Dear Mr. Potts:
We recently received the bids for our new Day Care Center /Classroom
Building and were shocked to find the cost about $8, 668 more than we
expected. Gorden Baker and I tried to call you last week to discuss
this problem. Since you were out of town, we had a discussion with
Ruth King and she suggested that we send a detail of the budget for
you to consider. You will find this detail attached.
After the bids were reviewed with the contractors, certain changes in
the requirements were made including deferment of vinyl floor and
folding walls and rebids solicited for 7 December 1973. The revised
requirements are enclosed. The $58, 000 new estimate is based upon
the discussions and the items changed. Note that the $8, 668 difference
still contains a 10% contingency. The difference could be reduced by
cutting the contingency but it should probably remain.
At this point, the Financing Plan would allow completion of the building
but leave nothing to equip it for its intended use. Discussion
between Gorden and Dr. Fred Register indicated that ours is probably
not a unique problem and your suggestions should be solicited. Dr.
Register suggested that the Conference might be able to provide some
help.
Very truly yours,

Re: Pilgrim Congregational Church Day Care Center
INVITATION TO FINAL BID
Gentlemen:
Your company is invited to submit a final bid for construction of
a Day Care Center/Class Room Building for the Pilgrim Congregational
Church of Carlsbad located at 2020 Chestnut Avenue, Carlsbad, CA
92008. '
You were one of several local contractors solicited to bid on this
project in October. Since there were several options and the original
bids were far in excess of the budget, it has become necessary to
approach the project -with new criteria. In order to be fair to all
whom submitted bids originally, this final bid is solicited. Since
the changes are deletions or options originally bid, this should
cause a minimum, of inconvenience.
*i . . • , • .
Bids will be accepted until 3:00 PM^on 7 December 1973 at the
church office at the above address. The owner retains the right
to accept, or reject, any or all bids and to waive any informality
in the bidding. The target date for occupancy is April 1974.
The attached "Instructions to Bidders" revised 20 November 1973,
outlines the items to be considered in-the bid. Please itemize costs,
broken down at least per the specification divisions.

2020 Chestnut Avenue Report No. 1
Carlsbad, California 92008
SUBJECT: Report of In-Place Density Tests, Pilgrim Congregational
Church, 2020 Chestnut Avenue, Carlsbad, California.
Gentlemen:
In compliance with your request, this report has been prepared to es-
tablish the degree of compaction of the existing fill material placed
on the site as tested by the Southern California Testing Laboratory,
Inc. on December 17, 1973.
Field density tests were performed in accordance with A.S.T.M. D-1556-
64. Moisture content was determined for each density sample. The
results and location of the tests are given on'the attached figures.
A representative sample of the tested material was obtained for lab-
oratory tests.
Laboratory compaction tests to determine maximum dry density and op-
timum moisture were performed in accordance with A.S.T.M. Test Method
1557-70, Method C. The results of the laboratory compaction tests
are given on the attached Figure No. 2.
SCT 312663 December 19, 1973 Page 2
Since there is a transition line between cut and fill running through
the building pad area, it is the recommendation of the Southern
California Testing Laboratory, Inc. that adequate steel be placed
in the footings. This recommendation is based on the tendency of
cut and fill soils to compress differently, resulting in cracking
of footings and unequal structural support. Two No. 4 bars in the
top and two No. 4 bars in the bottom of the foundation, extended
ten feet each side of the transition line, should tend to reduce
the cracking resulting from differential movement.
If you have any questions regarding our report, please do not hesitate
to contact this office.
This opportunity to be of service is sincerely appreciated.
