Present California law mandates that residential construction comply with the 2001 edition of the California Building Code (Title 24), which adopts the following model codes: 1997 UBC, 2000 UPC, 2000 UMC and 2002 NEC. The above regulations apply to residential construction, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3, 1997 Uniform Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e.. plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. Please make all corrections on the original tracings, as requested in the correction list. • Submit three sets of plans for commercial/industrial projects (two sets of plans for residential projects). All bedroom branch circuits now require arc fault protection. Note clearly on the plans that "Bedroom branch circuits will be arc fault circuit protected." NEC Art. 210-12(b). 5. Provide plans, calculations or worksheets to show compliance with current energy standards adopted October 1, 2005. On your submittal date the energy code changed, Some of the items listed below do not apply to this project but are for your reference only. See areas in bold for this project. 6. The regulations require a properly completed and properly signed Form CF-1R (4 pages) to be either imprinted on the plans, taped to the plans or "sticky backed" on the plans, to allow the building inspector to readily compare the actual construction with the requirements of the approved energy design. 7. Specify, on the building plans, that all of the mandatory energy features are indicated on the plans and specifications or include a completed MF-1R form on the plans. Carlsbad O5-3466 10/14/05 8. Show on the plans compliance with the residential energy lighting requirements (Mandatory requirement): a) In the kitchen at least one-half of the wattage rating of the fixtures must be high efficacy with non-high efficacy fixtures switched separately. Note: Approximately % of the fixtures will be required to be of the high efficacy variety. b) In bathrooms, garages, laundry rooms, and utility rooms all fixtures must be high efficacy styfe or be controlled by a manually-on occupancy sensor. c) All other rooms require any installed fixtures to be high efficacy or be controlled by a manually-on occupancy sensor or dimmer. (Closets under 70 square feet are exempt). d) Outdoor lighting fixtures are required to be high efficacy or controlled by a combination photocontrol/motion sensor. Note: Generally a high-efficacy style of fixture is fluorescent complete with electronic ballasts. Regular incandescent, quartz halogen and halogen MR lamps do not comply. 9. Specify, on the plans, that the duct insulation must be a minimum of (Prescriptive requirement): a) Climate Zones: 1,2,3,4,5,910, 11, 12, 13 = R-6 6, 7, 8 = R-4.2 14,15,16 =R-8 10. For any size addition or mechanical alternation in climate zones 2, 9-16, if more than 40' of new ductwork is installed in unconditioned space, special inspection is required for duct sealing. (Prescriptive requirement) 11. For any alternation where replacement of mechanical equipment (air handler, condensing unit of an air conditioner or heat pump, cooling or heating coil, or the furnace heat exchanger) is made, special inspection for duct sealing is required. (If a total (new and existing) of more than 40' of duct is installed in unconditioned space) Note: Table 8-3 in the Energy Manual may be applicable. (Prescriptive requirement) 12. The replacement windows in an alternation must meet the U-factor and Solar Heat Gain Coefficient (SHGC) of Package "D". (Prescriptive requirement) 13. In an alternation, if more than 40' of new ductwork is installed in the unconditioned space, the ducts must be insulated to the requirements of Package "D". (Prescriptive requirement) Carlsbad O5-3466 10/14/05 14. The plans as shown do not meet conventional framing parameters for lateral. Some examples of areas that were noticed are: a) The maximum offset of 4 ft for any braced wall line is exceeded. b) Braced wall panels must start within 8 ft of the end of a braced wall line and not be more than 25 ft apart. 15. 2x8 ripped deck joist need to be reviewed both structurally and cannot obtain required R-30 in the ceiling. 16. Could not determine what the size of middle spread footing is where supporting 1/2 the total weight. 17. Where new beam(s) support existing floor/roof system(s) please show on the plans the span/direction of floor/roof to be supported and the roof covering materials if applicable. 18. If calculations require additional shear walls at existing locations then detail and reference 5/8" retro fit anchor bolts required to be added for new shear walls at existing foundation. If using redheads, then note size, type and length. If epoxied then note size of all thread, depth of embedment and epoxy type and ICBO/NER number. Any shear panel lengths less than 4 ft will require retro fit hold downs. Specify type of hold down and all thread size, length and depth of embedment. This will require special inspection to be noted at detail and cover sheet of plans. 19. The irrigation service should look like: STA1+00 Install 2" service and 2. 3. 1.5: meter (estimated 100 gpm) If the improvement plans do not list the irrigation meter and the service/meter will be installed via another instrument such as the building plans or grading plans (w/ a right of way permit of course), then the applicant must provide irrigation calculations for estimated worst-case irrigation demand (largest zone with the farthest reach). Typically, Larry Black has already reviewed this if landscape plans have been prepared, but the applicant must provide the calculations to you for your use. Irrigation Use (where recycled water is available) 1. Recycled water meters are sized the same as the irrigation meter above. 2. If a project fronts a street with recycled water, then they should be connecting to this line to irrigate slopes within the development. For subdivisions, this should have been identified, and implemented on the improvement plans. Installing recycled water meters is a benefit for the applicant since they are exempt from paying the San Diego County Water Capacity fees. However, if they front a street which the recycled water is there, but is not live (sometimes they are charged with potable water until recycled water is available), then the applicant must pay the San Diego Water Capacity Charge. If within three years, the recycled water line is charged with recycled water by CMWD, then the applicant can apply for a refund to the San Diego County Water Authority (SDCWA) for a refund.
