The site structural observation was performed on March 20, 2012. This report has been prepared based upon my extensive knowledge and experience as an "industry expert" with many years of experience as a Registered Civil Engineer in the state of California. I have specific expertise in the design and construction of various structures including swimming pools, spas, retaining wall systems, block walls and other appurtenant structures. This experience includes performing similar inspections and evaluations for other homeowners, homeowner associations, property management companies, real estate professionals, contractors, attorneys, insurance companies and pubic agencies. BASIS FOR MY OPINION(S) The publication "California Swimming Pool Workmanship Guidelines" published by the State of California Contractors License Board. Unique understanding of the standards set out in the various Uniform Building Codes. Extensive education and professional experience as a Registered Civil Engineer. Extensive knowledge of proper trade and construction practices. Specializing in forensic analysis of pools, plans for pool reconstruction, patio covers, decks, balconies, outdoor fire places, walls, retaining walls and problem solving Mr. Phillips Page 2 29 March 2012 Issue: You recently purchased the single family home at 1201 Phoebe P1. in the City of Carlsbad. The previous owner began construction of a in-ground reinforced concrete swimming pool with attached spa that was completed through the gunite phase. The pool and attached spa were gunited in late 2006 and have been in this state since that time. You would like to finish the improvements in your rear yard including the swimming pool and spa. A building permit was obtained for the pool during its initial construction (Building Permit CB0625 17) by North County Pools. Apparently the pool and attached were gunited without prior City inspection and approval. Work then stopped and ultimately the original building permit expired. The City is now requiring a structural assessment of the structure prior to allowing further work to continue. As a result, our firm was retained to perform this work. Overall View of Your Pool and Spa Structural Observation and Testing: As indicated above, our firm did perform a site structural observation and testing of the subject swimming pool and attached spa on March 20, 2012. The following processes were employed during the observation and testing: A detailed visual observation of the swimming pool and spa structures was conducted looking for signs of structural distress or failure. The compressive strength of the structures was measured using a Schmidt Concrete Testing Hammer. Tests were taken at multiple locations in both structures. Mr. Phillips Page 3 29 March 2012 The thickness of the pool structure was measure at several locations by drilling holes through the structure. A "ring test" was performed on the structures in order to determine the soundness of the pool and spa; and, to located the presence of any "rebound" materials. Reinforcing steel used in the construction of the pool and spa was located using a Profomia 5 rebar detector manufactured by the Proceq Corporation. This device not only locates reinforcing steel , but also determines the location of the reinforcing within the structure. Results of testing were then compared to the approved standard pool structural plans used for this project prepared by Dimensions in Water (David Stapleton P.E.) Findings: Both the pool and spa were found to be solid and structurally sound. No signs of structural distress or failure were noted. The average compressive strength of the shotcrete used to construct the pool and spa was found to exceed 5000 psi or twice the design strength used By Dimensions in Water. Reinforcing steel used in the construction of the swimming pool and spa was found to be in conformance with the approved structural engineering plans of record prepared by Dimensions in Water. The measured thickness of the pool also exceeded the minimum thickness required. A summary of the our tests results is shown on the attachment. Conclusions: It is our opinion, based upon our site structural observation and testing, that the subject swimming pool and attached spa, including raised bond beams, is structurally sound, has been constructed within industry standards and complies with the previously approved structural plans prepared by Dimensions in Water. The structures comply with the various structural requirements of the 2010 CBC. The CBC allows for the "in-place" (in- situ) load testing of structures. Since the subject swimming pool and spa have been in existence for about six years with no signs of distress or failure; it can be said that they have passed the "in-place" load test.
