HomeMy WebLinkAboutCD 2017-0033; LA COSTA OAKS ENTRY MONUMENTS; Admin Decision LetterApril 5, 2018 La Costa Oaks Community Association Bruce Agnew, President 7400 Circulo Sequoia Carlsbad CA 92009-8467 D Fl LI=' C City of ~¥~Carlsbad SUBJECT: CD 2017-0033 (DEV2017-0250)/MP 98-01-LA COSTA OAKS ENTRY MONUMENTS The City Planner has completed a review of your application for a Consistency Determination, CD 2017- 0033 which is a request to construct and install two village marker signs which is a modification to'MP 98- oa Villages of La Costa Master Plan. After careful consideration of the requests, the City Planner has determined that the request meets all of the findings below and APPROVES this request. The proposed modifications include: • Constructing two village neighborhood entry monument signs. The signs will be constructed following the same size, the same material and the same design standards as the other surrounding village neighborhood entry monument signs. The signs will be placed on the easterly and westerly sides of Avenida Soledad, east of Rancho Santa Fe, at the entrance on the Rockledge subdivision. In order for o Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1) No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function. 2) The request represents an upgrade in overall design features and/or materials and improves upon the project's compatibility with the surrounding neighborhood in that the new village neighborhood entry monument signs will be constructed following the same size, the same material and the same design standards as the other surrounding village neighborhood entry monument signs. 3} The proposed revision does not change the density or boundary of the subject property. 4} The proposed revision does not involve the addition of a new land use not shown on the original permit. 5} The proposed revision does not rearrange the major land uses within the development. 6} The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code in that the two additional monument signs do not exceed the overall number of village entry monument signs anticipated to be built in the Villages of La Costa Moster Plan area. BJ The proposed change would not result in any health, safety or welfare impacts in that the construction and placement of the two village neighborhood entry signs will improve safety in the area by deterring recurring criminal activity. The two monument signs will help create a visual indication that the planning area is a residential area and not an open space area, which is consistent with the intent of the Villages of La Costa Master Plan. 9) There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change. 10} The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved in that the two monument signs will match existing village neighborhood entry signs. Therefore, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and approves the changes to the project based on Planning Division Administrative Policy No. 35. Unless otherwise specified herein, all conditions shall be satisfied prior to the initiation of project construction. 1. Prior to initiation of project construction, a land surveyor shall locate and mark all easements before the two monument signs are constructed outside easements and the public right-of-way.
