HomeMy WebLinkAboutCD 2017-0028; QUARRY CREEK R-4A - ACACIA; Admin Decision Letter____ '!'r_,~.,.·~,-------------------- January 4, 2018 Jack Robson Cornerstone Communities Suite 600 4365 Executive Drive San Diego, CA 92121 FILE SUBJECT: CD 2017-0028 (DEV10045)-QUARRY CREEK R-4A -ACACIA {'city of Carlsbad The City Planner has completed a review of your application for a Consistency Determination, CD 2017- 0028, which is a request to change seven (7) of the Plan 1 duplexes (1,925 square feet, 4 bedroom/2.5 bathroom) to Plan 2 duplexes (2,011 square feet, 4 bedroom/2.5 bathroom), in Planning Area R-4A of the Quarry Creek Master Plan. The project was originally approved pursuant to CT 15-09/PUD 15-18. After careful consideration of the request, the City Planner has determined that the request meets all of the findings below and APPROVES this request. In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1} No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function in that the project remains consistent with the setbacks and height requirements pursuant to the Quarry Creek Master Plan and maintains the same mixture of architectural styles. 2) The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood in that the Plan 2/loor plans and elevations are not significantly different from the Plan 1, include the same number of bedrooms and bathrooms and the change results in a net gain of 86 square feet per unit (i.e., from 1,925 to 2,011 square feet). The proposal to change out seven (7) of the Plan 1 designs to Plan 2 retains the same architectural style and preserves the intended neighborhood character. 3} The proposed revision does not change the density or boundary of the subject property in that no additional units are proposed. 4) The proposed revision does not involve the addition of a new land use not shown on the original permit. 5) The proposed revision does not rearrange the major land uses within the development. 6} The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code in that the change from Plan 1 to Plan 2 for seven units results in less than 10 percent additional floor area in Planning Area R-4A and the project remains consistent with the setbacks and height. Therefore, the City Planner approves the changes to the project based on Planning Division Administrative Policy No. 35. Please submit two (2) blueline copies (24" X 36") of all applicable exhibits for the project file of the amended plans. The copies must be submitted, stamped "Consistency Determination," and signed by the City Planner prior to issuance of any grading or building permits for the project. The Consistency Determination Title Block stamp, and other Title Block stamps, can be downloaded from the City's website at http://www.carlsbadca.gov/services/depts/planning/applications.asp.
