CDP 15-45, that allowed for the demolition of a 4,200-square-foot two~story single-family residence and the construction of a 5,487-square-foot two-story single-family residence with a 2,564-square-foot habitable basement. After careful consideration of the request, the City Planner has determined that the request meets all of the findings below and APPROVES this request. The proposed modifications include: • Increasing the building height of an elevator/stairwell tower at its highest point from 31'-10" to 33'-2½" (an increase of 1'-4½") in order to accommodate required elevator structural components; • Replacing a sloped stucco-formed cap on the top of elevator/stairwell tower with a copper standing seam barrel-shaped roof element that is compatible with the standing seam metal roof of the main residential structure; and • Replacing some of the stucco on the sides of the elevator/stairweli tower to also include copper siding. In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1) No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function in that the proposed 1'-4½" increase in building height is considered minor (a less than five percent change), and the proposed architectural revisions to the exterior building materials seek to further refine the tower element and balance it with the overall architectural design of the home. 2) The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood in that the proposed changes consist of using higher quality building materials that improve on the overall aesthetics of the architectural design; and the addition of copper siding in combination with the existing stucco helps to visually reduce the overall massing of the tower element and minor increase in building height. 3) The proposed revision does not change the density or boundary of the subject property in that no units are proposed to be added and the lot size has not changed; therefore, the density remains the same. 4) The proposed revision does not involve the addition of a new land use not shown on the original permit. Community & Economic Development Planning Division I 1635 Faraday Avenue Carlsbad, CA 92008-7314 I 760-602-4600 I 760-602-8560 f I www.carlsbadca.gov CD 2019-0012 (DEV15057) -ABDI RESIDENCE June 7, 2019 Page 2 5) The proposed revision does not rearl~Pti Jd}oLand ases within the development. 6} The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code in that the proposed 1 '-4½" increase in building height is considered minor (a less than five percent change) and the proposed tower element is considered an allowed protrusion above height limits as defined in Section 21.46.020 of the Carlsbad Municipal Code. 7} The proposed change will not result in any significant environmental impact, and/or require additional mitigation in that the proposed minor increase in height (a less than jive percent change) and the addition of enhanced building materials are covered by the Categorical Exemption (Section 15303(A} -New Construction) filed with the original project pursuant to the California Environmental Quality Act. 8} The proposed change would not result in any health, safety or welfare impacts. 9} There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change in that there were not any major issues or controversies with the original approval of this single-family home; the existing tower element is considered an allowed protrusion above height limits as defined in Section 21.46.020 of the Carlsbad Municipal Code; -the proposed 1 '-4½" increase in building height is considered minor (a less than five percent change), and the proposed exterior revisions consist primarily of building material/design changes that enhance the general design, quality and function of the original project. 10} The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved in that the overall architectural style is not changing; the proposed 1'-4½" increase in building height to the existing tower element is considered minor (a less than five percent change), and the proposed exterior revisions consist primarily of building material/design changes that enhance the general design, quality arid function of the original project. Therefore, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and approves the changes to the project based on Planning Division Administrative Policy No. 35.
