An exterior door may open at a landing that is not more than 8" lower than the floor level, provided the door does not swing over the landing. If the door swings out a maximum of 1" change of elevation shall be maintained. Section 1003.3.1.6. • ROOFING 5. Specify on the plans the following information for the roof materials, per Section 106.3.3: a) Manufacturer's name. b) Product name/number. c) ICBO approval number, or equal. 6. Specify roof slope. The minimum vent area is 1/150 of attic area (or 1/300 of attic area if at least 50% of the required vent is at least 3 feet above eave vents or cornice vents). Show area required and area provided. Section 1505.3. 8. Where eave vents are installed, insulation shall not block the free flow of air. A minimum of 1" of air space shall be provided between the insulation and the roof sheathing. To accommodate the thickness of insulation plus the required 1" clearance, member sizes may have to be increased for rafter-ceiling joists. Section 1505.3. 9. Note on the plans: "Attic ventilation openings shall be covered with corrosion-resistant metal mesh with mesh openings of 1/4-inch in dimension." Section 1505.3. • GARAGE AND CARPORTS 10. Show garage framing sections, size of header over garage opening, lateral cross bracing at plate line, method bracing garage front and holddowns if required. Chapter 16. NOTE: Maximum shear panel height-to-width ratio is 31/2 -to-1 for plywood. Table 23-ll-G. In Seismic Zone 4, this 31/2-to-1 ratio is only permitted in one-story garages with a wall height not exceeding 10 feet. • FOUNDATION REQUIREMENTS 11. Provide a copy of the project soil report prepared by a California licensed architect or civil engineer. The report shall include foundation design recommendations based on the engineer's findings and shall comply with UBC Section 1804. 12. In Seismic Zone 4, each site shall be assigned a near-source factor. Identify this value in the soils report and on the plans. Section 1629.4.2. 13. Investigate the potential for seismically induced soil liquefaction and soil instability in Seismic Zones 3 and 4. This does not apply to detached, single- story dwellings. Section 1804.5 . 14. Note on the plan the soils classification, whether or not the soil is expansive and note the allowable bearing value. Section 106.3.3. Carlsbad O32498 September 23, 2O03 15. If the soils engineer recommends that he/she review the foundation excavations. Note on. the foundation plan that "Prior to the contractor requesting a Building Department foundation inspection, the soils engineer shall advise the building official in writing that: a) The building pad was prepared in accordance with the soils report, b) The utility trenches have been properly backfilled and compacted, and c) The foundation excavations, the soils expansive characteristics and bearing capacity conform to the soils report." 16. Provide a letter from the soils engineer confirming that the foundation plan, grading plan and specifications have been reviewed and that it has been determined that the recommendations in the soils report are properly incorporated into the construction documents (when required by the soil report). 17. The following footing requirements shall apply in Seismic Zones 3 and 4, per Section 1806.7: a) Slabs-on-grade with turned-down footings shall have a minimum of one No. 4 bar at the top and bottom. Exception: For slabs-on-grade cast monolithically with a footing may have one No. 5 bar located at either the top or bottom. 18. The following anchor bolt requirements shall apply in Seismic Zones 3 and 4, per Section 1806.6.1: a) The minimum nominal anchor bolt diameter shall be 5/8-inch (for Seismic Zone 4 only). Note: This will require a minimum distance from the ends of sill plates to be 4-3/8" (and a maximum of 12"). b) Plate washers (minimum size of 2" x 2" x 3/16") shall be used on each anchor bolt. 19. If required, show size, embedment and location of hold down anchors on foundation plan. Section 106.3.3. 20. If hold downs are required, note on plan that hold down anchors must be tied in place prior to foundation inspection. Section 108,5.2. 21. If the requirements of braced wall panels in conventional light frame construction are not possible, provide design calculations from a licensed Engineer or Architect. a) Show on the plans the location, length and type of braced wall panel as per UBC Section 2320.11.3 and Table 23-1V-C-1. i) Braced wall panels shall start at not more than 8' from each end of a braced wall line. b) Any braced wall panel required by Section 2320.11.3 may be replaced by an alternate braced wall panel. UBC Section 2320.11.4. For alternate braced wall panels in one story buildings, show compliance with the following on the plans: i) Minimum braced panel length is 2'-8" in width and a maximum height of 10'-0". ii) Each braced wall panel is sheathed on at least one face with 3/8" plywood sheathing nailed with 8d common or galvanized box nails per23-ll-B-1 and blocked at all plywood edges, iii) A minimum of two anchor bolts installed in accordance with Section 1806.6 between hold down devices, iv) An approved hold down device fastened to the foundation and capable of providing an uplift capacity of not less than 1,800 pounds is provided at each panel end. v) The foundation that supports the braced panels is continuous across the entire length of the braced wall line and reinforced with a minimum of one # 4 bar top and bottom. 29. Specify nail size and spacing for all shear walls and roof diaphragms. Indicate required blocking. Maintain maximum diaphragm dimension ratios. Sections 2315 and 2513. A typical fixture count and water demand worksheet is attached. Once the gpm is provided, check against the "meter sizing schedule" to verify the anticipated meter size for the unit. • Maximum service and meter size is a 2" service with a 2" meter. • If a developer is proposing a meter greater than 2", suggest the installation of multiple 2" services as needed to provide the anticipated demand, (manifolds are considered on case by case basis to limit multiple trenching into the street). 12b. Irrigation Use (where recycled water is not available) All irrigation meters must be sized via irrigation calculations (in gpm) prior to approval. The developer must provide these calculations. Please follow these guidelines: 1. If the project is a newer development (newer than 1998), check the recent improvement plans and observe if the new irrigation service is reflected on the improvement sheets. If so, at the water meter station, the demand in gpm may be listed there. Irrigation services are listed with a circled T, and potable water is typically a circled "W". The irrigation service should look like: STA1+00 install 2" service and 2. 3. .5: meter (estimated 100 gpm) If the improvement plans do not list the irrigation meter and the service/meter will be installed via another instrument such as the building plans or grading plans (w/ a right of way permit of course), then the applicant must provide irrigation calculations for estimated worst-case irrigation demand (largest zone with the farthest reach). Typically, Larry Black has already reviewed this if landscape plans have been prepared, but the applicant must provide the calculations to you for your use. Once you have received a good example of irrigation calculations, keep a set for your reference. In general the calculations will include: • Hydraulic grade line • Elevation at point of connection (POC) • Pressure at POC in pounds per square inch (PSI) • Worse case zone (largest, farthest away from valve • Total Sprinkler heads listed (with gpm use per head) • Include a 10% residual pressure at point of connection In general, all major sloped areas of a subdivision/project are to be irrigated via separate irrigation meters (unless the project is only SFD with no HOA). If within three years, the recycled water line is charged with recycled water by CMWD, then the applicant can apply for a refund to the San Diego County Water Authority (SDCWA) for a refund.
