But we've issued the permit for the work, so its imperative that we do not even walk the project for final inspection until he secures a valid R-P. Make sure you do not even walk the final prior to Debbie approving the R-P and get her sign off on final prior to walking the project. Set III of the plan appears try to comply with the handicapped access requirements. The following corrections are the items need to be revised. DEPARTMENT OF STATE ARCHITECT NON RESIDENTIAL TITLE 24 DISABLED ACCESS REQUIREMENTS • REMODELS. ADDITIONS AND REPAIRS 1. When alterations, structural repairs or modifications or additions are made to an existing building, that building, or portion of the building affected is required to comply with all of the requirements for new buildings, per Section 1134B.2. These requirements apply only to the area of specific alteration, repair or addition and shall include: a) A primary entrance to the building and the primary path of travel to the area in question, and include the following items which serve the area in question:(ls the path of travel comply with the walk requirements? Is the egyptian mineral spa area accessible?ls the service area accessible?) i) Sanitary facilities. • DISABLED ACCESS PARKING SPACESMF APPLICABLE! 2. Revise site plan to show compliance with the required number of accessible parking spaces for new facilities, (or at existing facilities where a change of occupancy occurs). Per Table 11B-7the minimum number of spaces is: a) 1 for each 25 spaces up to 100 total spaces. 3. If total number of spaces is less than 5, one shall be 14'0" wide and line to provide a 9'0" parking area and 5'0" loading and unloading area. There is no requirement that this space be identified or reserved for the exclusive use by persons with disabilities. 4. Provide site plan to show that the accessible spaces are located, per Section 1129B.1 as follows: a) On the shortest possible route to an accessible entrance, when serving a particular building. b) On the shortest route of travel to an accessible entrance of a parking facility. c) Spaces are to be dispersed and located closest to accessible entrances where buildings have multiple accessible entrances with adjacent parking (i.e. strip centers). 5. Provide site plan to show that accessible spaces comply with Section 1129B.4.1 as follows: a) Single spaces shall be 14'0" wide and outlined to provide a 9'0" parking area and a 5'0" loading and unloading area on the passenger side of the vehicle. b) When more than one space is provided, in lieu of providing a 14'0" space for each space, two spaces can be provided within a 23'0" area with a 5"0" loading zone between each 9'0" wide space. c) Each space is to be a minimum of 18'0" in depth. 6. Provide plans to show that at least one in every 8 accessible spaces are served by an access aisle £96" in width and designated as VAN ACCESSIBLE, per Section 1129B.4.2. All such spaces may be grouped on one level of a parking structure. Carlsbad 96-804 III 12/26/96 7. Show on the site plan that accessible space(s) are to be located such that disabled persons are not required to wheel, or walk, behind parked cars other than their own, per Section 1129B.4.3. 8. Show that a bumper or curb is to be provided, and located at each space, to prevent encroachment of cars into the required width of walkways, per Section 1129B.4.3. 9. Show or note that the maximum slope of the parking surface at the accessible space, in any direction, is <W per ft (2.083%), per Section 1129B.4.4. The maximum slope at the passenger loading zone is to be 10. Show or note on the plans that the accessible parking spaces are to be identified by a reflectorized sign, permanently posted immediately adjacent to and visible from each space, consisting of: a) A profile view of a wheelchair with occupant in white on dark blue background. b) The sign shall £70 in2 in area. c) When in the path of travel, they shall be posted £80" from the bottom of the sign to parking space finished grade. d) Signs may also be centered on the wall of the interior end of the parking space >36" from the parking space finished grade, ground or sidewalk. e) Spaces complying with Section 1129B.4.2 shall have an additional sign "Van-Accessible" mounted below the symbol of accessibility per Section 1 1 29B.5. f) In addition, each accessible space is required to be marked with the international symbol of accessibility. 1 1 . Show, or note, that an additional sign shall also be posted in a conspicuous place at each entrance to off street parking facilities, or immediately adjacent to and visible from each stall or space. The sign shall be £1 7" x 22" with lettering not £1" in height. Per Section 1129B.5 required wording is as follows. "Unauthorized vehicles parked in designated accessible spaces not displaying distinguishing placards or license plates issued for persons with disabilities may be towed away at owner's expense. Towed vehicles may be reclaimed at _ or by telephoning _ ." 12. Provide a passenger access aisle, 60" by 20'0", adjacent and parallel to the passenger loading space, per Section 1131B.2.1. CURB RAMPSflF APPLICABLE) 13. Revise plans to show that curb ramps shall be constructed at each corner of a street intersection or where a pedestrian way crosses a curb, per Section 1127B.5.1. 14. Plans shall show that curb ramps are £48" wide with a slope of ^1:12 (8.33%), per Sections 1127B.5.2and 1127B.5.3. The lower end of each curb ramp shall have a Y2n lip beveled 45°, per Section 1127B.5.5. 15. Revise plans to show that the landing at the top of the curb shall be level and £48" depth for the entire width of the curb ramp, or the slope of the fanned or flared sides is £1:8 (12.5%), per Section 1127B.5.4. 16. Show or note that the surface of all curb ramps and the flared sides are to be slip resistant, and contrasting from the adjacent sidewalk finish, per Section 1127B.5.6. 17. Provide details or note on the plans that all curb ramps have a grooved border 12" wide at the level surface of the sidewalk along the top and each side approximately 3/4" o.c., per Section 1127B.5.7. Carlsbad 96-804 III 12/26/96 18. Show that detectable warnings, extending the full width and depth of the curb ramp, inside the grooved border are to be installed if the slope is £1:15 (6.66%) and £1:20 (5%), per Section 1127B.5.8. These consist of raised truncated domes with a diameter of 0.9" at the base, tapering to 0.45" at the top. Spacing shall be 2.35" o.c. 19. Locate curb ramps to prevent obstruction by blocked cars, per Section 1127B.5.9. • WALKS AND SIDEWALKS 20. If any proposed walks slope >1:20 (5%) they must comply with ramp requirements of Section 1007, per Section 1023.3. Revise plans to show or note requirements. 21. Walks along an accessible route of travel are required to be £48" minimum in width and have slip resistant surfaces, per Section 1023.1. Revise plans to show compliance. 22. The maximum permitted cross slope shall be £%" per ft., per Section 1023.1.3. 23. Show or note that any abrupt level changes will be sy2" along any accessible route of travel. When changes do occur, they shall be beveled with a slope of £1:2. Level changes of <%" may be vertical. NOTE: If level changes >%", they must comply with the requirements of curb ramps. 24. All required permits related to the massage establishment, as defined by the Carlsbad Municipal Code and/or County of San Diego Code shall remain in full force and effect for the entire period of time in which the applicant operates the subject Massage Therapy Service with baths and mineral spas. Failure to maintain these permits or subsequent revocation of these permits by the Carlsbad Police Department and/or County of San Diego shall constitute cause for cessation and abatement of the massage establishment and baths and mineral spring spas and result in revocation of this administrative redevelopment permit by the Carlsbad Housing and Redevelopment Director. 7. This administrative redevelopment permit approval shall become null and void if all required building permits are not issued for this project within twelve (12) months from the date of project approval. 8. The approval of this administrative redevelopment permit is granted upon the condition that the interior improvements to the Alt Karlsbad building at 2802 Carlsbad Boulevard shall be made specifically as noted on the approved project plans and the proposed business shall be operated as stated within the subject permit application. Any changes to the interior of the building and/or operation of the business shall require prior written approval by the Housing and Redevelopment Director as an amendment to this permit. 9. All massage technicians and/or holistic health practitioners to be employed within the subject business shall be required to obtain approval of and retain a Massage License from the Carlsbad Police Department. Grigoris September 9, 1997 Page Four Sign Permit To obtain an approved permit for any business related signage, you must submit the appropriate application and pay the related fee ($30). The application requires a complete set of plans indicating the following 1) north arrow and scale; 2) location of existing buildings or structures, parking areas, and vehicular access points to the property; 3) location of all existing and proposed signs for the property; 4) distance to the property line(s) for all proposed freestanding signs; and 5) provide an elevation for all proposed signs which specifics the: dimensions and area for all existing and proposed signs, materials, and the proposed sign copy. A copy of the standards for business signage has been previously forwarded to you. You are permitted 1 square foot of signage total for each lineal foot of building frontage. It is the purpose and intent of this chapter to provide for the orderly regulation of the massage business in the city by the adoption of a licensing procedure for massage establishments, holistic health practitioners, and massage technicians. It is deter- mined to be necessary to further preserve and pro- tect the health, safety and welfare of the inhabitants of this city through the enactment of standards of sanitation, professional competence, fire safety and building construction in regard to massage establish- ments, holistic health practitioners, and massage technicians. The business of massage is designated police regulated. The ordinances codified in this chapter are adopt- ed pursuant to Chapter 6, Pan 1, of Division 1 of Title 5 (Sections 51030 through 51034) of the Cali- fornia Government Code and other applicable laws. (Ord. NS-216 § 2, 1992: Ord. 3112 § 2,1979; Ord. 3096 § 2 (part), 1973) (Carbtad 10-94)136 5.16.020 5.16.020 Definitions. For the purpose of this chapter, the following words and phrases shall have the meanings ascribed to them in this section. (a) "Massage" means the administration by any person of any method or procedure of exerting or applying pressure, friction, moisture, heat or cold to the external parts of the human body by any physi- cal or mechanical means, excepting such rubbing, stroking, kneading, pounding or tapping of the hu- man body by any physical or mechanical means and with or without the use of any ointments, liniments, oils, alcohols, or other substances as may be prohib- ited by state law. (b) "Massage establishment" means any establish- ment or operation wherein a massage is adminis- tered or permitted to be administered either separate- ly or in conjunction with the business of giving any Turkish, Russian, Swedish, vapor, sweat, electric, salt, shower, sponge or any other kind or character of baths. (c) "Massage technician" means any person who has obtained a massage technician's license pursuant to this chapter. (d) "Health officer" means the health officer of the county or his authorized representative. (e) "Holistic health practitioner" means any per- son who has obtained a holistic health practitioner's license pursuant to this chapter. (f) "Off-premise massage" means the activity of providing massage services at a location other than premises licensed as a massage establishment pursu- ant to this chapter. (g) "Recognized school" means any school or institution of learning which has for its purpose the teaching of a course consisting of the theory, ethics and practice, methods, profession or work of mas- sage in not less than three calendar months, and which school or institution of learning requires a resident massage technician or holistic health practi- tioner be furnished with a diploma or certificate of graduation from such school or institution of learn- ing showing successful completion of such course of study already approved by the California State Department of Education or other comparable agen- cy in another state. Schools offering correspondence courses not requiring actual attendance at class shall not be deemed a recognized school. (h) "Specified anatomical areas" means human genitals, pubic region, anus, perineum or female breasts below a point immediately above the top of the areola. (i) "License" means a license obtained from the chief of police pursuant to the provisions of this chapter. (Ord. NS-291 § 1, 1994: Ord. NS-216 §§ 3—7, 1992; Ord. 1296 § 6, 1987; Ord. 6059 § 1, 1979; Ord. 3112 § 3, 1979; Ord. 3096 § 2 (part), 1973) 5.16.030 Massage establishment license required. No person shall engage in, conduct, carry on or permit to be engaged in, conducted or carried on, in or upon or within any premises within the city a massage establishment unless a license for the oper- ation of a massage establishment has been issued by the chief of police of the city and unless the license remains in effect in conformity with the provisions of this chapter. Any license issued pursuant to this section shall be valid for five years from the date of issuance, unless suspended or revoked. (Ord. 3096 § 2 (part), 1973) 5.16.050 License application—Massage establishment Each application for a massage establishment license shall be submitted to the chief of police and shall contain the following information: (a) A definition of services to be provided; (b) The location and mailing address of the pro- posed establishment; (c) The name and residence address and phone number of the applicant; (6) Name and address of all owners of the mas- sage establishment, including corporate officers and directors, stockholder owning more than ten percent of the corporation, and general, managing and limit- ed partners. Corporations shall also furnish the name and address of an agent for service of process and the state of incorporation; 137 (C-rWwd 10-W) 5.16.070 with the other applicable provisions of state law and the municipal code. (Old. NS-291 § 7, 1994; Ont 3096 § 2 (part), 1973) 5.16.080 Issuance or denial of license. Based upon the results of his own investigation and upon the reports received from the other city departments, the chief of police shall issue a mas- sage establishment license if he finds: (a) That the operation, as proposed by the appli- cant, if licensed, would comply with all applicable laws, including, but not limited to, the city's build- ing, zoning, fire and health regulations; (b) That the applicant, if an individual, or in the case of an applicant which is a corporation or a partnership, any of its officers, directors, holders of ten percent or more of corporation stock, has not been convicted in a court of competent jurisdiction of: (1) An offense involving the use of force or violence upon the person of another, or (2) A crime requiring registration under Section 290 of the California Penal Code, or of any viola- tion of Sections 266i, 315, 316, 318 or Subdivision (b) of Section 647 of the Penal Code, or (3) Any felony offense involving the sale of a controlled substance specified in Sections 11054, 11055, 11056, 11057, or 11058 of the Health and Safety Code, or (4) Any of the above substantive offenses as defined in the laws of any jurisdiction other than the state of California; (c) That the applicant has not knowingly and with intent to deceive made false, misleading or fraudulent statement of fact in the license applica- tion or any other document required by the city in conjunction therewith; (d) The applicant has met all the requirements of this chapter. If one or more of the above described findings cannot be made, the license shall be denied. In the event of denial, notifications and reasons for denial shall be set forth in writing by the chief of police and shall be sent to the applicant by means of regis- tered or certified mail or hand delivery. The denied applicant shall, at his election, have the right to receive a hearing before the city manager pursuant to the provisions of this chapter. If such a hearing is not requested within ten days of the notice of denial by the chief of police, the denial shall be final. (Ord. No license to conduct a massage establishment shall be granted unless an inspection by the city reveals that the proposed establishment complies with each of the following minimum requirements: (a) A recognizable and legible sign shall be posted at the main entrance identifying the premises as a massage establishment; (b) Minimum lighting shall be provided in accor- dance with the building code of the city and, in addition, at least one artificial light of not less than sixty watts shall be provided in each room or enclo- sure where massage services are performed on pa- trons; (c) Minimum ventilation shall be provided in accordance with the building code of the city; (d) Recognizable and legible signs shall be post- ed at all exits identifying each such exit in accor- dance with the fire code of the city, (e) Hot and cold running water shall be provided to a metal or ceramic coated metal utility sink ap- proved by the San Diego County health department; (f) Equipment approved by the health department for disinfecting and sterilizing instruments used in performing acts of massage shall be provided; (g) Closed cabinets shall be provided and utilized for the storage of clean linen; (h) Adequate bathing, dressing, locker and toilet facilities shall be provided for patrons. A minimum of one tub or shower, one dressing room containing a separate locker for each patron to be served, which locker shall be capable of being locked, and a minimum of one toilet and one wash basin shall be provided by every massage establishment; pro- vided, however, that if male and female patrons are to be served simultaneously at the establishment, a separate massage room or rooms, separate dressing 139 (CwtiUd 10-W) 5.16.105 L persons other than a licensed massage technician, licensed massage technician trainee or licensed holistic health practitioner to perform a massage in a massage establishment (Ord NS-291 § 9, 1994; Ord NS-216 § 10, 1992; Ord 6059 § 2, 1979) 5.16.110 Display of licenses. Every person issued a license under the terms of this chapter shall display the license in a conspicu- ous place so that the same may be readily seen by persons entering the premises where the massage, bafli, or treatment is given. (Ord. NS-291 § 10, 1994: Ord. 3096 § 2 (part), 1973) 5.16.120 Name of business. No person licensed to do business as provided in this chapter shall operate under any name or conduct his business under any designation not specified in his license. (Ord. 3096 § 2 (part), 1973) 5.16.130 Change of location. A change of location of a licensed massage estab- lishment may be approved by the chief of police; provided all applicable provisions of mis code are complied with and a change of location fee of fifty dollars to defray, in part, the costs of investigation and inspection has been paid to city. (Ord. 3096 § 2 (part), 1973) 5.16.140 Sale or transfer. Upon the sale or transfer of any interest in a massage establishment, the license for that establish- ment shall be null and void. A new application shall be made by any person desiring to own or operate the massage establishment An application fee of fifty dollars shall be payable for each such applica- tion. If such the location of the licensed premises is to be changed, the applicant shall also pay the change of location fee required by Section 5.16.130. (Ord. 3096 § 2 (part), 1973) 5.16.150 Inspection. Representatives of the city departments of build- ing inspection, housing, fire, police and health shall have tiie right to enter the premises from time to time during regular business hours for the purpose of making reasonable inspections to enforce compli- ance with building, fire, electrical, mechanical, plumbing or health regulations. This shall not re- strict or limit the right of entry vested in any law enforcement agency. The city departments shall cause such inspections to be made at least twice a year. (Ord 3096 § 2 (part), 1973) 5.16.160 Massagist licensees to be employed. No massage establishment licensee shall employ, or otherwise allow, any person to perform as a massage technician or holistic health practitioner who is not so licensed under the terms of this chap- ter. (Ord. NS-216 § 11, 1992: Ord. 3096 § 2 (part), 1973) 5.16.170 Massages at permitted locations only. No person shall administer a massage or permit a massage to be administered at or upon any loca- tion or premises other than a validly licensed mas- sage establishment, except that validly licensed holistic health practitioners may administer off-pre- mises massages between the hours of six a.m. and eleven p.m. The giving of massages at hours other than these is prohibited. (Ord. NS-216 § 12, 1992: Ord 3096 § 2 (part), 1973) 5.16.180 Records of treatments. Every person operating a massage establishment under a license issued pursuant to this chapter shall keep a record of the date and hour of each treat- ment, the name and address of the patron, and the name of the employee administering such treatment The record shall be open to inspection by officials charged with the enforcement of these provisions for the purposes of law enforcement and for no other purpose. The information furnished or secured as a result of any such inspection shall be confidential. Any unauthorized disclosure or use of such informa- tion by any officer or employee of the city consti- tutes a misdemeanor and such officer or employee shall be subject to the penalty provisions of this 141 5.16.210 provisions of which policy such company promises and undertakes to pay in full all legal liability in- curred by the insured for damages to persons or property resulting from such a practice in an amount as established by a resolution of the city council. (Ord. NS-291 § 14, 1994: Ord NS-216 § 16, 1992: Ord. 3096 § 2 (part), 1973) 5.16.215 Investigation fee—Massage technician and holistic health practitioner. A nonrefundable fee as set by resolution of the city council shall accompany the submission of each application for a holistic health practitioner or mas- sage technician license to defray in part the costs of investigation. The fee shall not be in lieu of, and shall be in addition to, the license fee to be paid pursuant to the terms of this chapter. (Ord. NS-291 § 15, 1991: Ord. NS-216 § 17, 1992: Ord. 3096 § 2 (part), 1973) 5.16.220 License investigation—Massage technician and holistic health practitioner. Upon receipt of a completed application and fee, the chief of police shall have a reasonable time, not to exceed sixty days, in which to verity the applica- tion information and to investigate the background of the applicant Upon completion of that process, the chief of police shall issue the license if it is found that: (a) Hie applicant has not been convicted in a court of competent jurisdiction of: (1) An offense involving the use of force or violence upon the person of another, (2) Any crime requiring registration under Sec- tion 290 of the California Penal Code, of any viola- tions of Sections 266i, 315,316,318 or Subdivision (b) of Section 647 of the Penal code, (3) Any felony offense involving the sale of a controlled substance specified in Sections 11054, 11055, 11056, 11057 or 11058 of the Health and Safety Code, (4) Any of the above substantive offenses as defined in the laws of any jurisdiction other than the state; (b) The applicant has not knowingly and with intent to deceive made any false, misleading or fraudulent statement of fact in the license applica- tion or in any other document required by the city in conjunction therewith. If one or more of the above described findings cannot be made, the license shall be denied In the event of denial, notifications and reasons for denial shall be set forth in writing by the chief of police and shall be sent to the applicant by means of regis- tered or certified mail or hand delivery. The denied applicant shall, at his election, have the right to hearing before the city manager pursuant to the terms of this chapter. If such a hearing is not re- quested within ten days of the notice of denial by the chief of police, the denial shall be final. (Ord. NS-291 § 16,1994; Ord. 3112 § 5,1979; Ord. 3096 § 2 (part), 1973) 5.16.240 Transfer of license. No holistic health practitioner or massage techni- cian license is transferable. (Ord. NS-216 § 19, 1992: Ord. 3096 § 2 (part), 1973) 5.16.250 Possession and posting of license. Each massage establishment licensee shall post in a conspicuous place within the massage establish- ment the individual license of each massage techni- cian or holistic health practitioner performing mas- sages in the establishment Holistic health practitio- ners shall have a valid license in their possession when administering an off-premises massage. (Ord. NS-216 § 20, 1992: Ord. 3096 § 2 (part), 1973) 5.16^55 Massage technician and holistic health practitioner operating requirements. (a) No massage technician or holistic health practitioner, while performing any task or service associated with the business of massage, shall be 143 5.16.270 r of a license or permit The notification shall include the date, time and place of the hearing. The hearing shall be conducted by a hearing officer appointed by the city manager. The applicant, licensee or permit- tee may have the assistance of counsel or may ap- pear by counsel and shall have the right to present evidence. In the event that the applicant, licensee or permittee, or counsel representing the applicant, licensee or permittee, fails to appear at the hearing, the evidence of the existence of facts which consti- tute grounds for the denial, suspension or revocation of the license or permit shall be considered unrebutted. The hearing need not be conducted according to the rules of evidence. Any relevant evidence may be admitted and considered by the city manager if it is the son of evidence on which responsible persons are accustomed to rely in the conduct of serious affairs. Objections to evidence shall be noted and a ruling given by the hearing officer. A copy of the decision of the hearing officer specifying findings of fact and the reasons for the decision shall be furnished to the applicant or licens- ee. The hearing officer shall inform the party against whom the decision is rendered of his right to appeal to the city council pursuant to this chapter. Any decision not so appealed is final. (Ord. 3096 § 2 (part), 1973) 5.16.280 Appeal. Within ten days after receipt of the decision of the hearing officer, any party affected by the deci- sion may file with the city clerk a written request for a public hearing before the city council. Upon the filing of such a request the city clerk shall, within fourteen days thereafter, set the matter for a hearing and shall notify the appellant of the date, time and place of such hearing at least five days before the hearing date. At the hearing, any person may present evidence in opposition to, or in support of, appellant's case. At the conclusion of the hear- ing, the city council shall either grant or deny the appeal, and the decision of the city council shall be final. (Ord. 3096 § 2 (part). 1973) 5.16.290 Injunctive relief. In addition to the legal remedies provided for in this code, the operation of any massage establish- ment in violation of the terms of this chapter is a public nuisance and may be enjoined by the city. (Ord. 3096 § 2 (part), 1973) 5.16300 Exemptions. This chapter shall not apply to: (a) Physicians, surgeons, chiropractors, osteo- paths, psychiatrists, psychologists, clinical social workers, family counselors and clergymen who are licensed to practice their respective professions in the state or who are permitted to practice temporari- ly under the auspices of an associate or establish- ment duly licensed in the state; (b) Nurses who are registered under the laws of this state and who administer a massage in the nor- mal course of nursing duties; (c) A trainer of any duly constituted athletic team who administers a massage in the normal course of training duties; (d) Barbers and beauticians who are duly licensed under the laws of this state and who administer a massage in the normal course of their duties; (e) Any duly licensed establishment in which the above described persons practice their respective professions; (f) Hospitals, nursing homes, sanitariums, per- sons holding an unrevoked certificate to practice the healing arts under the laws of the state, or persons working under the direction of any such person or in any of such establishments. These areas are typically improved by the property owner and dedicated to public use. The ground area above the shored area should also be controlled and restricted to ensure that no vehicles, equipment, or other items are placed above the shored area. This building is a replica of a seven hundred years old building from Germany and it's constructed in 1964, next to the historical Carlsbad Mineral Water Springs. The place was declared by state of California and city of Carlsbad as a historic site and monument. Since we restored the historic Carlsbad Mineral Springs, tfe Alt Karlsbad gift shop will be converted as a therapeutic mineral water spa. Same type of spa was built on mis lot in 1885 by founders of Carlsbad and also second spa was built in 1930 cross the street at the present Lutheran Home. We are asking the city to exempt this project from some of the handicap requirements, such as handicap ramp and railings, which would destroyed the historic character of this unique landmark and would be a walking obstacle, since a new additional buildings will be constructed next to it. The spa customers will be served by appointment only and removable wooden ramp could be available and set in the place by our employee, when needed. My wife and I worked very hard and put lots of our time and finances to make this place a more enjoyable for local people, but also for thousands of visitors, which come see our place each year. We restored the front court yard gazebo, the Hearts Castle Gates and in front of the building, we built brick siting planers. We spent endless amount of our time and lots of money to have our friend Vaclav Lokvenc, from my home town Karlovy Vary built a ten feet bronze statue, to which donated all his work. AH of this was done to enhance the area for public enjoyment and to promote rich Carlsbad history at no cost to the city.
