HomeMy WebLinkAboutCD 2018-0006; CARLSBAD SAFETY CENTER; Admin Decision Letter^ 0FILECOPY C City of Carlsbad May 17, 2018 Steven Stewart Municipal Projects Manager 1635 Faraday Avenue Carlsbad, CA 92008 SUBJECT: CD 2018-0006 (PUB2018-0013) - CARLSBAD SAFETY CENTER (CUP 01-02) The city planner has completed a review of your application for a Consistency Determination, (APN 209- 050-2600) which is a modification to CUP 01-02, which superseded CUP 262, a request for construction and continued use of the existing Safety Center After careful consideration of the request, the city planner has determined that the request meets all of the findings below and APPROVES this request The proposed interior and extenor modifications include Front Entrance Improvements • Entryway doors will be installed adjacent to the existing glass entryway doors on the west elevation of the building • A steel entryway canopy will attach to the existing half dome structure and be 525 square feet in area The canopy will extend 20 feet 4-inches towards Orion Way and will be 21 feet 2-inches wide and 12 feet high The canopy will be supported by six steel posts Lighting is proposed on the underside of the canopy and will face downward Siie Additions • In the rear of the Safety Center, 102 steel lockable duty duffle bag lockers will be installed between the existing eastern-most parking spaces and the eastern property boundary A steel shade structure is also proposed and will be a maximum height of 8 feet 4-inches, 10 feet in depth and 95 feet 3-mches long The existing two light poles and chain link fence will be relocated eastward to make room for the structure Interior Renovations • Space and office areas will be reconfigured to accommodate new offices/work stations with new interior windows, walls and doors New ceilings will be installed in select areas, repainted ceilings m other areas, in addition to interior painting, wallpapering and carpeting, • The dispatch center console will be upgraded and reconfigured, • The second-floor elevator lobby area will be infilled, • The lab will be relocated and consolidated from the first to the second floor, • The women's locker room will be expanded, and • The property return window for records staff will be reconfigured Community & Economic Development Planning Division ] 1635 Faraday Avenue Carlsbad, CA 92008-73141760-602-4600 | 760-602-8560f | wwwcarlsbadca gov CD 2018-0006 (PUB2018-0013) - CARLSBAD SAFETY CENTER May 17, 2018 Page 2 Security Improvements • A new bullet proof ADA compliant front counter will be constructed, and • New security wiring and camera's will be installed Infrastructure Improvements • A new chiller and boiler for the mechanical cooling and heating system will be installed, • The exhaust fan and assembly room package unit will be replaced, • The narcotics storage, drying room and laboratory ventilation systems will be refurbished, • The interior lighting will be upgrade to LED, • Lighting controls for new lighting will be installed, • The fire alarm panel will be relocated, • A new water heater for a domestic water system will be installed, • A new fire suppression system for the IT equipment room will be installed, • The elevator machine room equipment will be upgraded, • The skylights and roof hatch will be replaced, and • OSHA compliant railings will be installed around the sky lights and roof hatch In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings must be made 1} No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function in that the new entrance to the Safety Center will enhance the functionality of the Safety Center and direct people directly into the lobby. There are adjacent glass entryway doors; however, these entryway doors lead people to the conference rooms. The entryway canopy will help delineate the entrance to the Safety Center. The proposed duty lockers will increase the safety and function of the area by allowing Police Officers to drive up to the lockers to load and unload their equipment versus parking and walking through the parking lot into the building. 2) The request represents an upgrade in overall design features and or materials and improves upon the projects compatibility with the surrounding neighborhood in that both the proposed entryway canopy and lockers will be constructed using steel material that would be compatible with the surrounding city facilities (i.e. Fire Station 5 and the Safety Training Facility). 3) The proposed revision does not change the density or boundary of the subject property in that density bonus Is not applicable to the Safety Center and the property boundary remains the same as previously approved. 4) The proposed revision does not involve the addition of a new land use not shown on the original permit in that the uses at the Safety Center will not change. The improvements merely enhance the entrance and provide outdoor lockers to the police officers for their convenience and efficiency. 5) The proposed revision does not rearrange the major land uses within the development in that no land uses will be rearranged. 6) The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code In that the 900 square-foot proposed lockers will represent 0 7 percent increase and the 525 square-foot proposed entryway canopy will represent 2 4 percent increase from what was originally approved. ' 7) The proposed change will not result in any significant environmental impact, and/or require additional mitigation in that the proposed entryway canopy will be installed over an existing -I CD 2018-0006 (PUB2018-0013) - CARLSBAD SAFETY CENTER May 17, 2018 Page 3 ^ concrete walkway and therefore will not have any significant environmental impacts nor require any additionai mitigation The proposed lockers will be installed on a portion of the existing asphait parking iot, and a portion of previousiy disturbed soii to the east, and wiii not have any significant environmental impacts nor require any additional mitigation 8) The proposed change would not result in any health, safety or welfare impacts in that the entryway canopy and lockers would not result in any impacts to the heaith, safety or welfare of the public. 9) There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change in that there were no major issues or controversies associated with the original approval (CUP 262). 10) The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved in that moving the entryway doors to the north, and adding an entryway canopy, would not be substantially different from the original project. The lockers, proposed in the rear of the Safety Center, would not be seen from Orion Way and therefore would not result in a readily discernable change. The changes proposed within the interior of the Safety Center would not be seen from Onon Way.
