HomeMy WebLinkAboutCD 11-15; ROBERTSON RANCH PA 17; Admin Decision LetterCITY OF V (CARLSBAD Planning Division www.carlsbadca.gov December 20, 2011 Calavera Hills II LLC c/o Teri McHugh 12865 Pointe Del Mar Way Del Mar, CA 92014 SUBJECT-CD 11-15 - ROBERTSON RANCH PA 17 The City Planner has completed a review of your application for a Consistency Determination (CD) for Robertson Ranch PA 17, which primarily is minor modifications to the floor plans, minor increase in building heights, and architectural and elevation changes to 109 single-family dwelling units encompassing Planning Area 17. The proposed modifications include: 1. Minor increase in building heights of all plans: • Plan 1: Mission & Italian +1.5' • Plan IX: Mission & Italian +1' and English +0.5' • Pian 2: Mission & Italian +0.5' and English +2' • Plan 3: Mission +1', Italian +0.5', and English +2'. The increased building heights do not exceed the maximum building heights for the zone and do not exceed the 10% criteria on any ofthe plans. Staff can support this increase. 2. Decreasing the square footage of all plans: • Plan 1: -147 sq. ft. • Plan IX: -172 sq. ft. • Plan 2: -415 sq. ft. • Plan 3: -346 sq. ft. Staff has no concerns and can support this change. 3. The minor floor plan changes are listed below and the minor architectural changes are shown on Exhibits "A - CC" dated December 13, 2011 and titled "Robertson Ranch PA 17". Due to the decrease in square footage in all plans, listed above, the setbacks are the same or increased in size, therefore, staff has no concerns and can support these changes. PLAN 1 & IX: Front door entry is moved from the side of the house to the center. PLAN 2: The floor plan is going from a long linear plan with a garage in the rear of the property to a shorter plan with a garage up front and a central courtyard in the middle ofthe unit. PLAN 3: The floor plan is remaining the same with the exception ofthe small central courtyard being moved to a large outdoor rear patio area. 1635 Faraday Avenue, Carlsbad, CA 92008-7314 T 760-602-4600 F 760-602-8559 © CD 11-15 - ROBERTSON RANCH PA 17 December 20, 2011 Page 2 In order for a Discretionary Permit Consistency Determination to be approved, all of ttie following findings must be made: 1) No project condition, feature, facility or amenity is ciianged or deleted ttiat had been considered essential to the project's design, quality, safety or function. 2) The request represents an upgrade in overall design features and or materials and improves upon the projects compatibility with the surrounding neighborhood. 3) The proposed revision does not change the density or boundary of the subject property. 4) The proposed revision does not involve the addition of a new land use not shown on the original permit. 5) The proposed revision does not rearrange the major land uses within the development. 6) The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code. 7) The proposed change will not result in any significant environmental impact, and/or require additional mitigation. 8) The proposed change would not result in any health, safety or welfare impacts. 9) There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change. 10) The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved. After careful consideration of the circumstances surrounding this request, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and therefore, approves the changes to the project based on Planning Division Administrative Policy No. 35. Please submit two (2) blueline copies (24" X 36") of all applicable exhibits for the project file and a reproducible 24" X 36" mylar copy ofthe amended site plan. The mylars must be submitted, stamped "Consistency Determination," and signed by the City Planner prior to issuance of any building permits for the project. The Consistency Determination Title Block stamp, and other Title Block stamps, can be downloaded from the City's website at http://www.cadsbadca.gov/services/departments/planning/Pages/applications.aspx.
