SUBJECT: Abatement of "Rookhaven Apartments".
Dear Judge Carr:
The City of Carlsbad has served a notice of condemnation
on the previous owner of the property located at 2687 Ocean
Street, in the City of Carlsbad, the legal description of
which is as follows:
Assessor's Parcel No. 180-203-140, r.ots
23,24,25, and 26 and Parcels 190-203-140,
Lots 27, 28 and 29, in the City of
Carlsbad.
Mr . Butcher had agreed to remove the existing structures
if the tenants were allowed to remain until June 15, 1970.
Per our telephone conversation regarding the above pro-
perty, these are the bids I received:

SUBJECT: Water Service
Under the provisions of Ordinance #8049 and #8051, this
department requests that the water service be discontinued
at the property located at 2687 Ocean Street in the City
of Carlsbad (AKA Rock-Aven).
This property has been condemned by this department and
certain problems have arisen regarding unauthorized persons
using this property and occupying same. Therefore, this
department has requested all services be disconnected.

SUBJECT: Rockhaven Motel
Dear Mr . Butcher:
July 13, 1970
This department, having conducted a housing inspection, structural
and general maintenance condition on the property located at 2687
Ocean Street, finds sufficient discrepancies to recommend the re-
moval of the structures. If you feel that there may be one partic-
ular building out of those located on the property that is worth
doing rehabilitation work on, please contact this office. This
office would also appreciate your informing us if and when you
concur with the recommendation of removal of said structures.
As of the date of receipt of this notice, the structures at the
above address and the legal description being Lots 23, 24, 25
and 26 of Hayes Land Co. add Map No . 2 portion of Blk. A, Map 1221,
City of Carlsbad, California, is hereby declared to be unfit for
human occupancy under the provisions of Section 203 of the Unifonn
Building Code as adopted by the City of Carlsbad and under Section
H-1001 of the Uniform Housing Code as adopted by the City of
Carlsbad.
Failure to comply or notify this office as to a time schedule
regarding the above matter shall result in further action by the
City Attorney and the Carlsbad City Council.

Dear Hr. Smith:
After reviewing the preliminary plans of the proposed constr uc-
tion of the Baushore Inn as submitted to this office by Peter
A. Hallem & Associates , this Department concurs that a building
permit would be issued for this project .
Ther e are additional requirements on this structure under
Resolution 1695 of the City Council , City of Carlsbad.
The present plans (preliminary ) presently comply with the
Uniform Builiing Code as 4opted by the City of Carlsbad .

in the City of Carlsbad. This inspection was conducted in
the preaence of !rs. Irene Butcher.
The City of Carlsbad Building Department finds thc~e units
(<.'Ind buildings) are in a run down, delnpidated state and has
nUJ!"erous violations of the electrical, plumbing and building
codes. Under the provisiong of Ordinance 8051, of the City of
Carlsbad, adopting the Uniform Buil~ing Code, Vol. III, Housinq,
the above stated propertios are -found to be c;rnbstandard ano in
such a state of delnpidation, they are therefore declared unfit
for human hQbitation. These properties ahall bo posted this day,
Docember 12, 1969, by the City of Carlsbad Building Department
aa unfit for human habitation.
These units which are presently occupied will have to be
vacatec; and the correction made. You have the ric;rht to submit
plnns and specifications of rehabilitation for our approval of
