HomeMy WebLinkAboutCD 2018-0014; SHERIDAN PLACE SINGLE FAMILY RESIDENCE & ADU; Admin Decision Letter (2)July 2, 2018 Andrew Carlos, AIA 3327 Adams Street Carlsbad, CA 92008 8 FILE COPY ~'/~15 CCityof Carlsbad SUBJECT: CD 2018-0014 (DEV2017-0075)-SHERIDAN PLACE SINGLE FAMILY RESIDENCE & ADU The City Planner has completed a review of your application for Consistency Determination CD 2018-0014, (APN: 206-042-47-00} which is a modification to CDP 2017-0023 -Sheridan Single Family Residence and CDP 2017-0038 -Sheridan Place ADU, a request for a Coastal Development Permit for the construction of one single-family residence {CDP 2017-0023} and a request for a Minor Coastal Develop_ment Permit for the construction of a detached Accessory Dwelling Unit {CDP 2017-0038}. After careful consideration of the request, the City Planner has determined that the request meets all of the findings below and APPROVES this request. The proposed modifications include: • Increasing the height of the main residence by one foot from 22'-8.5'' to 23'-8.5". • Increasing the height of the detached Accessory Dwelling Unit by 5.5" from 12'-6.5" to 13'. • Changing the roof pitch on all single-story elements from a 3.5:12 to 3:12. In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1) No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function. 2} The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood in that the only changes to the existing project design are a minor height increase and a minor change to the roof pitch. The increased height to 23'-8.5" is more compatible with the existing homes on the street that are approximately 261-611 in height. 3} The proposed revision does not change the density or boundary of the subject property. 4) The proposed revision does not involve the addition of a new land use not shown on the original permit. 5) The proposed revision does not rearrange the major land uses within the development. 6} The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Community & Economic Development Planning Division I 1635 Faraday Avenue Carlsbad, CA 92008-7314 I 760-602-4600 I 760-602-8560 f I www.carlsbadca.gov vr: .~ ··: O i \}" CD 2018-0014 (DEV2017-0075)-SHERIDAN PLACE SINGLE FAMILY RESIDENCE &ADU July 2, 2018 Pa e 2 Municipal Code in that the increased building height of the main residence is an approximately 4.5 percent increase from the original approval. The increased building height of the Accessory Dwelling Unit is an approximately 3. 75 percent increase from the original approval. Therefore, the modifications do not create changes greater than ten percent. 7} The proposed change will not result in any significant environmental impact, and/or require additional mitigation. BJ The proposed change would not result in any health, safety or welfare impacts. 9} There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change. 10} The proposed change would not be readily discernab/e to the decision makers as being substantially different from the project as originally approved. Therefore, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and APPROVES the changes to the project based on Planning Division Administrative Policy No. 35.
