Cedros Avenue Solana Beach, CA 92075 SUBJECT: CD 2017-0031 (DEV06040}-PACIFIC RIDGE SCHOOL, MULTI-DISCIPLINARY INNOVATION CENTER The City Planner has completed a review of your application for a Consistency Determination, CD 2017- 0031, which is a request to review the proposed project's compliance with the Pacific Ridge School Conditional Use Permit (CUP 0611C). After careful consideration of the request, the City Planner has determined that the request meets all of the findings below and APPROVES this request. The proposed project includes relatively minor design changes to the Multi-Disciplinary Innovation Center at the Pacific Ridge School (APN 213-122-17), located at 6269 El Fuerte Street, Carlsbad, CA 92009. Specifically, the proposed design changes to the project include the following: • Minor modifications to glazing and exterior materials throughout the fac;ade; • Changes to windows and doors in some areas; • Removal of the butterfly roof; • Elimination of the bridge connection between the Arts building and the Multi-Disciplinary Innovation Center; • Minor modifications to landscaping; • Roof overhang at the back of the building was eliminated; • Northeast corner of the building was shifted to align with the northwest corner; • Total gross square feet (GSF) was reduced by approximately 1300 GSF, or a decrease of about eight percent. In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1} No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function, in that: 1} the removal of the bridge connection between the 2nd floors of the Arts building and the Multi-Disciplinary Innovation Center will better enable the use of the Innovation Center as a social lounge; 2) the removal of the butterfly roof reduces the roof height while not compromising any architectural standards; and 3} reducing the gross square feet (GSF} of the building by approximately 1300 GSF, while retaining the existing number of parking spaces, ensures sufficient parking and circulation. Community & Economic Development Planning Division I 1635 Faraday Avenue Carlsbad, CA 92008-7314 I 760-602-4600 I 760-602-8560 f I www.carlsbadca.gov CD 2017-0031 (DEV06040)-PACIFIC RIDGE SCHOOL, MULTI-DISCIPLINARY INNOVATION CENTER November 29, 2017 Pa e 2 2) The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood, in that the architectural design changes generally improve the appearance of the development with only minor changes in use within the Multi-Disciplinary Innovation Center. 3) The proposed revision does not change the density or boundary of the subject property. 4) The proposed revision does not involve the addition of a new land use not shown on the original permit. 5) The proposed revision does not rearrange the major land uses within the development. 6} The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code in that there is a reduction of approximately eight percent in building square footage and a decrease in approximately 2.5 feet in building height. 7) The proposed change will not result in any significant environmental impact, and/or require additional mitigation, in that the proposed project incorporates the mitigation measures of the Mitigated Negative Declaration (MND} and Mitigation Monitoring and Reporting Program (MMRP} for CUP 06-11(A} and CUP 06-11(8), and would not result in any new significant impacts that have not already been evaluated in the MND. 8} The proposed change would not result in any health, safety or welfare impacts in that an updated Storm Water Quality Management Plan (SWQMP}, in compliance with the Carlsbad BMP Manual, will be required prior to the city's approval of a grading permit for the project. 9) There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change. 10) The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved. Therefore, the City Planner approves the changes to the project based on Planning Division Administrative Policy No. 35. Please submit two (2) blueline copies (24" X 36") of all applicable exhibits for the project file of the amended plans. The copies must be submitted, stamped "Consistency Determination," and signed by the City Planner prior to issuance of any grading or building permits for the project.
