of 10-mi! thick moisture barrier, and overlain by 2 inches of clean sand Footings and slab areas to receive concrete should be pre-saturated to optimum moisture 24 hours prior to and wetted just prior to concrete placement fr An aIIo'vable soils bearing value of 2000 pounds per square foot may be used when designing continuous and spread footings founded a minimum of 18 inches into firm natural formation, as set forth in the 2006I.B.C. table 18042 It is anticipated that over time, the underlying soils have a potential for settlement of no more than 1/8 mch, and potential for differential settlements of as much as 1/8 inch . - • •: • . - .: • ' : - • • •-• .•. •i' • •• - 3 Technical FI.Id Ssrv$css, Inc -4 1 I. • - -, - 4 • -• • -. - - _• Prnnow Residene April 20,2010 1199 Tamarack Avenue, Carlsbad Project No 4140 - -. Drainage Adequate measures shall be implemented to properly finish grade the site after the structure and other improvements are in place, such that the drainage water within the site and adjacent properties is directed away from the foundations, retaining walls, footings, floor slabs and the tops of slopes by the,use of swales and subsurface drains towards the natural drainage of the lot. Proper, surfaceand subsurface drains shall be used and maintained to minimize the potential of water seeking the level of bearing soils under the foundations, footings and floor slabs Planting and watering within 18 inches of the structure is not recommended, however may be unpie- mented .vith proper drainage and limiting water within the 18 inch perimeter zone Th 7 LIMITATIONS The geotechnical services outlined in this report have been conducted in accordance with current practice and the standard of care exercised by geotechnical consultants performing similar tasks in this area.
