This plan review is limited to the technical requirements contained in the International Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinances enforced ·by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Code sections cited are based on the 2007 CBC, which adopts the 2006 IBC.
The following items listed need clarification, modification or change·. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2006 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

Please make all corrections, as ·requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two Wf).ys:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments. .
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.

1. Plans shall be signed by the California state licensed engineer or architect where
there are structural changes to existing buildings or structural additions. Please
include the California license number, seal and date plans are signed. California
Business and Professions Code.
2. Provide a Building Code Data Legend on the Title Sheet. Include the following
code information for each building proposed:

3. Provide a statement on the Title Sheet of the plans, stating that this project shall
comply with the 2007 California Building Code, which adopts the 2006 IBC, 2006

walls. Identify bearing walls, non-bearing walls, and shear walls.(Does all new
walls type B? the walls around "DOC STORAGE and IDF" 83? Please clarify the
wall type on sheet A-210.)

Per Section 11178.9, non-commercial kitchen sinks (such as at employee break
rooms, etc.) shall provide the following:
a) A clear floor space at least 30"x 48" shall be provided for forward
approach and shall be on an accessible route. The clear space shall
extend a maximum of 19" underneath the sink.
b) The accessible sink shall be a maximum of 6-½" deep. The sink shall be
mounted with the counter or rim no higher than 34" above finish floor.
Knee clearance that is at least 27" high, 30" side and 19" underneath the
sink shall be provided. Hot water and drain shall be insulated or otherwise
configured so as to protect against contact. There shall be no sharp or
· abrasive surfaces under the sink.
c) Faucet controls and operating mechanisms shall be operable with one
hand and shall not require tight grasping, pinching or twisting of the wrist.
Lever operated, push-type and electronically controlled mechanisms are
acceptable. Self-closing valves are allowed if the faucet remains open for
at least 10 seconds.

1. Each sheet of the plans must be signed by the person responsible for their
preparation, even though there are no structural changes, before the permits are
issued. Business and Professions Code. The final set of corrected drawings to
be reviewed for signing and sealing just before the permits are to be issued.
2. Note, as per CBC, Section 311.3, only noncombustible materials may be stored
in S-2 occupancy group. Please provide a complete list of the proposed
materials to be stored in the S-2 storage rooms (Process Storage 173; Storage
175; and Storage 177). It looks like the correct storage occupancy to be a S-1
occupancy group.
3. Correct the statement on the Title Sheet of the plans to show compliance with
the current Energy Code. As of the first day of 2010 the 2008 edition of the
California Energy Efficiency Standards is the correct current Energy Code.
4. Note on sheet A-000, under "Hazardous Material" states: "Hazardous materials
associated with this project are under the allowable limits per building control
diagrams located on sheet A-002. (For reference only). But no building control
diagrams on sheet A-002? But the "Hazardous Materials Report" by
Klausbruckner and Associates and sheet-A-101 clearly notes: "Entire building
shall serve as one Control Area." Please correct.
5. The Allowable Area Calculations on sheet A-101 of the drawings are incorrect
and do not match the Allowable Area Calculations on page 22 of the "Hazardous
Materials Report" by Klausbruckner and. Associates. Please correct.
6. Please correct the drawings to show the required 42 inch tall "Guards" (guard
rails) as per IBC, Section 1013.5: "Where appliances, equipment, fans, roof

serving water agency stating they use only "Badger" brand water
meters for 1 inch water meters. Or, correct the water meter pressure
losses. Also the water line sizing calls out for "Hersey" water
meters, not "Badger" brand water meters. As per CPC, Chart A-1 the
water pressure loss through the two 1 inch water meters is too small for
the water demand shown·. Please correct. ·
B) The water demand of only 6 tank type fixture units noted in the
responses for the industrial water system seems to be too low for
the industrial water system shown. Please correct. The water line
sizing calculations do not show the water demand on the potable water
system by the industrial water system.
C) The response provided states cut-sheets for back flow devises is
provided with pressure loss charts. But the data was not included in
the plan package provided to Esgil Corp. for review. Provide data for
pressure losses through the ¾ inch back flow devises. The 14 psi looks

WATER METER REVIEW
D Domestic (potable) Use
Ensure that the meter proposed by the owner/developer is not oversized. Oversized
meters are inaccurate during low-flow conditions. If it is oversized, for the life of the
meter, the city will not accurately bill the owner for the water used.
• Where a residential unit is required to have an automatic fire
extinguishing system, the minimum meter size shall be a 1"meter. NOTE:
The connection fee, SDCWA system capacity charge and the water
treatment capacity charge will be based on the size of the meter
necessary to meet the water use requirements.
• For residential units the minimum size meter shall be 5/8", except where
the residential unit is larger than 3,500 square feet or on a lot larger than
one quarter (1/4) acre where the meter size shall be¾:
• If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations, which
include total fixture counts and maximum water demand in gallons per
minute (gpm). A typical fixture count and water demand worksheet is
attached. Once the gpm is provided, check against the "meter sizing
schedule" to verify the anticipated meter size for the unit.
• Maximum service and meter size is a 2" service with a 2" meter.
D Irrigation Use (where recycled water is not available)
All irrigation meters must be sized by the landscape architect based on the
flow demand in gallons per minute (gpm) for the area to be irrigated. The
minimum size meter(s) shall be capable of supplying the peak irrigation water
demand determined.
• If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I", and
potable water is typically a circled "W".
• If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (w/ a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically the
planning department landscape consultant has already reviewed this if
landscape plans have been prepared, but the applicant must provide the
calculations to you for your use. Once you have received a good example of
irrigation calculations, keep a set for your reference. In general the
calculations will include:
• Hydraulic grade line
• Elevation at point of connection (POC)
• Pressure at POC in pounds per square inch (PSI)
• Worse case zone (largest, farthest away from valve)
• Total sprinkler heads listed (with gpm use per head)
• Include a 10% residual pressure at point of connection

2. If a project fronts a street with recycled water, then they should be connecting to this
line to irrigate slopes within the development. For subdivisions, this should have been
identified and implemented on the improvement plans. Installing recycled water
meters is a benefit for the applicant since they are ·exempt from paying the San
Diego County Water Capacity fees. However, if they front a street on which the
recycled water is there, but is not live (they are charged with potable water until
recycled water is available), then the applicant must pay the San Diego Water
Capacity Charge. If recycled water is eventually supplied to the service connection
and meter within one year of the original application for Water meter Permit, the
customer must prepare and submit the San Diego County Water Authority's
"Capacity Charge Refund Request" form to CMWD for verification to request the
connection fee refund.

directly3 to an ESA (where discharges from the development or redevelopment will enter receiving waters within the ,( ESA), which either creates 2,500 square feet of impervious surface on a proposed project site or increases the area
of imperviousness of a proposed project site to 10% or more of its naturally occurring condition.
8. Parking_ lot. Area of 5,000 square feet or more, or with 15 or more parking spaces, and potentially exposed to urban X runoff
9. Streets, roads, hig_hways. and freeways. Any paved surface that is 5,000 square feet or greater used for the X transportqtion of automobiles, trucks, motorcycles, and other vehicles
10. Retail Gasoline Outlets. Serving more than 100 vehicles per day and greater than 5,000 square feet ~

2 "Directly adjacent" means situated within 200 feet of the Environmentally Sensitive Area.
3 "Discharging directly to" means outflow from a drainage conveyance system that is composed entirely of flows from the subject development or redevelopment site, and
not commingled with flow from adjacent lands.
4 Pollutant-generating Development Projects are those projects that generate pollutants at levels greater than background levels. In general, these include all projects
that contribute to an exceedance to an impaired water body or which create new impervious surfaces greater than 5000 square feet and/or introduce new landscaping
areas that require routine use of fertilizers and pesticides. In most cases linear pathway projects that are for infrequent vehicle use, such as emergency or maintenance
access, or for pedestrian or bicycle use, are not considered Pollutant-generating Development Projects if they are built with pervious surfaces or if they sheet flow to
surroundin ervious surfaces.

Required Acceptance Tests
Designer:
This form is to be used by the designer and attached to the plans. Listed below are all the acceptance tests for mechanical systems. The designer is required to check the applicable
boxes by all acceptance tests that apply and listed all equipment that requires an acceptance test. If all equipment of a certain type requires a test, list the equipment description and
the number of systems. The NA number designates the Section in the Appendix of the Nonresidential Reference Appendices Manual that describes the test. Since this form will be
part of the plans, completion of this section will allow the responsible party to budget for the scope of work appropriately.
Building Departments:
Systems Acceptance: Before occupancy permit is granted for a newly constructed building or space, or a new space-conditioning system serving a building or space is operated for
normal use, all control devices serving the building or space shall be certified as meeting the Acceptance Requirements for Code Compliance.
Systems Acceptance: Before occupancy permit is granted. All newly installed HVAC equipment must be tested using the Acceptance Requirements.
The MECH-1 C form is not considered a completed form and is not to be accepted by the building department unless the correct boxes are checked. The equipment requiring testing,
person performing the test (Example: HVAC installer, TAB contractor, controls contractor, PE in charge of project) and what Acceptance test must be conducted. The following
checked-off forms are required for ALL newly installed equipment. In addition a Certificate of Acceptance forms shall be submitted to the building department that certifies plans,
specifications, installation, certificates, and operating and maintenance information meet the requirements of §10-103(b) and Title-24 Part 6. The building inspector must receive the
properly filled out and signed forms before the building can receive final occupancy.

Equipment and System Efficiencies
§111: Any appliance for which there is a California standard established in the Appliance Efficiency Regulations will comply
with the applicable standard.
§115{a): Fan type central furnaces shall not have a pilot light.
§123: Piping, except that conveying fluids at temperatures between 60 and 105 degrees Fahrenheit, or within HVAC
equipment, shall be insulated in accordance with Standards Section 123.
§124: Air handling duct systems shall be installed and insulated in compliance with Sections 601, 602, 603, 604, and 605 of
the CMG Standards.
Controls
§122(e): Each space conditioning system shall be installed with one of the following:
1A. Each space conditioning system serving building types such as offices and manufacturing facilities (and all others not
explicitly exempt from the requirements of Section 112 (d)) shall be installed with an automatic time switch with an
accessible manual override that allows operation of the system during off-hours for up to 4 hours. The time switch
shall be capable of programming different schedules for weekdays and weekends and have program backup
capabilities that prevent the loss of the device's oroaram and time settina for at least 1 0 hours if power is interrupted; or
18. An occupancy sensor to control the operating period of the system; or
1C. A 4-hour timer that can be manually operated to control the operating period of the system.
2. Each space conditioning system shall be installed with controls that temporarily restart and temporarily operate the
system as required to maintain a setback heating and/or a setup cooling thermostat setpoint.
Each space conditioning system serving multiple zones with a combined conditioned floor area more than 25,000
§122(g): square feet shall be provided with isolation zones. Each zone: shall not exceed 25,000 square feet; shall be provided
with isolation devices, such as valves or dampers that allow the supply of heating or cooling to be setback or shut off
independently of other isolation areas; and shall be controlled by a time control device as described above.
§122{c): Thermostats shall have numeric setpoints in degrees Fahrenheit (F) and adjustable setpoint stops accessible only to
authorized personnel.
§122(b): Heat pumps shall be installed with controls to prevent electric resistance supplementary heater operation when the
heating load can be met by the heat pump alone
Each space conditioning system shall be controlled by an individual thermostat that responds to temperature within the
zone. Where used to control heating, the control shall be adjustable down to 55 degrees F or lower. For cooling, the

DESCRIPTION
Badger Meter offers the Recordall Disc meter in Cast Bronze and a Low
Lead Alloy. The Low Lead Alloy (Trade Designation: M70 LL) version
complies with ANSI/NSF Standard 61, Annex G and carries the NSF-61
Mark on the housing. All components of the Low Lead Alloy meter,
i.e., disc, chamber, housing, seals, etc., comprise the certified system.
APPLICATIONS: For use in measurement of potable cold water in
residential, commercial and industrial services where flow is in one
direction only.
OPERATION: Water flows through the meter's strainer and into the
measuring chamber where it causes the disc to nutate. The disc, which
moves freely, nutates on its own ball, guided by a thrust roller. A drive
magnet transmits the motion of the disc to a follower magnet located
within the permanently sealed register. The follower magnetisconne¢ed
to the register gear train. The gear train reduces the disc nutations into
volume totalization units displayed on the_ register dial face.
OPERATING PERFORMANCE:The BadgerRecordall Disc meters meet
or exceed registration accuracy for the low flow rates (95%), normal
operating flow rate~ (100 ± 1.5%), and maximum continuous operation
flow rates as specifically stated by AWWA Standard C700.
CONSTRUCTION: Badger Recordall Disc meter construction, which
complies with ANSI/AWWA standard C700, consists of three basic
components: meter housing, measuring chamber, and permanently
sealed register. The water meter is available in bronze and Low Lead
Alloy with externally-threaded spuds.A corrosion-resistant thermoplastic
material is used for the measuring chamber.
To simplify maintenance, the register, measuring chamber, and strainer
can be replaced without removing the meterhousing from the installation.
No change gears are required foraccuracy calibration. Interchangeability
of parts among like-sized meters also minimizes spare parts inventory
investment.
MAGNETIC DRIVE: Direct magnetic drive, throl!lgh the use of high-
strength magnets, provides positive, reliable and dependable register
coupling for straight-reading, remote or automatic meter reading options.
SEALED REGISTER: The standard register consists ofa straight-reading
odometer-type totalization display, 360° test circle with center sweep
hand and flow finder to detect leaks. Register gearing consists of self-
lubricating thermoplastic gears to minimize friction and provides long life.
Permanently sealed; dirt, moisture, tampering and lens fogging problems
are eliminated. Multi-position register simplifies meter installation and
reading. Generator-type remote reading and automatic meter reading
systems are available for all Recordall Disc meters. All reading options
are removable from the meter without disrupting water service.
TAMPER-PROOF FEATURES: Customer removal of the register to
obtain free water can be prevented when the optional tamper detection
seal wire screw or TORX® tamper resistant seal screw is added to the
meter. Both can be installed at the meter site or at the factory.
MAINTENANCE: Badger Recordall Disc meters are designed and
manufactured to provide long-term service with minimal maintenance.
When maintenance is required, it can be performed easily either at the
meter Installation or at any other convenient location. As an alternative
to repair by the utility, Badger offers various maintenance and meter
component exchange programs to fit the needs of the utility.

APPLICATION
Designed for installation on potable water lines to reduce
high inlet pressure to a lower outlet pressure. The high
flow capacity makes this device most suitable for industrial
water lines and commercial irrigation systems. The direct
acting integral by-pass design prevents buildup of exces-
sive system pressure caused by thermal expansion. The
balanced piston design enables the regulator to react in a
smooth and responsive manner to changes in system flow
demand, while at the same time, providing protection from
inlet pressure changes.

Local codes shall govern installation requirements. Unless otherwise specified, the assembly shall be mounted in ac-
cordance with the manufacturers' instructions and the latest edition of the Uniform Plumbing Code. The assembly shall
be installed with sufficient side clearance for testing and maintenance. The Model 500 may be installed in any position.
If installed in a pit or vault, specify the "SC" sealed cage option. Multiple installations are recommend for wide demand
variations or where the desired pressure reduction is more than 4 to 1 (i.e.: 200 psi inlet reduced to 50 psi outlet).
CAUTION: Anytime a reducing valve is adjusted, a pressure gauge must be used downstream to verify correct pressure
setting. Do not bottom adjustment bolt on bell housing.

BATTERY INSTALLATION
The Pressure Reducing Valve shall consist of a bronze body and bell housing, a separate access cover for the plunger
and a bolt to adjust the downstream pressure. The bronze bell housing and access cap shall be threaded to the body
and shall not require the use of ferrous screws. The assembly shall be of the balanced piston design and shall reduce
pressure in both flow and no-flow conditions. The assembly shall be accessible for maintenance without having to remove
the body from.the line. The Pressure Reducing Valve shall be a WILKINS Model 500.

of plans for commercial/industrial projects (THREE sets of plans for residential projects).
For expeditious processing, corrected sets cah be submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700.
The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering
, and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320

remaining sets of plans and calculations/reports directly to the City of Carlsbad Building
