Confcmi-ty witl: t.hc Provisions of Chaptar 3 of the Czltfoznic Coastal Act of 1076 - Section 36xG4 (a) of the California Coastal Act of 197G requires that the Regional Commission find, prior to issuance of a permit, that the pro- posed development is consistent with the provisions of Chapter 3 of the Coastal Act. The Commission finds that this proposed development, as conditioned, is consistent with the Chapter 3 policies. Additional consistency finds are made below. "- A. Mr. 8hr;; S. Tm, fl-ox1 the Santa A-qa off ice of the Divisioa oi Xi zes and ~C.c~i~~*~ visited the sitc on December 8, 1980 (letter attached) . He states that the site and adjacent areas appear to have a history of increased wave erosion. The mean high tide line has moved inland approximately 100 feet since 1953. 52 I He further indicztes that if no protective devices are installed, the anticipated amount of wave erosion should be considered in the engineering design of the proposed dwelling. Condition 1 (C) requires the zpplicant to have the foundation plans reviewed and com.-?ntcd on by the Civision of Mines and Geology, prior to submitting an applicat with. the City of Carlsbzil for a bcilding permit. The Division of Mines and Geolog has requested additional information needed j.c order to complete a geotechnical ir vestigation of the-proposed site. It is thuc suggesteS that the applicant submit a geotcchnical report (in addition to revised foundation plaris) which indicates', . bct not lilnite6 to, the following: -. ;.l) An accurate topographic map of the site with cross-section(s). I To complete our geotechnical evaluation of the site, more specific and detailed information are needed, among other: (1) an accurate topographic map of the site with cross- section(s); (2) 2 slope stability analysis of the sea bluff based on results of shear test of saturated (soaked) native material or rexolded to nztive conditions; (3) rate of sea wave erosion or anticipated amount of erosion during the lifespar! of the proposed buildiny. It; seems that the site arid adjacent areas have a history of increased wave erosion. Based on or,e of the maps in- cluded in ycur "pro ject suirxmry" report of December 1 , 1980, the mean high tide line in 1978 seems to have moved approxiamtely 1.00 feet inland from the mean high tidelinc position in 1953 or 25 years earlier. A landward shift of the high tide line in the amount of 100 feet within a erosion. During my recent visit, there seemed Lo be indicaticns that the toe of the unprotected seabluff at the site may be located about 19 to 15 feet more inland than the position of the adjacent po~rl-ion of the sea bluff t:ilich is protected by rip rap rcvctn!cnts constructed about 10 years ago. COIJCLUS ION : To complete our evaluation of the geotechnical aspects of the proposed dwelling, an accurate topographic map and cross-section of the site, a slope stability ana1ysj.s of saturated native material (in native soils condition), and the anticipated amount of wave erosion during the lifespan of the proposed building are necessary in order to recom- mend proper geotechnical design criteria. for the foundation and other engineering aspects of the proposed dwelling.
