Their attachment, labeled "ICBO Evaluation Service, Inc.", Section II.D. states that "continuous special inspection is required..." for the type of construction you have used. As you know, the addition to your building was built without any inspections whatsoever. Further, the City must adhere to the 1998 California Building Code, which requires inspections of construction that remains exposed until approval. Below are the applicable parts of the 1998 CBC. Section 108-Inspections 108.1 General. All construction or work for which a permit is required shall be subject to inspection by the building official and all such construction or work shall remain accessible and exposed for inspections purposes until approved by the building official. In addition, certain types of construction shall have continuous inspection, as specified in Section 1701.5. Approval as a result of an inspection shall not be construed to be an approval of a violation of the provisions of this code or of the other ordinances of the jurisdiction. Inspections presuming to give authority to violate or cancel the provisions of this code or of other ordinances of the jurisdiction shall not be valid. It shall be the duty of the permit applicant to cause the work to remain accessible and exposed for inspection purposes. At the time of the preinspection, the primary fire enforcing agency shall price consultation and in- terpretation of the fire safety regulations, and shall notify the pro- spective licensee of the facility in writing of the specific firesafety regulations which shall be enforced in order to obtain fire clear- ance approval. A fee of not more than $50.00 may be charged for the preinspection of a facility with a capacity to serve 25 or fewer persons. A fee of not more than $100.00 may be charged for a pre- inspection of a facility with a capacity to serve 26 or more persons. Whenever a local authority having jurisdiction requests that the state fire marshal perform plan review and/or inspection services related to a building permit, the applicable fees for such shall be payable to the Office of the State Fire Marshal.
