1. Please make all corrections, as requested in the correction list. Submit THREE
sets of plans for residential projects). For expeditious processing, corrected sets
can be submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring two corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
7. If adding a hot water then show location and energy calculations must address
and would assume would have to be on exterior as electric not allowed and no
fuel burning appliances allowed with direct access to a bathroom. Plans show
that new tankless water heater will be connected to the main residence
water heater. Per phone conversation, water heater is a tank heater. The
demand on gas from a tankless water heater is 199,000 BTU and requires a
larger gas line diameter.
a) The gas pipe sizing for a tank type water heater shall be based upon
a minimum 199,000 Btu gas input rating. Energy Standards 150.0(n).
b) Add any other utilities to the gas line calculation to verify it meets
gas demand per CPC Table 1216.1(1)
c) If proposing to install a electrical tankless water heater, please note
on the plans the amperage demand on the electrical panel.
d) Please note on the plans any additional utilities planned to be added
to existing gas lines. If extending from the main residence, please
submit a isometric diagram noting all lengths and demand of each
appliance on the line proposed.
e) If connecting a new line from the meter, please note gas line
diameter, length of the line and appliances connected to line. (Per
phone conversation, there was a tankless water heater and a room
heater)

This plan review is limited to the technical requirements contained in the California version of
the International Residential Code, International Building Code, Uniform Plumbing Code,
Uniform Mechanical Code, National Electrical Code and state laws regulating energy
conservation, noise attenuation and access for the disabled. This plan review is based on
regulations enforced by the Building Department. You may have other corrections based on
laws and ordinance by the Planning Department, Engineering Department, Fire Department or
other departments. Clearance from those departments may be required prior to the issuance of
a building permit.
Present California law mandates that construction comply with the 2013 edition of the California
Code of Regulations (Title 24), which adopts the following model codes: 2012 IRC, 2012 IBC,
2012 UPC, 2012 UMC and 2011 NEC.
The above regulations apply, regardless of the code editions adopted by ordinance.

1. Please make all corrections, as requested in the correction list. Submit THREE
sets of plans for residential projects). For expeditious processing, corrected sets
can be submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring two corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
2. Verify final sets of architectural sheets will be signed by designer and that the
structural sheets and any new calculations will again be stamped and signed by
engineer of record also. Architectural sheets were not signed by designer.
3. Notes in ink and changes in ink to be on vellums or CAD drawings so as to be a
permanent part of the plans. Phone number was added under contact of (415)
407-9607 on cover sheet as well as APN 215-110-67-00 and Zoning R-1.
4. The note on A 100 is stating that this is a panelized roof and wall assembly.
What is unclear is if exterior and/or interior finish is to be applied at the factor for
walls and or if interior insulation/ finish is to be provided on ceiling panels. Would
assume the interior 5/8 X is to be field assembled in order to screw panels
together, complete electrical etc. but unsure about insulation. If these are
panelized systems then assume exterior finish is to be field applied. If the
building inspector cannot verify the structural integrity of any portion of the
building then will need either state approval for assembly or have accepted in the
past a letter from the engineer-of-record stating that he or she has made field
visits to the manufacturer plant to verify components of this project meet or
exceed design and would forward stamped and signed letter to the building
official for his review I approval.
5. Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 2013 California Residential Code, which adopts the 2012 IRC,
2012 UMC, 2012 UPC and the 2011 NEC. Section R 106.1.
6. Could not determine how hot water is being provided to detached studio. If this
being taken from main dwelling and if so plans need to reflect this.
7. If adding a how water then show location and energy calculations must address
and would assume would have to be on exterior as electric not allowed and no
fuel burning appliances allowed with direct access to a bathroom.

8. Could not determine how obtaining R-30 in ceiling with 2 x 8 roof framing
members as generally requires 2 x1 O's allow for the 8 1 /4" insulation and
required 1 inch airspace above?
9. Specify on the plans the following information for the roof materials, per Section
R106.1.1: Manufacturer's name and ICC approval number, or equal. Per City
Policy must have a Class A roof and metal roofing over combustible construction
will required either 1/4" DENS-DECK ASTM 1177 over 30 # felt or two layers of
ELK VERSASHIELD ESR-2053 over 30 # felt. This will need to be noted on
the plans.
10. No energy calculations were provided. Provide a Prescriptive or Performance
energy design, demonstrating compliance with current 2013 energy efficiency
standards. Information and Forms are available at:

12. Recheck plans for tempered window locations i.e. within 2 ft of exterior doors.

13. Plans to reflect whether or not this project is to be fire sprinklered (not required
unless City Fire Marshall states otherwise-but need to declare on cover sheet).
14. Show or note that exterior doors may swing outward only if the exterior landing
is not more than 1 % inches lower than the top of the threshold. R311.3.1
15. It is unclear if the 120 amp sub panel is facing towards clothes closet or
exterior. Not allowed to open into clothes closet and if opens to exterior then
elevation to reflect this and would be places in a shear wall.
16. The service panel is shown at a shear wall location. Note if panel is flush or
surface mounted. If flush mounted then detail opening in shear wall and
engineer-of-record to address opening as well as top plate/ and or bottom plates
where conduit and wiring will past thru.

17. Is existing electrical panel for main dwelling adequate for the additional sq
footage proposing?
18. No smoke or carbon monoxide alarms shown at studio? This considered a
potential bedroom and should mat least reflect a smoke detector and a carbon
monoxide alarm (for safety?) or required if any fuel burning appliances i.e. water
heater.
19. Recheck outlet spacing. Must show outlets within 6 ft of any opening and not to
exceed 12 apart. Any isolated wall 2 ft or wider to have outlets . Outlet spacing
exceeded at right of French door on E200.
20. Note cfm (minimum 50) for bath exhaust fan and sone level (maximum 3).
21. Electrical plan to reflect how the required residential energy lighting requirements
are to be meant. Electrical notes on E100 are reflecting old rules.
• In bathrooms, at least one fixture shall be high efficacy and all remaining
fixtures shall be high efficacy or be controlled by a vacancy sensor.
• High efficacy fixtures in studio to be high efficacy or low efficacy fixtures are
allowed if controlled by a dimmer or a vacancy sensor.
• Outdoor lighting fixtures that are attached to a building are required to be high
efficacy or be controlled by a combination photo-control/ motion sensor.
22. Specify on the plans: Water conserving fixtures: New water closets shall use no
more than 1.28 gallons of water per flush, kitchen faucets may not exceed 1.8
GPM, lavatories are limited to 1.5 GPM, and showerheads may not exceed 2.0
GPM of flow. CPC Section 403 and 408. Old values are noted on 23 thru 26
and 41 thru 43, electrical note 7 on E100. Recheck all locations.
23. Include on the plans the following specifications for any new electrical devices
being installed :
• Tamper resistant receptacles required for all new locations .
• Weather resistant type for any new receptacles installed in damp or wet
locations (outside).
• Arc-fault protection for all new outlets (not just receptacles) located in rooms
described in NEC 210.12(8): Studio, office, family, living, bedrooms, dining,
halls, etc. Note 11 on E100 is reflecting old rule of just bedrooms.
24. Do not need plumbing isometrics for this project (unless plans /energy
calculations required a tankless water heater in which case would need gas
isometrics reflecting BTU's and length of run from meter).

25. If going to provide DWV isometrics then must comply with the 2012 UPC. For
example bottle traps are not approved in California (unless provide evidence of
Building official's approval). The traps shown cannot be below slab level and
cross sectional area of vents must equal or exceed the 6" sewer drain line
proposing. Not a correction but 3" drain to sewer would have adequate? No vent
shown for lav sink on vanity detail and DWV isometric is reflecting one 2" vent.
A example would be if was a 3" vent then the cross sectional area of vents must
equal or exceed the cross sectional area of the 3 " drain which is 7 inches and if
two -2" vents would only provide 6.25"
• RESIDENTIAL GREEN BUILDING STANDARDS
The California Building Standards Commission has adopted the Green Building
Standards Code which became effective January 1, 2011 and must be enforced by the
local building official. The following mandatory requirements for residential construction
must be included on your plans. CGC Section 101.3. The Standards apply to newly
constructed residential buildings, along with additions/alterations that increase the
building's conditioned area, volume or size. CGC Section 303.1.1. Provide a sheet on
the plans labeled "Green Building Code Requirements" and include the following
notes as applicable.
26. Storm water drainage/retention during construction. Note on the plans:
Projects which disturb less than one acre of soil shall manage storm water
drainage during construction by one of the following: A. Retention basins. B.
Where storm water is conveyed to a public drainage system, water shall be
filtered by use of a barrier system, wattle or other approved method. CGC
4.106.2.
27. Grading and paving. Note on the plans that site grading or drainage system will
manage all surface water flows to keep water from entering buildings (swales,
water collection, French drains, etc.). CGC 4.106.3. Exception: Additions not
altering the drainage path.
28. Note on the plans that when a shower is provided with multiple shower heads,
the sum of flow to all the heads shall not exceed 2.0 gpm @ 80 psi, or the
shower shall be designed so that only one head is on at a time. CGC
4.303.1.3.2.
29. Recycling. Note on the plans that a minimum of 50% of construction waste is to
be recycled. CGC 4.408.1.
30. Recycling. Note on the plans that the contractor shall submit a Construction
Waste Management Plan to the jurisdiction agency that regulates waste
management, per CGC 4.408.2.

31. Operation and maintenance manual. Note on the plans that the builder is to
provide an operation manual (containing information for maintaining appliances,
etc.) for the owner at the time of final inspection. CGC 4.410.1.
32. Pollutant control. Note on the plans that during construction, ends of duct
openings are to be sealed, and mechanical equipment is to be covered. CGC
4.504.1.
33. Pollutant control. Note on the plans that VOC's must comply with the
limitations listed in Section 4.504.3 and Tables 4.504.1, 4.504.2, 4.504.3 and
4.504.5 for: Adhesives, Paints and Coatings, Carpet and Composition Wood
Products. CGC 4.504.2.
34. Interior moisture control. Note on the plans that concrete slabs will be
provided with a capillary break. CGC 4.505.2.1.
35. Interior moisture control. Note on the plans that the moisture content of wood
shall not exceed 19% before it is enclosed in construction. The moisture content
needs to be certified by one of 3 methods specified in Section 4.505.3. Building
materials with visible signs of water damage should not be used in construction.
The moisture content must be determined by the contractor by one of the
methods listed in CGC 4.505.3.
36. Indoor air quality. Note on the plans that bathroom fans shall be Energy Star
rated, vented directly to the outside and controlled by a humidistat. CGC
4.506.1.
37. Note on the plans that prior to final inspection the licensed contractor, architect
or engineer in responsible charge of the overall construction must provide to the
building department official written verification that all applicable provisions
from the Green Building Standards Code have been implemented as part of the
construction. CGC 102.3.
• STRUCTURAL
38. Note on plans that surface water will drain away from building and show
drainage pattern. Section R401.3
39. Concrete slabs shall have a minimum 6-mil vapor retarder placed between the
base course and the slab. R506.2.3
40. The plans/calculations appear to be using rotation to resist line Bon A200. The
detail 7/A200 is reflecting a single top plate to transfer loads from line A to B.
Provide calculations to justify.
41. Show or note on plans that all rake walls are to be ballooned framed.
42. Note on plan that hold down anchors must be tied in place prior to foundation
inspection. In addition the anchor bolts are to be in place prior to pouring . Could

not determine why plans are reflecting all the bolts for shear to be retrofitted
with Titen Screws? Please clarify. Special inspection generally required for this
application.
43. Plate washers are required to be 0.229"x3"x3". Section R602.11.1
44. Concrete is noting that 3000 psi concert is to be provided (special inspection
required if designed for greater than 2500 psi). To prevent inspection problems
in the field clearly note no special inspection is required if this is the case.
45. Specify combination symbol and wood species of the glued laminated beam on
the plans. NOS Table 5A. Note on the plans that an A.I.T.C. Certificate of
Compliance for glued laminated wood members shall be given to the building
inspector prior to installation.
46. Foundation note on at right of floor plan reflects MSTC4883's (?) and detail
2/A200 reflects STHD1 O's? Please clarify.
47. Verify no spread footing required for the 5.5 kip point load from GLB.
• CITY of CARLSBAD REQUIREMENTS
48. Finish grade may be sloped away from foundations at a 2% slope (less restrictive
than the 5% slope given in the CBC/CRC.
49. Roof coverings, shall be Class A
50. If CalGreen requires a Waste Management Plan, the applicant shall submit the
