Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one
of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-
2700. The City will route the plans to EsGil and the Carlsbad Planning, Engineering and
Fire Departments.
2. Bring IWQ corrected set of plans and calculations/reports to EsGil, 9320 Chesapeake
Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all remaining sets of
plans and calculations/reports directly to the City of Carlsbad Building Department for
routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil only will not be reviewed by the City
Planning, Engineering and Fire Departments until review by EsGil is complete.

• ACCESSIBILITY FOR REMODELS, ADDITIONS, AND REPAIRS
The following disabled access items are taken from the 2016 edition of California Building
Code. Per Section 1.9.1.2, all privately funded public accommodations and commercial
facilities shall be accessible to persons with disabilities.
Where existing elements or spaces are altered, each altered element or space shall
comply with applicable requirements of Division 2, including CBC section 11 B-202.4. CBC
section 11 B-202.4 states that when alterations or additions are made to existing buildings,
an accessible path of travel to the specific area of alteration shall be provided. See
exceptions to 11 B-202.4. If it is known that the accessible path of travel has already been
improved during this or the previous code cycle, please note the permit numbers on the
plans and update the scope of work to state that the accessible path of travel meets
current standards based on work previously done.
Detail on the plans the following elements of the existing path of travel that are required
to comply with the 2016 accessibility standards:
1. Existing accessible parking reflectorized identification including the "van
accessible", and "unauthorized vehicle parking" signs per 11 B-502.6, 11 B-502.8.2.
• RATED CONSTRUCTION
2. The plans shall demonstrate compliance with the unique requirements for each
Type of Construction. See Sections 602 and 603. The following specific area(s)
should be addressed by listing the flame spread and smoke developed index for
each applicable item being installed within this type II construction:
a) Interior floor and wall finishes.

c) Materials used to protect penetrations per CBC 714.
3. Provide a note on the plans stating: "Penetrations of fire-resistive walls, floor--
ceilings and roof-ceilings shall be protected as required in IBC Section 714."
4. Provide a note on the plans or on the finish schedule, stating, "Wall and ceiling
materials shall not exceed the flame spread classifications in IBC Table 803.11."

a) Complete drain, waste and vent plans for the relocated floor sink.
b) The equipment packet has a plumbing isometric. Provide this detail on the
plans and have the responsible designer sign the sheet.
c) The scope of work states that the grease trap and sump pump are
existing as new. Please clarify, are these systems existing or new. If new,
please provide complete plumbing plans, including:
i) Grease interceptor calculations.
ii) Waste and grease line isometric with vent pipe sizes.
iii) Cleanouts and trap arm distances within CPC limits.
6. Describe the method of compliance for temperature limitations for the following
fixture types: private lavatories (120 degrees), public use lavatories and bidets,
(limited to 110 degrees) and (bathtubs and showers (120 degrees)). Note: The
water heater thermostat may not be used for compliance with this Code section.
CPC 408.3, 409.4, 410.3, 421.2, and Energy Standards 110(C)3.
7. Please show that the potable water supply to beverage dispensers, carbonated
beverage dispensers, or coffee machines are protected by a legal airgap, a
vented back flow preventer, or a reduced pressure principle backflow preventer.
The relief valve shall drain indirectly into the sewer with a legal airgap. CPC
603.5.12.
8. Please show that potable water outlets with hose attachments at the mop sink is
protected by a nonremovable hose bib-type backflow preventer, a nonremovable
hose bib-type vacuum breaker, or by an atmospheric vacuum breaker installed
not less than 6 inches (152 mm) above the highest point of usage located on the
discharge side of the last valve. CPC 603.5. 7.

Plans are approved contingent upon the following:
l) Department of Environmental Health (QEH) stamped plans shall be maintained at the jobsite and available for review at
the time of the inspection.
2) Changes to equipment layout, menu, or application must be submitted for approval. Changes made without approval will make the
plan approval null and void.
3) Obtain local Building Department and all applicable agencies permits and approvals PRIOR TO FINAL INSPECTION AND
APPROVAL TO OPERATE BY THIS DEPARTMENT.
4) All food and utensil-related equipment shall be certified to applicable sanitation standards by an ANSI accredited testing agency.
5) Upon completion of 50%-80% of construction, EMAIL: flueg@sdcounty.ca.gov to schedule an inspection. In lieu of a
plumbing inspection by DEH, ensure that the plumbing is constructed to these standards:
a. Floor sinks shall be installed ½ exposed and equipped with an appropriate grill cover ifno access is provided for cleaning.
b. Drain lines shall slope¼" per foot, shall not exceed 15' in length and shall terminate a minimum of 1" above the floor sink
with a legal air gap or otherwise approved by the enforcing agency. Drain lines shall not intersect walkways or door ways.
c. No condensate drainage of any kind can drain to the mop sink.
d. 3-compartment sinks, preparation sinks, dump sinks, and any other plumbed equipment must drain indirect to a floor sink.
e. Grease traps/interceptors, if required by the local waste water authority must be located outside of the food preparation, food
storage, or warewashing areas.
f. Floor surfaces must be sloped 1 :50 to required floor drains.
g. Conduits of all types shall be installed within walls as practicable. When otherwise installed, they shall be mounted or enclosed
in a chase so as to facilitate cleaning.
6) Owners and/or operators must pass an approved and accredited Food Safety Certification course. Proof of successful completion of
this course is to be furnished at the final inspection.
7) All equipment is to be in place and functional. At the time when the final inspection is requested, the facility shall have all utilities
operational and all refrigeration shall have an ambient air temperature of 38°F or below and shall be equipped with a thermometer
accurate to +/-2°F in the warmest section of the unit.
8) Seal all cracks, gaps and crevices in counters, cabinets, around metal flashing, sink backsplashes, around pipes and conduits with
sil icone sealant.
9) ANY FOOD PROCESSING AREAS MUST BE COMPLETELY ENCLOSED. OPERABLE WINDOWS, MOVEABLE
WALL PANELS. GARAGE ROLL-UP DOORS. OR OTHER MEANS OF RENDERING FOOD PROCESSING AREAS
NOT FULLY ENCLOSED ARE NOT APPROVED.
10) Be advised. applicable jurisdiction requirements that result in changes to approved plans may require revisions to the
Department of Environmental Health plans.
