RE: Temporary Storage and Outdoor Educational Classroom
Dear Col. Miller:
Thank you for your letter dated February 7, 2001 explaining Army & Navy Academy's intentions
regarding the temporary use of the storage yard and outdoor educational classroom (previously
referred to as the "archery. range"). Based on your letter, it is our understanding that you desire
to relocate the existing storage facility from the northwest corner of Mountain View and Pacific
Ave. to the southeast corner of the sports field north of Beech Street and west of the railroad
tracks. The reason for the relocation is to make room for the surface parking at the corner of
Mountain View and Pacific Avenue that will be installed concurrent with the construction of the
dormitory on Pacific Avenue in accordance with the conditions of approval set forth in the
existing Campus Master Plan. The Redevelopment Agency supports the relocation of the
storage facility as proposed as a temporary use in conjunction with the construction of the
required parking lot. This support is based upon the understanding that a permanent storage
facility housed within a permanent structure(s) will be included in a new comprehensive Master
Plan currently being prepared for the Academy. It is staff's understanding that the Academy is
currently undertaking a needs assessment as part of the preparation of a new Master Plan to
better meet the needs of the Academy in terms of academic, residential, recreational,
maintenance and other ancillary facilities.
In addition to the relocation of the maintenance facility your letter also addresses retaining the
existing outdoor classroom referred to as the "archery range" in prior correspondence. Evidently
this facility, located next to the tennis courts on Pacific Avenue, has been in existence for quite
some time without the benefit of building permits. Prior to approving the building permit for the 8'
fence and covered structure staff requested a letter stating the Academy's intention regarding
the future use of the facility. In your letter dated February 7, 2001 you clearly state this facility is
intended to be temporary in nature and a permanent indoor facility will be included in the new
Master Plan. This information is sufficient and staff will move forward with the approval of the
building permit.
I thank you for continuing to work with staff to resolve some of the issues regarding temporary
facilities on campus. The existing Master Plan was intended to clearly identify the future needs
of the Academy and simplify the acquisition of building permits. However, it appears several
needs were not taken into consideration as in the case of maintenance and storage facilities.
Furthermore, based on recent conversations with Academy staff it seems the existing Master
Plan is inconsistent with the vision of the current administration, which is why a new Master Plan
is being prepared. I have met with the representatives from the architectural firm working on the
new Master Plan and they appear to have a strong understanding of the Academy's needs and
vision for the future. We appreciate the time and money you are putting into this project and

Submit three sets of plans for commercial/industrial projects (two sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one of
two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700.
The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering
and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad Building
Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by
the City Planning, Engineering and Fire Departments until review by EsGil Corporation is
complete.

2. All sheets of the plans and the first sheet of the calculations are required to be signed by
the California licensed architect or engineer responsible for the plan preparation. Please
include the California license number, seal, date of license expiration and the date the

ONLY AS ACCESSORY TO DWELLING UNITS. SPECIFICALLY, SECTION 3117

GENERAL
Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
. PLANS
2. All sheets of the plans and the first sheet of the calculations are required to be
signed by the California licensed architect or engineer responsible for the plan
preparation. Please include the California license number, seal, date of license
expiration and the date the plans are signed. Business and Professions Code.
Provide a Building Code Data Legend on the Title Sheet. Include the following
code information for each building proposed:

4. Provide a statement on the Title Sheet of the plans that this project shall comply
with the 1998 edition of the California Building Code (Title 24), which adopts the
1997 UBC, UMC and UPC and the 1996 NEC.
5.. Provide a note on the plans indicating if any hazardous materials will be stored
and/or used within the building which exceed the quantities listed in UBC Tables
3-D and 3-E.
6. Specify on the plans the uses of all areas. Sec. 106.3.3.

. SITE PLAN
7. Provide a fully dimensioned site plan drawn to scale. Sec. 106.3.3. Include the
following:
North arrow.
Property lines/easements.
Streets/alleys.
Existing and proposed buildings and structures.
8. Clearly dimension building setbacks from property lines, street centerlines, and
from all adjacent buildings and structures on the site plan.
. LOCATION ON PROPERTY
9. When two or more buildings are on the same property, the buildings shall have
an assumed property line between them for the purpose of determining the
required wall and opening protection and roof cover requirements, per Section
503.1. An exception is provided if the combined area of the buildings is within
the limits specified in Section 504 for a single building. If this exception is used,
show how the building(s) will comply with Section 503.
10. When a new building is to be erected on the same property as an existing
building, the location of the assumed property line with relation to-the existing
building shall be such that the exterior wall and opening protection of the existing
building meets the criteria of Table 5-A and Chapter 6. Section 503.
11. The exterior walls less than 20 feet to a property line or an assumed property
line, shall be one-hour fire-rated construction. Section 503.
'ROOFS
12. A Class A roof covering is required, per City ordinance.
The "PVC" roof cover won't comply.
Provide evidence that the "torch down" roofing will meet the Class A
requirement.
13. Specify roof slope (on page 1).
FOUNDATION
14. The footings on the plans are undersized. Please provide structural calculations
to justify them.
15. Note on the plans that wood shall be 6 inches above finish grade. Section
1806.1.

Note on plans that surface water will drain away from building and show
drainage pattern. Section 1804.7.
Show foundation sills to be pressure treated, or equal. Section 2306.4.
Show on the plans the depths of the footings.
STRUCTURAL
Provide minimum structural specifications on the plans to show that all structural
materials will comply with the design calculations and building code
requirements.
Provide lateral load calculations.
Individual concrete or masonry piers shall project at least 8 inches above
exposed ground unless the columns or posts which they support are of approved
wood of natural resistance to decay or treated wood is used. Section 2306.5.
The ridge beam on page 3 appears to be undersized. Please provide structural
calculations to justify.
Please provide complete structural detailing for the proposed fencing.

correction item has been addressed, i.e., plan sheet, note or detail number,
calculation page, etc.

RE: Installation of Shooting Range Facility (CB002077)
Dear Col. Miller:
It has been brought to our attention that Army &. Navy Academy is seeking a building
permit for the installation of a patio cover and 8-foot high chain link fence to house a
"shooting range" adjacent to the existing tennis courts on the east side of Mountain
View Drive. It is my understanding that the structures are fully constructed and the
request for a building permit is in response to notification of code violation issued by
City Code Enforcement staff for failure to acquire a building. permit prior to construction.
In addition to Building Department approval, issuance of the building permit requires
approval of the Planning Department and Housing and Redevelopment Department.
The shooting range facility raises some significant issues in terms of noise impacts to
nearby residents. The facility was not shown on the approved Army & Navy Academy
Master Plan, thus there has been no review of the proposed use as it relates to the rest
of the campus, the surrounding area, or the environment. Therefore, staff is unable to
support issuance of the building permit for the facility without approval of a Master Plan
Amendment. Continued processing of your building permit is no longer necessary and
immediate removal of the illegal structures is required.
