HomeMy WebLinkAboutCD 2018-0009; VERIZON CASSIA; Admin Decision LetterJune 19, 2018 Jill Cleveland PlanCom, Inc. 302 State Place Escondido, CA 92029 SUBJECT: CD 2018-0009 (DEV14002) -VERIZON CASSIA {"City of Carlsbad The City Planner has completed a review of your application for the modification to an existing Verizon Wireless communications substation (APN: 215-021-0200), which is a modification to Minor Conditional Use Permit (MCUP) 14-01 to install new, previously approved equipment as well as remove and replace existing equipment in an existing wireless communications facility located at 2020 Cassia Road. After careful consideration of the request, the City Planner has determined that the request meets all of the findings below and APPROVES this request. The proposed modifications include: • Removal of six existing 56-inch high antennas and replacement with six new 72-inch high antennas. • Installation of new and previously approved wireless equipment. • All equipment to be installed in the existing cupola and existing accessory enclosure. • All proposed equipment to be screened by existing structures. In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1) No project condition, feature, facility or amenity is changed _or deleted that had been considered essential to the project's design, quality, safety or function in that the proposed additions and changes to wireless communications equipment were either previously approved through MCUP 14-01 or will not affect the existing structures. All equipment will remain below the existing parapet height. 2) The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood in that the appearance of the facility will not change. 3} The proposed revision does not change the density or boundary of the subject property in that all aspects of the property remain as previously approved. 4) The proposed revision does not involve the addition of a new land use not shown on the original permit. 5) The proposed revision does not rearrange the major land uses within the development. 6} The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code in that most aspects of the development remain as previously approved, the Community & Economic Development Planning Division I 1635 Faraday Avenue Carlsbad, CA 92008-7314 I 760-602-4600 I 760-602-8560 f I www.carlsbadca.gov CD 2018-0009 (DEV14002) -VERIZON CASSIA June 19, 2018 Page 2 -' / proposed new supporting equipment will be completely screened1 and the increased height of the antennas will not exceed the existing para~et height. 7), The proposed change will not result in any significant environmental impact, and/or require additional mitigation in that the proposed project is in substantial conformance with MCUP 14- 011 which determined that the project is categorically exempt from the requirement for the preparation ·of environmental documents pursuant to Section 15303 of the state CEQA Guidelines. In making this determination1 the City Planner has found that the exceptions listed in Section 15300.2 of the state CEQA Guidelines do not apply to this project. 8} The proposed change would not result in any health, safety or welfare impacts in that the proposed project is in substantial conformance with MCUP 14-01. 9) There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change in that there were no major issues or controversies associated with the original approval (MCUP 14-01}. 10} The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved in that all visible aspects of the development will remain as previously approved as no changes to the appearance of the development will occur. Therefore, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and APPROVES the changes to the project based on Planning Division Administrative Policy No. 35. Please submit two (2) copies (24" X 36") of all applicable exhibits for the project file of the amended site pian. The copies must be submitted, stamped "Consistency Determination," and signed by the City Planner prior to issuance of any grading or building permits for the project. The Consistency Determination Title Block stamp, and other Title Block stamps, can be downloaded from the City's website · at http://www.carlsbadca.gov/services/depts/planning/applications.asp.
