COMPLETED: MAY 6, 2014 FOREWORD (PLEASE READ): This plan review is limited to the technical requirements contained in the California version of the International Residential Code, International Building Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws regulating energy conservation, noise attenuation and access for the disabled. This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Present California law mandates that construction comply with the 2013 edition of the California Code of Regulations (Title 24), which adopts the following model codes: 2012 IRC, 2012 IBC, 2012 UPC, 2012 UMC and 2011 NEC. The above regulations apply, regardless ofthe code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of the 2012 International Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e.. plan sheet number, specification section, etc. Be sure to enclose the marked up list when vou submit the revised plans. CALRSBAD PC 14-16 MAY 6, 2014 PLANS 1. Please make all corrections, as requested in the correction list. Submit FOUR new complete sets of plans for commercial/industrial projects (THREE sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: 1. Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. 2. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining sets of plans and calculations/reports directly to the City of Carlsbad Building Department for routing to their Planning, Engineering and Fire Departments. NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by the City Planning, Engineering and Fire Departments until review by EsGil Corporation is complete. 2. A reminder that all sheets of plans need to be stamped & signed by the project engineer. (California Business and Professions Code). • FIRE PROTECTION 3. An automatic residential fire sprinkler system shall be installed in one- and two-family dwellings. Please clearly note this on the plans. Section R313.2. This applies to the 2"^ unit. 4. Please indicate on the plans whether the existing residence has a fire sprinkler system installed. If so, then provide a note stating that any additions/alterations will be provided with an automatic residential fire sprinkler system. Section R313.2. This applies to the addition to the ohainal SFR. 5. Projections, including eaves, must be at least 24" from a property line. Table R302.1. • GENERAL 6. Openable windows shall be located a minimum of 10' from any plumbing vents, chimneys, etc. Section R303.5. 7. Wall assemblies separating units in a duplex shall be of one-hour fire resistive construction. Provide details ofthe assemblies. Section R302.3. Such wall assemblies shall extend to the underside of the roof sheathing, where applicable. 8. Provide a note on the plans stating: "Penetrations of fire-resistive walls, floor- ceilings and roof-ceilings shall be protected as required in CRC Section R302.4." 9. Walls separating units in a duplex shall have a sound transmission class (STC) of not less than 50. CBC Section 1207. Show the location of and provide details of the listed wall and floor/ceiling assemblies, and indicate the listing agency and listing number for the tested ratings. CALRSBAD PC14-16 MAY 6, 2014 10. For duplexes only: If the project is located in noise critical areas (CNEL contours of 60 dB) as shown on the City or County's General Plan, then an acoustical analysis showing that the proposed building has been designed to limit noise in habitable rooms to CNEL of forty-five dB is required. Where windows must be closed to comply, it is necessary to provide mechanical ventilation capable of providing at least two air changes per hour. Provide design. 11. For duplexes only: The Title Sheet or Site Plan should clearly indicate if any portion of the project is in a noise critical area (CNEL contours of 60 dB) as shown on the City or County's General Plan. If no portion of the project is within a noise critical area, provide a note on the Title Sheet stating: "This project is not within a noise critical area (CNEL contour of 60 dB) as shown on the General Plan". . STAIRWAYS AND RAILINGS 12. Guards (Section R312): Revise details on A5.01 for landing guardrails: a) Shall have a height of 42". b) Openings between railings shall be less than 4". c) Shall be detailed to show capability to resist a concentrated load of 200 pounds in any direction along the top rail. Table R301.5. 13. Handrails (Section R311.7.7): a) Shall be provided on at least one side of each stairway with four or more risers. b) Handrails and extensions shall be 34" to 38" above nosing of treads and be continuous. c) The handgrip portion of all handrails shall be not less than l-Vi" nor more than 2" in cross- sectional dimension. See Section R311.7.8.3 for alternatives. d) Handrails projecting from walls shall have at least t-''/^" between the wall and the handrail. e) Ends of handrails shall be returned or shall have rounded terminations or bends. 14. A nosing (between YA" and 1-%") shall be provided on stairways with solid risers. Exception: No nosing is required if the tread depth is at least 11 inches. Section R311.7.5.3. • STRUCTURAL 15. Provide a copy of the project soil report. The report shall include foundation design recommendations based on the engineer's findings and shall comply with Section R401.4. Citv Poiicv reguires a soils report for this proiect. 16. Note on the foundation plan that "Prior to the contractor requesting a Building Department foundation inspection, the soils engineer shall advise the building official in writing that: a) The building pad was prepared in accordance with the soils report, b) The utility trenches have been properly backfilled and compacted, and c) The foundation excavations, the soils expansive characteristics and bearing capacity conform to the soils report." 17. Provide a letter from the soils engineer confirming that the foundation/ grading plan and spec's, have been reviewed and that it has been determined that the recommendations in the soils report are properly incorporated into the plans. CALRSBAD PC14-16 MAY 6, 2014 18. Note on plans that surface water will drain away from building. The grade shall fall a minimum of 6" within the first 10 feet. Section R401.3. 19. Please provide evidence that the engineer-of-record (or architect) has reviewed the truss calculation package prepared by others (i.e., a "review" stamp on the truss calculations or a letter). CBC Section 107.3.4.1. 20. Please provide wind load calculations as well. Per Figure 1609A, the wind load calculations must use an ultimate wind speed of 110 mph. 21. The plans shall indicate that special inspection will be provided for the following work. (CBC Chapter 17 and Section 107.2): a) Expansion anchors. Periodic special inspection should be provided for anchors installed in hardened concrete. Section 1705.3. • MECHANICAL 22. Show on the plans the location, type and size (BTU's) of all heating and cooling appliances or systems. Both units. • ELECTRICAL 23. Show on the plan the amperage & location of the sub-panel for the new unit. 24. Note on plans that receptacle outlet locations comply with CEC Article 210.52. 25. Include the following electrical notes on plans: a) Tamper resistant receptacles for all new locations. NEC 210.52. b) Weather resistant tvpe for receptacles installed in damp or wet locations (outside). c) Arc-fault protection for all outlets (not just receptacles) located in rooms described in NEC 210.8(A); Family, living, bedrooms, dining, halls, etc. Revise electrical note #4 on Aid accordingly. • PLUMBING 26. Show water heater size on plans. 27. In the garage, provide an adequate barrier to protect the water heater from vehicle damage. An 18" platform for the water heater does not satisfy this requirement. CPC Section 507.13. 28. Specify on plans: New water closets shall use no more than 1.28 gal/flush, kitchen faucets may not exceed 1.8 GPM, lavatories are limited to 1.5 GPM, and showerheads may not exceed 2.0 GPM of flow. CPC Section 403 and 408. Revise bathroom note #1 on A1.01 as well. 29. Provide a note on the plans: The control valves in showers, bathtubs, and bidets must be pressure balanced or thermostatic mixing valves. CPC Sections 408, 409, 410. CALRSBAD PC 14-16 MAY 6, 2014 • RESIDENTIAL GREEN BUILDING STANDARDS The California Building Standards Commission has adopted the Green Building Standards Code which became effective January 1, 2011 and must be enforced by the local building official. The following mandatory requirements for residential construction must be included on your plans. CGC Section 101.3. The Standards apply to newly constructed residential buildings, along with additions/alterations that increase the building's conditioned area, volume or size. CGC Section 303.1.1. Provide a sheet on the plans labeled "Green Building Code Requirements" and include the following notes as applicable. 30. Note on plans that landscape Irrigation water use shall have weather or soil based controllers. CGC 4.304.1. 31. Recycling. Note on plans that a min of 50% of construction waste is to be recycled. CGC 4.408.1. 32. Recycling. Note on plans that the contractor shall submit a Construction Waste Management Plan to the jurisdiction agency that regulates waste management, per CGC 4.408.2. 33. Operation and maintenance manual. Note on the plans that the builder is to provide an operation manual (containing information for maintaining appliances, etc.) for the owner at the time of final inspection. CGC 4.410.1. 34. Pollutant control. Note on plans that during construction, ends of duct openings are to be sealed, and mechanical equipment is to be covered. CGC 4.504.1. 35. Pollutant control. Note on plans that VOC's must comply with the limitations listed in Section 4.504.3 and Tables 4.504.1, 4.504.2, 4.504.3 and 4.504.5 for: Adhesives, Paints and Coatings, Carpet and Composition Wood Products. CGC 4.504.2. 36. Interior moisture control. Note on plans that concrete slabs will be provided with a capillary break. CGC 4.505.2.1. 37. Interior moisture control. Note on plans that the moisture content of wood shall not exceed 19% before it is enclosed in construction. The moisture content needs to be certified by one of 3 methods specified in Section 4.505.3. Building materials with visible signs of water damage should not be used in construction. The moisture content must be determined by the contractor by one ofthe methods listed in CGC 4.505.3. 38. indoor air quality. Note on plans that bathroom fans shall be Energy Star rated, vented directly to the outside and controlled by a humidistat. CGC 4.506.1. 39. Note on plans that prior to final inspection the licensed contractor, architect or engineer in responsible charge ofthe overall construction must provide to the building department official written verification that all applicable provisions from the Green Building Standards Code have been implemented as part of the construction. It is the City Planner's determination that the project CDP 14-15 - Finley Addition, is consistent with the city's applicable Coastal Development Regulations (Chapters 21.201 - 21,205) and with all other applicable city ordinances and policies. Furthermore, the proposed second dwelling unit is not located in an area of known geologic instability or flood hazards. 6. JLlAALy C-Ot www.carlsbadca.gov INSTRUCTIONS: To address post-development pollutants ttiat may be generated from development projects, the City requires that new development and significant redevelopment priority projects incorporate Permanent Storm Water Best Management Practices (BMP's) into the project design per the City's Standard Urban Stormwater Management Plan (SUSMP). Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of storni water standards that must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to 'Standard Stormwater Requirements' or be subject additional criteria called 'Priority Development Project Requirements'. Many aspects of project site design are dependent upon the storm water standards applied to a project. Applicant responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has responsibility for making the final assessment after submission of the development application. If staff determines that the questionnaire was incorrectly filled out and is subject to more stringent storm water standards than initially assessed by the applicant, this will result in the return of the development application as incomplete. In this case, please make the changes to the questionnaire and resubmit to the City. If applicants are unsure about the meaning of a question or need help in determining how to respond to one or more of the questions, they are advised to seek assistance from Land Development Engineering staff. A separate completed and signed questionnaire must be submitted for each new development application submission. Only one completed and signed questionnaire is required when multiple development applications for the same project are submitted concurrently. In addition to this questionnaire, applicants for construction pennits must also complete, sign and submit a Project Threat Assessment Form to address construction aspects of the project. Please answer the questions below, follow the instaictions and sign the form at the end. 1. Is your project a significant redevelopment? jJo • DEFINITION: Significant redevelopment is defined as the creation, addition or replacement of at least 5,000 square feet of impervious surface on an already existing developed site. Significant redevelopment includes, but is not limited to: the expansion of a building footprint; addition to or replacement of a structure; structural development including an increase in gross floor area and/or exterior construction remodeling; replacement of an impervious surface that is not part of a routine maintenance activity; and land disturbing activities related with structural or impen/ious surfaces. Replacement of impen/ious surfaces includes any activity that is not part of a routine maintenance activity where impen/ious material(s) are removed, exposing underiying soil during construction. If your project IS considered significant redevelopment, then please skip Section 1 and proceed with Section 2. In general, these include all projects that contribute to an exceedance to an impaired water body or which create new impervious surfaces greater than 5000 square feet and/or introduce new landscaping areas that require routine use of fertilizers and pesticides. In most cases linear pathway projects that are for infrequent vehicle use, such as emergency or maintenance access, or for pedestrian or bicycle use, are not considered Pollutant-generating Development Projects if they are built with pervious surfaces or if they sheet (low lo surrounding pervious surfaces. A review of Reference No. 2 indicates that a tiearing vaiue of 2000 psf may be used for foundations bearing in suitable native soil. (GSI) has obtained a representative ^ sample of site soil for laboratory testing. The purpose of our testing was to evaluate soil parameters for proposed additional construction to the existing residential structure. The scope of our services includes a site reconnaissance, soil sampling, laboratory testing, engineering analyses, and preparation of this report. This summary report has been prepared for the sole purpose of simply providing a limited description of soil conditions onsite, and engineering parameters derived from testing of a site soil sample in our laboratory, and does not constitute a geotechnical evaluation of the overall stability, or suitability ofthe site, as this study was performed without the benefit of atypical subsurface investigation or an evaluation of geologic hazards. U^BORATORY TESTING Laboratory tests were performed on representative samples of site earth materials in order to evaluate their physical characteristics. The results of our evaluation are summarized as follows: • An evaluation of soil expansion potential, in general accordance with ASTM D 4829, indicates a very low expansion potential (Expansion Index [E.I.] < 20), where tested. • The grain size distribution of the sample was evaluated in general accordance with ASTM D 422. Based on this test, the soil is generally classified as a silty sand ([SM] 84 percent sand and 16 percent fines). BEARING VALUE Based on a review of Table 1806.2 of the 2013 California Building Code ([2013 CBC], California Building Standards Commission [CBSC], 2013), and the design parameters of the referenced geotechnical report, an allowable bearing value of 2,000 pounds per square foot (psf) may be assumed for continuous footings, a minimum 12 inches wide and 18 inches deep (below lowest adjacent grade [excluding soft soils, landscape zones, slab and underlayment thickness, etc.]), bearing on suitable, approved soii. It is anticipated that actual footing depths will be deeper than those indicated above, in order to penetrate any loose, near surface soils. Actual footing depths would be based on conditions exposed within the footing excavation. The allowable bearing value may be increased by 20 percent for each additional 12 inches in depth of embedment, or 6 inches in width. Into approved suitable bearing soil, to a maximum value of 2,500 psf. The above values may be increased by one-third when considering short duration seismic or wind loads. Differential settlement may be minimally assumed as 1 inch in a 40-foot span, provided the footing bears on suitable, competent and similar earth materials, approved by GSI. Foundations should be designed for all applicable surcharge loads and should consider the inherent corrosive coastal environment. LATERAL PRESSURE Based on a review of Table 1806.2 ofthe 2013 CBC (CBSC, 2013), passive earth pressure may be computed as an equivalent fluid having a density of 150 pounds per cubic foot (pcf) per foot of depth into suitable, approved soil to a maximum earth pressure of 2,000 psf. An allowable coefficient of friction between soil and concrete of 0.25 may be used with the dead load forces. When combining passive pressure and frictional resistance, the passive pressure component should be reduced by one-third. FOOTING SETBACKS Foundations should maintain a minimum 7-foot horizontal distance between the base of the footing and any adjacent descending slope, and minimally comply with the guidelines per the 2013 CBC (CBSC, 2013). Page 2 SEISiVIIC DESIGN General It is important to keep in perspective that in the event of an upper bound (maximum probable) or credible earthquake occurring on any of the nearby major faults, strong ground shaking would occur in the subject site's general area. Potential damage to any structure(s) would likely be greatest from the vibrations and impelling force caused by the inertia of a structure's mass than from those induced by the hazards listed above. This potential would be no greater than that for other existing structures and improvements in the immediate vicinity. Seismic Shaking Parameters Based on the site conditions, the following table summarizes the updated site-specific design criteria obtained from the 2013 CBC (CBSC, 2013), Chapter 16 Structural Design, Section 1613, Earthquake Loads. Conformance to the criteria above for seismic design does not constitute any kind of guarantee or assurance that significant structural damage or ground failure will not occur in the event of a large earthquake. The primary goal of seismic design is to protect life, not to eliminate all damage, since such design may be economically prohibitive. Cumulative effects of seismic events are not addressed in the 2013 CBC (CBSC, 2013) and regular maintenance and repair following locally significant seismic events (i.e., M^5.5) will likely be necessary, as is the case in all of southern California. DEVELOPMENT CRITERIA Grading Any grading should minimally conform to the guidelines presented in the 2013 CBC (CBSC, 2013), and the City. When code references are not equivalent, the more stringent code should be followed. During earthwork construction, all site preparation and the general grading procedures ofthe contractor (if grading is to occur) should be observed and the fill selectively tested by a representative(s) of GSI. If unusual or unexpected conditions are exposed In the field, they should be reviewed by this office and if warranted, modified and/or additional recommendations will be offered. All applicable requirements of local and national construction and general industry safety orders, the Occupational Safety and Health Act, and the Construction Safety Act should be met. Type B soils may be assumed be Cal-OSHA. GSI does not consult in the area of safety engineering. The contractor is responsible for the safety of construction workers onsite. Loose and/or compressible materials likely occur at the surface, overlying suitable bearing material. As such, the need for remedial grading cannot be precluded, and should be reviewed prior to footing excavation construction. Should the onsite expansive soils dry out prior to foundation construction, presoaking ofthe slab subgrade will be necessary. As such, these soils do not meet the criteria of detrimentally expansive soils as defined in Section 1803.5.2 ofthe 2013 CBC. From a geotechnical viewpoint, foundation construction should minimally conform to the following: 1. Exterior and interior footings should be founded into suitable formation at a minimum depth of 12 inches below the lowest adjacent grade, or embedded at least 18 inches into suitable formational soil, whichever is deeper. Footing widths per Code. Isolated pad footings should be 24 inches square, by 24 inches deep, and minimally embedded at least 18 inches into suitable bearing soil, whichever is deeper. 2. All footings should be minimally reinforced with four No. 4 reinforcing bars, two placed near the top and two placed near the bottom of the footing. Isolated pad footing reinforcement should be per the structural engineer. 3. Interior and exterior column footings should be tied together via grade beams in at least one direction. The grade beam should be at least 12 inches square in cross section, and should be provided with a minimum of two No.4 reinforcing bars atthe top, and two No.4 reinforcing bars at the bottom ofthe grade beam. The base of the reinforced grade beam should be at the same elevation as the adjoining footings. 4. A minimum concrete slab-on-grade thickness of 5 inches is recommended. 5. Concrete slabs should be reinforced with a minimum of No. 3 reinforcement bars placed at 18 inches on center, in two horizontally perpendicular directions (i.e., long axis and short axis). 6. All slab reinforcement should be supported to ensure proper mid-slab height positioning during placement ofthe concrete. "Hooking" of reinforcement is not an acceptable method of positioning. 7. Slab subgrade pre-soaking is required for these expansive soil conditions. Slab subgrade should be pre-wetted to at least the soils optimum moisture content, to a depth of 18 inches, prior to the placement of the underlayment sand and vapor retarder. 8. Loose and/or compressible materials likely occur at the surtace, overlying suitable bearing material. Page 5 be anticipated. The depth ofthe deepened footing should be evaluated priorto the placement of reinforcing steel. 9. Foundations should maintain a minimum 7-foot horizontal distance between the base ofthe footing and any adjacent descending slope, and minimally comply with the guidelines per the 2013 CBC (CBSC, 2013). This may also result in a deeper footing than per plan. Fioor Slabs The following comments regarding floor slabs are meant as minimums and do not include design recommendations with respect to the onsite expansive soil conditions. Additional criteria for the mitigation of expansive soils (if encountered during construction) should be provided bythe structural engineer in accordance with Sections 1808.6.1 or 1808.6.2 of the 2013 CBC. Concrete slabs, including garages, should be a minimum of 5 inches thick. Concrete slab underlayment should consist of a 15-mil vapor retarder, or equivalent, with all laps sealed per the 2013 CBC and the manufacturer's recommendation. The vapor retarder should comply with the ASTM E 1745 - Class A criteria, and be installed in accordance with ACI 302.1 R-04 and ASTM E 1643, and per the recommendations ofthe manufacturer, including all penetrations (i.e., pipe, ducting, rebar, etc.). The manufacturer shall provide instructions for lap sealing, including minimum width of lap, method of sealing, and either supply or specify suitable products for lap sealing (ASTM E 1745), and per code. Concrete slabs, shall be underlain by 2 inches of clean, washed sand (SE >. 30) above, and below the vapor retarder (ASTM E-1745 - Class A), for atotal sand layer thickness of 4 inches. Concrete should have a maximum water/cement ratio of 0.50. This does not supercede Table 4.3.1 of Chapter 4 of the ACI (2008) for corrosion or other corrosive requirements. Additional concrete mix design recommendations should be provided by the structural consultant and/or waterproofing specialist. Concrete finishing and workablity should be addressed by the structural consultant and a waterproofing specialist. Additional recommendations regarding water or vapor transmission should be provided by the architect/structural engineer/slab or foundation designer and should be consistent with the specified floor coverings indicated by the architect. Planting Water has been shown to weaken the inherent strength of all earth materials. Only the amount of irrigation necessary to sustain plant life should be provided. Plants selected for landscaping should be light weight, deep rooted types that require little water and are capable of surviving the prevailing climate. Utilizing plants other than those recommended above will increase the potential for perched water, staining, mold, etc., to develop. A rodent control program to prevent burrowing should be implemented. These recommendations regarding plant type, irrigation practices, and rodent control should be provided to all interested/affected parties. Drainage Adequate lot surface drainage is a very important factor in reducing the likelihood of adverse performance of foundations and hardscape. Surface drainage should be sufficient to prevent ponding of water anywhere on the property, and especially near structures. Lot surface drainage should be carefully taken into consideration during landscaping. Therefore, care should be taken that future landscaping or construction activities do not create adverse drainage conditions. Positive site drainage within the property should be provided and maintained at all times. Water should be directed away from foundations and not allowed to pond and/or seep into the ground. In general, the area within 5 feet around a structure should slope away from the structure. We recommend that unpaved lawn and landscape areas have a minimum gradient of 1 percent sloping away from structures, and whenever possible, should be above adjacent paved areas. Consideration should be given to avoiding construction of planters adjacent to structures. Site drainage should be directed toward the street or other approved area(s). Although not a geotechnical requirement, roof gutters, downspouts, or other appropriate means may be utilized to control roof drainage. Downspouts, or drainage devices should outiet a minimum of 5 feet from structures or into a subsurface drainage system. Areas of seepage may develop due to irrigation or heavy rainfall, and should be anticipated. Minimizing irrigation will lessen this potential. If areas of seepage develop, recommendations for minimizing this effect could be provided upon request. i-andscape Maintenance Only the amount of irrigation necessary to sustain plant life should be provided. Over-watering the landscape areas will adversely affect existing and proposed site improvements. We would recommend that any proposed open-bottom planters adjacent to proposed structures be eliminated for a minimum distance of 10 feet. As an alternative, closed-bottom type planters could be utilized. An outlet placed in the bottom of the planter, could be installed to direct drainage away from structures or any exterior concrete flatwork. If planters are constructed adjacent to structures, the sides and bottom of the planter should be provided with a moisture retarder to prevent penetration of irrigation water into the subgrade. Provisions should be made to drain the excess irrigation water from the planters without saturating the subgrade below or adjacent to the planters. Consideration should be given to the type of vegetation chosen and their potential effect upon surface improvements (i.e., some trees will have an effect on concrete flatwork with their extensive root systems). Page 7 recommended for establishing landscaping. If the surface soils are processed for the purpose of adding amendments, they should be recompacted to 90 percent minimum relative compaction. Gutters and Downspouts As previously discussed in the drainage section, the installation of gutters and downspouts should be considered to collect roof water that may othenwise infiltrate the soils adjacent to the structures. If utilized, the downspouts should be drained into PVC collector pipes or non-erosive devices that will carry the water away from the house. Downspouts and gutters are not a geotechnical requirement provided that positive drainage is incorporated into project design (as discussed previously). Subsurface and Surface Water Subsurface and surface water are generally not significantly anticipated to affect site development, provided that the recommendations contained in this report are proj^erly incorporated into final design and construction and that prudent surface and subsurface drainage practices are incorporated into the construction plans. Perched groundwater conditions along zones of contrasting permeabilities may not be precluded from occurring in the future due to site irrigation, poor drainage conditions, or damaged utilities, and should be anticipated. Shouid perched groundwater conditions develop, this office could assess the affected area(s) and provide the appropriate recommendations to mitigate the observed groundwater conditions. Groundwater conditions may change with the introduction of irrigation, rainfall, or other factors. Site improvements Recommendations for exterior concrete fiatwork design and construction can be provided upon request. If in the future, any additional improvements (e.g., pools, spas, etc.) are planned forthe site, recommendations concerning the geological or geotechnical aspects of design and construction of said improvements are recommended to be provided at that time. This office should be notified in advance of any fill placement, grading ofthe site, or trench backfilling after rough grading has been completed. This includes any grading, utility trench, and retaining wall backfills. Footing Trench Excavation All footing excavations should be observed by a representative of this firm subsequent to trenching and prior to concrete form and reinforcement placement. The purpose of the observations is to verify that the excavations are made into the recommended bearing material and to the minimum widths and depths recommended for construction. If loose or compressible materials are exposed within the footing excavation, a deeperfooting or removal and recompaction ofthe subgrade materials would be recommended at that time. Page 8 In general, deepened footings beyond the minimum depths shown on the plans will likely be recommended, and should be anticipated. The Client may want to consider having a representative of GSI onsite at the start of foundation trenching to evaluate the depth to competent bearing soils and provide recommendations for footing embedment to the contractor performing the work. Footing trench spoil and any excess soils generated from utility trench excavations should be compacted to a minimum relative compaction of 90 percent, if not removed from the site. Trenching Considering the nature ofthe onsite soils, it should be anticipated that caving or sloughi ng could be a factor in subsurface excavations and trenching. Shoring or excavating the trench walls at the angle of repose (typically 25 to 45 degrees) may be necessary and should be anticipated. All excavations should be observed by one of our representatives and minimally conform to Cal-OSHA and local safety codes. Utilitv Trench Backfill 1. All interior utility trench backfill should be brought to at least 2 percent above optimum moisture content and then compacted to obtain a minimum relative compaction of 90 percent of the laboratory standard. As an alternative for shallow (12-inch to 18-inch) under-slab trenches, sand having a sand equivalent value of 30, or greater, may be utilized and jetted or fiooded into place. Observation, probing, and testing should be provided to verify the desired results. 2. Exterior trenches adjacent to, and within, areas extending below a 1:1 plane projected from the outside bottom edge of the footing, and all trenches beneath hardscape features and in slopes, should be compacted to at least 90 percent of the laboratory standard. Sand backfill, unless excavated from the trench, should not be used in these backfill areas. Compaction testing and observations, along with probing, should be accomplished to verify the desired results. 3. All trench excavations should conform to Cal-OSHA and local safety codes. Page 9 SUMMARY OF RECOMMENDATIONS REGARDING GEOTECHNICAL OBSERVATION AND TESTING We recommend that obsen/ation and/or testing be performed by GSI at each of the following construction stages: • During grading/recertification. • During significant excavation (i.e., higher than 4 feet). • During placement of subdrains or other subdrainage devices, prior to placing fill and/or backfill. • After excavation of building footings, retaining wall footings, and free standing walls footings, prior to the placement of reinforcing steel or concrete. • Prior to pouring any slabs or flatwork, after presoaking/presaturation of building pads and other flatwork subgrade, before the placement of concrete, reinforcing steel, capillary break (i.e., sand, pea-gravel, etc.), or vapor retarders (i.e., visqueen, etc.). • During retaining wall subdrain installation, prior to backfill placement. • During placement of backfill for area drain, interior plumbing, utility line trenches, and retaining wall backfill. • During slope construction/repair. • When any unusual soil conditions are encountered during any construction operations, subsequent to the issuance of this report. • When any improvements, such as fiatwork, spas, pools, walls, etc., are constructed. • A report of geotechnical observation and testing should be provided at the conclusion of each of the above stages, in order to provide concise and clear documentation of site work, and/or to comply with code requirements. OTHER DESIGN PROFESSIONALS/CONSULTANTS The design civil engineer, structural engineer, architect, landscape architect, wall designer, etc., should review the recommendations provided herein, incorporate those recommendations into all their respective plans, and by explicit reference, make this report part of their project plans. The structural engineer/designer should consider all applicable codes and authoritative sources where needed. If analyses by the structural engineer/designer result in less critical details than are provided herein as minimums, the minimums presented herein should be adopted. It is considered likely that some, more restrictive details will be required. If the structural engineer/designer has any questions or requires further assistance, they should not hesitate to call or othenvise transmit their requests to GSI. In order to mitigate potential distress, the foundation and/or improvement's designer should confirm to GSI and the governing agency, in writing, that the proposed foundations and/or improvements can tolerate the amount of differential settlement and/or expansion characteristics and design criteria specifled herein. Window operation is not a permissible method of providing the Whole Building Ventilation required in Section 4 of that Standard- Pool and Spa Heating Systems and Equipment Measures: §114(a): Any pool or spa heating system shall be certified to have: a thermal efficiency that complies with the Appliance Efficiency Regulations; an on-off switch mounted outside of the heater; a permanent weatherproof plate or card with operating instructions; and shall not use electric resistance heating or a pilot light. §114(b)1: Any pool or spa heating equipment shall be installed with at least 36" of pipe between filter and heater, or dedicated suction and return lines, or built-up connections for future solar heating. §114(b)2: Outdoor pools or spas that have a heat pump or gas heater shall have a cover. §114(b)3: Pools shall have directional inlets that adequately mix the pool water, and a time switch that will allow all pumps to be set or programmed to run only during off-peak electric demand periods. §150(p): Residential pool systems or equipment meet the pump sizing, flow rate, piping, filters, and valve requirements of §150(p).
