HomeMy WebLinkAboutCD 2017-0021; CARLSBAD OAKS NORTH LOT 7; Admin Decision LetterSeptember 5, 2017 Peter Bussett SCA Architecture Suite 125 13280 Evening Creek Drive South San Diego, CA 92128 {'city of Carls Dad SUBJECT: CD 2017-0021 (DEV2017-0170) -CARLSBAD OAKS NORTH LOT 7 (SOP 16-03) The City Planner has completed a review of your application for a Consistency Determination, {APN: 209- 120-06-00) which is a modification to SOP 16-03 located on Lot 7 of the Carlsbad Oaks North Business Park Specific Plan 211{(). SOP 16-03 approved the construction of a 74,567 square foot one-story shell building with a 10,258 square foot mezzanine containing 10,000 square feet of office, 69,825 square feet of manufacturing, and 5,000 square feet of warehouse. The height of the approved building was 30'-1" to the ridge of the roof and 38' to the top of an architectural parapet. The project also included 230 parking spaces, 429 average daily trips, and 2 loading docks. The proposed modifications include: • Decrease the one-story shell building to 69,966 square feet (sq. ft.), and decrease the mezzanine to 10,398 sq. ft. for a total of 80,364 sq. ft.; • Change the interior uses to office {14,000 sq. ft.) and warehouse {66,364 sq. ft.), and eliminate manufacturing; • Increase the number of loading docks from two to a total of six; with three of the docks under a new 2,531 sq. ft. cover; • Decrease the number of onsite parking spaces from 230 to 219; • Increase the height of the building's roof ridge from 30'-1" to 34' -2". In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1} No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function in that the aggregate modifications to the Jot are considered insignificant to the originally approved Minor Site Development Plan SDP 16-03, thus maintaining the intent and the essential operations and design of the originally approval. 2} The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood in that the minor modifications to Lot 7 will upgrade the character of the building by adding more texture and architectural details. 3) The proposed revision does not change the density or boundary of the subject property in that the project site is adequate in size to accommodate such additions. 4) The proposed revision does not involve the addition of a new land use not shown on the original permit. Community & Economic Development Planning Division I 1635 Faraday Avenue Carlsbad, CA 92008-7314 I 760-602-4600 I 760-602-8560 f I www.carlsbadca.gov CD 2017-0021 (DEV2017-0170) -CARLSBAD OAKS NORTH LOT 7 (SDP 16-03) September 5, 2017 Pa e 2 5) The proposed revision does not rearrange the major land vses within the development. 6} The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code in that the modifications to the building on site in aggregate are less than ten percent and meet all applicable development standards. 7) The proposed change will not result in any significant environmental impact, and/or require additional mitigation in that every lot within Carlsbad Oaks North has been environmentally analyzed in EIR 98-08, and all required mitigation measures will be implemented. 8} The proposed change would not result in any health, safety or welfare impacts. 9) There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change. 10} The proposed change would not be readily discernab/e to the decision makers as being substantially different from the project as originally approved in that the modifications to lot 7 matches the architecture, materials and colors of the originally approved SDP 16-03. After careful consideration of the circumstances surrounding this request, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and therefore, approves the changes to the project based on Planning Division Administrative Policy No. 35.
