HomeMy WebLinkAboutCD 2018-0001; OMWD ADDITION & REMODEL; Admin Decision LetterOctober 10, 2018 Olivenhain Municipal Water District 1966 Olivenhain Road Encinitas, CA 92024 ~\e.J 11:)·l'2.-•\ 7 8FILE COPY SUBJECT: CD 2018-0001 (DEV02001)-OMWD ADDITION & REMODEL Ccityof Carlsbad The City Planner has completed a review of your application for a Consistency Determination, CD 2018- 0001-0MWD ADDITION & REMODEL, (APN: 255-040-59-00) which is a modification to Site Development Plan (SDP) 16-07 that approved 10,578 square feet of additions to an existing 14,708-square-foot operation and administration building on a 9.8-acre lot located at 1966 Olivenhain Road. After careful consideration of the request, the City Planner has determined that the request meets all of the findings below and APPROVES this request. The proposed modifications include: • Addition of colonnades around the exterior of the meeting room; • Revisions to biofiltrations basins; and • Removal of "Building X", located at the southeast corner of the property. In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1) No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function. 2) The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood in that the addition of colonnades around the exterior meeting room of the main building enhances the architectural design of the building, and is consistent with the site's existing exterior design. The remodel of Building X and revised biofiltration basins will improve the site's runoff treatment efficiency. 3} The proposed revision does not change the density or boundary of the subject property. 4) The proposed revision does not involve the addition of a new land use not shown on the original permit in that there are no proposed land use changes. 5} The proposed revision does not rearrange the major land uses within the development. 6} The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code in that the modifications are not greater than ten percent of the original approval, and comply with all applicable development standards. 7) The proposed change will not result in any significant environmental impact, and/or require additional mitigation in that the architectural and civil modifications do not create significant environmental impact, and will improve the site's appearance and water quality treatment functionality. Community & Economic Development Planning Division I 1635 Faraday Avenue Carlsbad, CA 92008-7314 I 760-602-4600 I 760-602-8560 f I www.carlsbadca.gov CD 2018-0001 (DEV02001) -OMWD ADDITION & REMODEL October 10, 2018 Page 2 8) The proposed change would not result in any health, 'safety or welfare impacts in that the architectural modifications and civil, will meet all civil, structural and building code requirements. 9) There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change in that the modifications are located in the rear of the property, and not visible from public views. 10) The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved. Therefore, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and approves the changes to the project based on Planning Division Administrative Policy No. 35. Please note that the proposed revisions may necessitate issuance of a grading permit, building permit and approval of final landscape plans. Approval of this request shall not excuse compliance with all applicant sections of the Zoning Ordinance, and all other applicable City ordinances.
