HomeMy WebLinkAboutCD 2018-0015; SIX ON MADISON; Admin Decision LetterJuly 18, 2018 John Beery BG1 Architecture Unit"#D 2091 Las Palmas Drive Carlsbad, CA 92011 ~,.eJ ,.,". ,t 8 fllE COP't SUBJECT: CD 2018-0015 (DEV2017-0069)-SIX ON MADISON {"city of Carlsbad The City Planner has completed a review of your application for Consistency Determination CD 2018-0015, (APN: 203-305-10-00) which is a modification to CT 2017-0004/RP 2017-0009-Six on Madison, a request for a Tentative Tract Map and Major Review Permit for the construction of a mixed-use building consisting of 943 square feet of commercial space and six residential condominium unlts located at the northwest corner of Madison Street and Oak Avenue. After careful consideration of the request, the City Planner has determined that the request meets all of the findings below and APPROVES this request. The proposed modifications include: • Enclosing the fourth-floor walkway along the north side of the building. • Extending the stairway enclosure on _the east and west ends of the building to create an enclosed area at the residential unit entries. • Minor changes to the floor plan layout that reduce the commercial space from 943 square feet (s.f.) to 905 s.f. (-38 s.f.). • Minor changes to the floor plan layout that reduce the total residential square footage from 12,717 s.f. to 12,569 s.f. (-148 s.f.). In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1) No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function. - 2) The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood in that the fourth-floor (top floor) walkway will be enclosed with a solid wall and windows, and the exposed walkway on the second and third floor is reduced in length by the enclosure of the unit entries. This creates a more cohesive architectural design by adding more exterior stucco to the north elevation as provided on the other elevations. 3} The proposed revision does not change the density or boundary of the subject property. Community & Economic Development Planning Division j 1635 Faraday Avenue Carlsbad, CA 92008-7314 j 760-602-4600 j 760-602-8560 f I www.carlsbadca.gov CD 2018-0015 (DEV2017-0069)-SIX ON MADISON July 18, 2018 Page 2 4) The proposed revision does not involve the addition of a new land use not shown on the original permit. 5) The proposed revision does not rearrange the major land uses within the development. 6} The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code in that the building footprint remains the same and the square footage is not increased. 7) The proposed change will not result in any significant environmental impact, and/or require additional mitigation. 8} The proposed change would not result in any health, safety or welfare impacts. 9} There were not any major issues or controversies associated with the original project w(lich would be exacerbated with the proposed change. 10} The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved. Therefore, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and approves the changes to the project based on Planning Division Administrative Policy No. 35.
